If a motor vehicle driver who holds a driving license issued by this municipality fails to meet the requirements for the operation of the permitted vehicle type stated in his/her driving license due to any changes in his/her physical condition, but meet the requirements for the operation of other permitted vehicle types, he/she shall apply for the downgrading of his/her driving license within 30 days. and meet the following requirements:

A. The applicant has failed to receive 12 points on their driving record within the scoring period;

B. The applicant's driving license has not been seized, detained, temporarily seized, revoked, cancelled or revoked in accordance with the law.

A motor vehicle driver who holds the driving license issued by other provinces or municipalities and applies for the downgrading of the permitted vehicle type and the renewal of the driving license in Beijing due to any changes in his/her physical condition shall also transfer his/her driving license to Beijing and then renew it accordingly in addition to meeting the aforementioned requirements.

A. The identification of the motor vehicle driver. If an application is submitted by an agent, the identification of the agent shall be submitted. If there is no signature of the applicant on the application form, a letter of authorization can be submitted separately; If an application is submitted through Traffic Management 12123 (Jiaoguan 12123) APP, there is no need to submit the physical letter of authorization. (Download letter of authorization)

B. The Driver's Physical Condition Certificate issued by accredited medical institutions at second qualification level or above for physical examination designated by the Beijing Municipal Health Commission including hospitals, township health centers, community health centers and physical examination centers or the medical institutions at or above the regiment level designated by the the Chinese People's Liberation Army and the Chinese People's Armed Police Force; paper documents are not required if digital ones have been submitted online;

C. The Driving License of the motor vehicle driver;

D. Three photos of the motor vehicle driver. (The photo requirements are as follows: the straight-edged, front-facing, bareheaded, half-length, color passport photo against a white background, and shall be taken within 6 months before applying for a motor vehicle driving license. The applicant shall not wear uniform when taking photos; the portrait shall be clear and stereoscopic, have a natural appearance and be without obvious distortion. The dimensions of the photo shall be 32mm×22mm (equivalent to 1 inch). The head width shall range from 14mm to 16mm, and the head length, from 19mm to 22mm).

Definition of the identification:

A. Identification for residents of the Chinese Mainland refers to their Resident Identity Card or Temporary Resident Identity Card;

B. Identification of a military (including the armed police force) personnel refers to an Identity Card or Temporary Identity Card. Before an Identity Card is issued, it refers to valid military credentials issued by the army such as a military officer ID card, a civilian cadre ID card, a soldier ID card, a certificate of emeritus, a certificate of retirement and domicile certificate issued by the unit above the regimental level he/she serves in;      

C. Identification of a Hong Kong or Macao resident refers to a Mainland Residence Permit for Hong Kong and Macao Residents. In the absence of a Residence Permit for Hong Kong and Macao Residents, it may refer to a valid Mainland Travel Permit for Hong Kong and Macao Residents or or a Travel Permit of the People's Republic of China issued by the Ministry of Foreign Affairs, a permanent ID card of Hong Kong Special Administrative Region or Macao Special Administrative Region and residence registration certificate issued by the public security organ;    

D. Identification of a Taiwan resident refers to a Mainland Residence Permit for Taiwan Residents. In the absence of a Mainland Residence Permit for Taiwan Residents, it may refer to a Mainland Travel Permit for Taiwan Residents valid for five years above issued by the public security organ, or a Travel Permit of the People's Republic of China issued by the Ministry of Foreign Affairs and residence registration certificate issued by the public security organ;

E. Identification for overseas Chinese refers to the Passport of the People's Republic of China and the residence registration certificate issued by the public security organ;

F. Identification for foreigners refers to their passport or other travel documents, a valid visa with at least six months of period of stay, a stay permit they hold upon their entry into China, as well as the residence registration certificate issued by the public security organ. Identification for those foreigners who have obtained the permanent residence permit refers to their Foreign Permanent Resident ID Card, and the residence registration certificate issued by the public security organ;

G. Identification for the personnel of foreign embassies, consulates, representative offices of international organizations in China refers to the valid identification issued by the Ministry of Foreign Affairs.
