Vehicle owners may apply by submitting the necessary application materials required by laws and regulations for a replacement of their vehicle license or plate if their vehicle plate is lost or damaged, or cannot be clearly identified; or their vehicle license is lost or damaged, or the endorsement information on its secondary page is full, as long as their vehicles are registered in Beijing and do not meet or exceed the national mandatory scrapping standards.

If represented by an agent, the proof of identity of the agent(if the agent is a unit, the proof of identity of the person handling the matter in the unit) and a written authorization from the motor vehicle owner are also required; If the motor vehicle owner is an individual and has applied for online authorization through the "12123 Traffic Management" mobile app, the agent does not need to submit a paper authorization letter;
3. The current illegible vehicle license plate or the remaining one plate (in the event of getting the other plate lost) should be returned;
4. The damaged vehicle license and a standard photo of the vehicle concerned are also required for a replacement of motor vehicle license.

A. Applications for the vehicles of foreign embassies/consulates, foreign nationals and foreign institutions, vehicles with police service plates, and motorcycles with plate number starting with "Jing A" are handled by the General Office of Vehicle Management of the Beijing Municipal Traffic Management Bureau (hereinafter referred to as the "Office of Vehicle Management"); Eligible motor vehicle types include: heavy dropside trucks, heavy box trucks, heavy tank trucks, heavy flatbed trucks, heavy dump trucks, heavy trucks with special structures, heavy stake trucks, heavy car-carrying trailers, heavy non-cargo-carrying special motor vehicles, heavy cargo-carrying special motor vehicles, heavy semi-trailer trucks, medium dropside trucks, medium box trucks, medium tank trucks, medium dump trucks, medium trucks with special structures, medium stake trucks, medium non-cargo-carrying special motor vehicles, medium cargo-carrying special motor vehicles, and light dump trucks;

C. Applications for the vehicles of foreign-funded enterprises and Beijing-based offices of foreign-funded enterprises (except for vehicles with foreign license plates), and vehicles of other types, may be submitted to the Beijing Government Service Center and branch offices of the Office of Vehicle Management;
Applications for motorcycles with plate number starting with "Jing B", three-wheeled vehicles, low-speed trucks, and wheeled self-propelled mechanical vehicles of the residents of suburban Beijing may be submitted to any suburban district/county vehicle management stations;
D. Registered individual users of the "Traffic Management 12123" app can apply for a vehicle license plate replaced via the app (with the exception of vehicle applications that need to be submitted to the Office of Vehicle Management, as specified in 1-A). Motor vehicle owners over 60 years old may use the "Traffic Management 12123" app accounts of their friends and relatives, with their application submitted by those friends and relatives.
2. Places to have vehicle licenses replaced:
A. Applications for the motor vehicles of foreign embassies/consulates, foreign personnel or foreign institutions are handled by the General Office of Vehicle Management;
B. Vehicles owners with Residence Permits for Hong Kong, Macao, or Taiwan may apply at the General Office of Vehicle Management or a branch office thereof;
C. Applications for the vehicles of foreign-funded enterprises or the Beijing offices of foreign-funded enterprises (except for vehicles with foreign license plates) and vehicles of other types may be submitted to the branch offices of the Office of Vehicle Management or any suburban district/county vehicle management stations;
D. Registered individual users of the "Traffic Management 12123" app may submit applications via the app; motor vehicle owners over 60 years old may use the "Traffic Management 12123" app accounts of their friends and relatives, with their application submitted by those friends and relatives.

Processing Timeframes:
1. A replacement vehicle license may be issued within one working day from when the application was accepted.
2. The replacement vehicle license plates may be issued within five working days from when the application was accepted.
Fees:
- CNY 100 per pair for reflective vehicle license plates;
- CNY 35 per pair for reflective motorcycle license plates;
- CNY 50 per pair for reflective trailer-truck license plates;
- CNY 40 per pair for the reflective three-wheeled car and low-speed truck license plates;
- CNY 1 per special fixed sealing device for the replacement license plate;
- CNY 5 per temporary vehicle license plate; and

1. The term "motor vehicle owner" refers to individuals and organizations that own motor vehicles.
A. Individuals include residents and military personnel (including armed police) on the Chinese Mainland, residents of Hong Kong, Macao, and Taiwan, Chinese citizens residing overseas, and foreign nationals;
B. Organizations include government organs, enterprises, public institutions and social organizations, as well as foreign embassies and consulates in China, foreign offices in China, and representative offices of international organizations in China.
2. Definition of the proof of identity:
A. The proof of identity of government organs, enterprises, public institutions, or social organizations include unified social credit code certificates, business licenses, and the Social Organization Legal Entity Registration Certificates, as well as letters of authorization with official seals and the ID of authorized persons;
B. The identity documents of foreign embassies, consulates, representative offices of international organizations in China refer to certificates issued by the organizations themselves;
C. The identity documents of residents of the Chinese Mainland include Resident Identity Cards and Temporary Resident Identity Cards;
D. The identity documents of military personnel (including armed police) include Resident Identity Cards or Temporary Resident Identity Cards; Before Resident Identity Cards are issued, their valid ID documents may include valid military identity documents issued by relevant military departments such as Military Officers Card, Civilian Cadre's Card, Soldier's Card, Certificate of Emeritus, Certificate of Retirement, as well as domicile certificates issued by the units above the regimental level they are serving in;
E. The identity documents of residents of Hong Kong and Macao include Residence Permits for Hong Kong and Macao, the Mainland Travel Permit for Hong Kong and Macao Residents, the People's Republic of China Travel Documents issued by the Ministry of Foreign Affairs, and residence registration certificates issued by public security organs;
F. The identity documents of the residents of Taiwan include Residence Permits for Taiwan, the Mainland Travel Permit for Taiwan Residents valid for five years and issued by public security organs, the People's Republic of China Travel Documents issued by the Ministry of Foreign Affairs, and residence registration certificates issued by public security organs;
G. The identity documents of Chinese citizens residing overseas include passports of the People's Republic of China and residence registration certificates issued by public security organs;
H. The identity documents of foreign nationals include passports, other travel documents, visas valid for at least three months, stay/residence permits, residence registration certificates issued by public security organs, and Foreign Permanent Resident ID Cards;
I. The identity documents of the personnel of foreign embassies, consulates, representative offices of international organizations in China are the valid identity documents issued by the Ministry of Foreign Affairs.
