In case your motor vehicle encounters the following situations, you can apply for motor vehicle deregistration:
1. Your registered motor vehicle has been verified for scrapping according to relevant national standards;
2. You want to deregister your motor vehicle despite that it is not verified for scrapping;
3. Your motor vehicle is lost due to natural disasters, fires, or traffic accidents;
4. Your motor vehicle is not operated within the territory of the People's Republic of China due to unforeseen circumstances;
5. Your motor vehicle has been returned due to quality problems.
1. Following materials are required for deregistration of discarded or dismantled motor vehicles:
A. Motor vehicle registration certificate;
B. Motor vehicle license;
C. Motor vehicle plate;
D. A copy of the Certificate of Scrapped Motor Vehicle Recycling.
2. If a motor vehicle is destroyed or lost, its owner shall submit the application offline on-site; If the owner is deceased, severely ill or injured, handicapped, not in the Chinese territory, or due to force majeure, and cannot apply on-site, he/she can appoint an agent, with relevant supporting documents, to submit the application, or has the application submitted by his/her heir. The following documents are required in these cases:
A. Proof of identity of the motor vehicle owner;
B. Motor vehicle registration certificate;
C. Motor vehicle license;
D. A written commitment stating that the motor vehicle concerned is destroyed or lost
3. Following materials are required for deregistration of motor vehicles returned due to quality problems:
A. Proof of identity of the motor vehicle owner;
B. Proof of identity of the agent (and proof of identity of the agency if the motor vehicle owner wants to authorize an agency to apply) if represented by an agent, and written authorization from the motor vehicle owner; If the owner of the vehicle concerned is an individual and has applied for online authorization via the "Traffic Management 12123" App, the agent does not need to submit a written authorization letter;
C. Motor vehicle registration certificate;
D. Motor vehicle license;
E. Motor vehicle plate;
F. A return certificate issued by a motor vehicle manufacturer or dealer.
4. Following materials are required for deregistration of motor vehicles not operated within the territory of the People's Republic of China:
A. Proof of identity of the motor vehicle owner;
B. Proof of identity of the agent (and proof of identity of the agency if the motor vehicle owner wants to authorize an agency to apply) if represented by an agent, and a written authorization from the motor vehicle owner; If the owner of the vehicle concerned is an individual and has applied for online authorization via the "Traffic Management 12123" App, the agent does not need to submit a written authorization letter;
C. Motor vehicle registration certificate;
D. Motor vehicle license;
E. Motor vehicle plate;
F. Motor vehicle exit certificate: For a motor vehicle under the supervision of customs authorities, the Notice of Entry (Exit) License for Vehicles under Supervision of Customs of the People's Republic of China shall be submitted; For those that have applied for transfer registration and are awaiting export, export declaration forms and second-hand vehicle export licenses shall be submitted; The aforementioned materials are not needed if the electronic information verification has been completed.

1. Deregistration of a motor vehicle for mandatory scrapping according to national standards or a motor vehicle from another province or city applying for deregistration in Beijing may be processed at the branch of the Office of Vehicle Management of Beijing Municipal Traffic Management Bureau (hereinafter referred to as the "Office of Vehicle Management") near the motor vehicle recycling enterprise where the owner sells their motor vehicle to;
2. Deregistration of destroyed or lost motor vehicles may be processed at any branch office of the Office of Vehicle Management;
3. Deregistration of motor vehicles that belong to foreign embassies/consulates, foreign personnel or foreign institutions may be processed at the Office of Vehicle Management. Deregistration of motor vehicles belonging to holders of Residence Permits for Hong Kong, Macao and Taiwan Residents may also be processed at any of the branch offices of the Office of Vehicle Management;
4. For motor vehicles registered in Beijing applying for deregistration in other provinces or cities, or motor vehicles deregistered due to the export of used vehicles or other reasons, the applications may be processed at the Office of Vehicle Management.

1. Application Requirements:
A. Motor vehicles registered in Beijing;
B. Motor vehicles meet the deregistration conditions;
C. Submit application materials required by laws and regulations;
D. For a motor vehicle that is currently not in the territory of China for specific reasons or is returned due to quality issues, its owner shall make sure that all the legal issues involving the vehicle are handled, including traffic safety violations and traffic accidents, before he/she applies for deregistration; The enterprises exporting second-hand vehicles shall complete deregistration within two months after the completion of the customs export clearance procedures for the vehicles concerned.
2. Deregistration application may not be accepted and processed in the following cases:
A. Invalid certificates and proofs submitted by the motor vehicle owner;
B. Motor vehicles sealed or detained by the people's courts, the people's procuratorates, or administrative law enforcement departments in accordance with the law;
C. Motor vehicles that are stolen or robbed;
D. Information record of the motor vehicle inconsistent with documentation of that motor vehicle;
E. Motor vehicles being mortgaged or pledged;
F. Other situations not complying with laws and administrative regulations.
3. Definition of related terms:
A. The term "motor vehicle owner" refers to an individual or organization that owns the motor vehicle.
- Individuals refer to residents and military personnel (including armed policemen) in the Chinese mainland, residents of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan, Chinese citizens residing overseas, and foreigners;
- Organizations refer to government organs, enterprises, public institutions and social organizations, as well as foreign embassies/consulates in China, foreign offices in China, and representative offices of international organizations in China.
B. Definition of proof of identity:
- Proof of identity of government organs, enterprises, public institutions, or social organizations include the unified social credit code certificates, business licenses and the Social Organization Legal Entity Registration Certificates, as well as the letters of authorization with official seals and the ID document of the entrusted person;
- The identity documents of foreign embassies, consulates, representative offices of international organizations in China include the certificates issued by themselves;
- The identity documents of residents of the Chinese Mainland include their Resident Identity Cards or Temporary Resident Identity Cards;
- The identity documents of military personnel (including armed policemen) include their Resident Identity Cards and Temporary Resident Identity Cards; Before their Resident Identity Cards are issued, they include the valid military documents issued by relevant military departments, such as Officer's Cards, Civilian Cadres Card, Soldier's Cards, the Certificates of Emeritus, the Certificates of Retirement, as well as the domicile certificates issued by the unit at or above the regimental level where they are serving in;
- The identity documents of the residents of the Hong Kong Special Administrative Region and Macao Special Administrative Region include the Residence Permits for Hong Kong and Macao Residents, the Mainland Travel Permit for Hong Kong and Macau Residents, the People's Republic of China Travel Documents issued by the Ministry of Foreign Affairs, as well as the accommodation registration certificates issued by the public security organ;
- The identity documents of the residents of Taiwan include the Residence Permits for Taiwan Residents, the Mainland Travel Permits for Taiwan Residents valid for five years and issued by public security organs, the People's Republic of China Travel Documents issued by the Ministry of Foreign Affairs, and the accommodation registration certificates issued by the public security organ;
- The identity documents of Chinese citizens residing overseas include their passports of the People's Republic of China and the residence registration certificates issued by public security organs;
- The identity documents of foreigners are their valid passports, other international travel documents, valid visas or stay permits for at least three months, the accommodation registration certificates issued by public security organs, and the Foreigner's Permanent Resident ID Cards;
- The identity documents of the personnel of foreign embassies, consulates, representative offices of international organizations in China are the valid identity documents issued by the Ministry of Foreign Affairs.
Policies and Regulations:
Regulations on deregistration of dismantled motor vehicles in different places
1.For motor vehicles registered in Beijing, which are currently in other places, their owners can sell their scrapped vehicles to the local recycling companies. Upon confirmation of the dismantling, the companies shall issue the Certificate of Scrapped Motor Vehicle Recycling to the motor vehicle owners, and submit the vehicle registration certificates, license plates, vehicle licenses and other documents of the dismantled vehicles to the local offices of vehicle management. The motor vehicle owners may proceed to the Office of Vehicle Management in Beijing for deregistration.
2. For motor vehicles registered in other provinces or cities, which are currently in Beijing, their owners can sell their scrapped vehicles to the recycling companies in Beijing. Upon confirmation of the dismantling, the companies shall issue the Certificate of Scrapped Motor Vehicle Recycling to the motor vehicle owners, and submit the vehicle registration certificates, license plates, vehicle licenses and other documents of the dismantled vehicles to the Office of Vehicle Management in Beijing. The motor vehicle owners may proceed to the office of vehicle management where the vehicles were registered for deregistration.
