1. Identity documents of the driver shall be submitted. An agent authorized for the handling shall submit the identity documents of the agent, while a letter of authorization can be submitted where the applicant form is not signed by the applicant. If the applicant has applied for online authorization via the "交管 12123" app, written authorization is not required.

2. Two photos of the driver. (Requirements: the applicant's ID photo shall be straight-edged, bareheaded, front-facing, half-length, full-color and against a white background, which is taken within 6 months before the date of application. The applicant shall not wear uniforms when taking the photo. The portrait shall be clear and stereoscopic, with a natural appearance and without obvious distortion. The dimension of the photo shall be 32mm×22mm, or 1 inch. The head width shall range from 14mm to 16mm, and the head length from 19mm to 22mm.)

Procedures:

Acceptance of applications and the review of application materials; collecting application materials and recording them in the system once they are verified as meeting relevant requirements; renewing and issuing driving licenses.  

Location and Time:

1. Foreigners who have changed their names, nationalities, or identity documents, and diplomatic personnel shall apply at the Vehicle Management Office. Other foreigners may apply at the Vehicle Management Office or its branches.

2.Others shall apply at the vehicle management office and its branches, the offices/stations of vehicle management (offering driving license service) of traffic management detachments or brigade, postal agencies, or government affairs service centers.

3. Users who have registered on "交管12123" app can log into "交管12123" for application. Drivers who are 60 or older can use their family members' or friends' account on "交管12123",  or make application by their friends or family members on "交管12123" app.

4. After the renewal, the applicant can log in the personal account on "交管12123" APP to apply for a digital driving license. The applicant with the existing driving license need to make another application.

Office Hours:

The Office of Vehicle Management, branches of the Office of Vehicle Management, and vehicle management offices/stations of traffic management detachments: 08:30 - 18:00 on weekdays, 09:00 - 16:00 on weekends (except statutory holidays).

The office hours of government affairs service centers at municipal or district-level should be based on their public office hours.
