Any driver who holds a motor vehicle driving license issued in Beijing Municipality, other provinces, municipalities or autonomous regions, or a provisional driving permit issued in Beijing, and has committed traffic violations within Beijing and accumulated 12 points in a single scoring cycle, must participate in a mandatory retraining session and the following test if his/her license has not been legally detained or if he/she has received a notification for retraining for accumulating 12 points.
Should the driver fail to undergo the required retraining session within 30 days of receiving the notification from the Office of Vehicle Management of Beijing Traffic Management Bureau, his/her motor vehicle driving license will be publicly declared as suspended from use.
1. The identity document of the motor vehicle driver;

Two 1-inch photos of the motor vehicle driver (Photo requirements are as follows: the applicant's ID photo shall be straight-edged, bareheaded, front-facing, half-length, full-color against a white background, and shall be taken within 6 months before applying for a driving license. The applicant shall not wear a uniform when taking the photo; the portrait shall be clear, stereoscopic, have a natural appearance and be without obvious distortion. The dimensions of the photo shall be 32mm×22mm (equivalent to 1 inch). The head width shall range from 14mm to 16mm, and the head length, from 19mm to 22mm).

For a motor vehicle driver who has completed the retraining session and passed the test, with all fines paid, the points will be cleared and the driver will be given back his/her motor vehicle driver's license. If his/her driver's license has been suspended, the license will be given back after the expiration of the period of suspension.

Details of the retraining session for drivers accumulating 12 points:
A driver who has accumulated 12 points within a single scoring period is required to undertake a retraining session on road traffic safety laws, regulations and other related knowledge. This course can be completed via on-site learning, online learning, and independent learning.
For a driver of large buses, heavy-duty trailers, city buses, medium-sized buses, or large trucks:
1. If 12 points are accumulated in a scoring period, the driver shall take a 30-day retraining session on road traffic safety laws, regulations and other related knowledge within 30 days.
2. Each retraining session must include a minimum of ten days of on-site and online learning combined, with at least five days of on-site learning. The remaining part can be finished through independent learning.
3. For each additional 12-point accumulation or retraining session within a single scoring period, the learning time of road traffic safety laws, regulations and other related knowledge will be increased by 30 days, up to a maximum of 120 days.
For a driver with any other type of license:
1. If 12 points are accumulated in a scoring period, the driver must take a seven-day retraining session within 30 days, dedicating at least three hours per day.
2. At least two days of each retraining session must be on-site, with the remaining days being either on-site or online.
3. For each additional 12-point accumulation or retraining session within a scoring cycle, the retraining period increases by seven days, up to a maximum of 60 days.
Circumstances requiring exam after retraining:
1. A motor vehicle driver who has accumulated 12 points within a scoring cycle and meets requirements for taking a retraining session may register for and take an exam on road traffic safety laws, regulations and other related knowledge. If unsuccessful, he/she may register again for the exam after ten days.
2. For a motor vehicle driver having accumulated 12 points twice or 24 to less than 36 points, after passing the exam on road traffic safety laws, regulations and other related knowledge, he/she must register for and take an exam on road driving skills in accordance with the rules of the time limit of taking the Subject 3 exam prescribed in the Regulations on Application and Use of Motor Vehicle Driving Licenses, based on the vehicle type specified on his/her license. If unsuccessful, he/she may register again for the exam after ten days.
3. For a motor vehicle driver having accumulated 12 points three times or more, or accumulated 36 points or more, after passing the exam on on road traffic safety laws, regulations and other related knowledge, he/she must register for both the exams on field and road driving skills in accordance with the time limit of taking the Subject 2 and 3 exams prescribed in the Regulations on Application and Use of Motor Vehicle Driving Licenses, based on the vehicle type specified on his/her license. If unsuccessful, he/she may register again for the exam after ten days.
Definition of Identity Documents:
1. The identity documents for residents of the Chinese Mainland are their Resident Identity Cards or Temporary Resident Identity Cards;
2. The identity documents of military (including the armed police force) personnel include the Resident Identity Cards and Temporary Identity Cards. In the case where the Resident Identity Card has not been issued yet, the valid military credentials issued by the army such as the military officer ID card, civilian cadre ID card, soldier ID card, certificate of emeritus, certificate of retirement and domicile certificate issued by the unit above the regimental level where the individual serves in can be used;
3. The identity documents of Hong Kong or Macao residents refer to Mainland Residence Permits for Hong Kong and Macao Residents. In the absence of such permits, the valid Mainland Travel Permits for Hong Kong and Macao Residents, the Travel Documents of the People's Republic of China issued by the Ministry of Foreign Affairs, and the accommodation registration records issued by public security organs can be used;
4. The identity documents of Taiwan residents refer to the Mainland Residence Permits for Taiwan Residents. In the absence of such permits, the Mainland Travel Permits for Taiwan Residents valid for five years or more issued by the public security organs, and Travel Permits of the People's Republic of China issued by the Ministry of Foreign Affairs, and the accommodation registration records issued by public security organs can be used;
5. The identity documents for Chinese citizens residing overseas refer to the Passports of the People's Republic of China and accommodation registration records issued by public security organs;
6. The identity documents for foreign nationals refer to their passports or other travel documents, valid visas with stay periods of at least three months, or stay or residence permits, as well as the accommodation registration certificates issued by public security organs;
7. The identity documents for the personnel of foreign embassies, consulates, and representative offices of international organizations in China refer to the valid identity documents issued by the Ministry of Foreign Affairs.
