One-Stop Service Center Put Into Use in Tongzhou to Support the Development of "Two Zones"

To promote the construction of the "Two Zones", Beijing's sub-center will mainly focus on developing the canal business district and Zhangjiawan Design Town. At present, a one-stop service center for the construction of the "Two Zones" in Beijing's sub-center has been put into use. It provides services for the enterprises and individuals in the area.

Since the official start of the service center in February, it has handled over 200 cases. Zhang Shengyong, head of Tongzhou District Government Service Administration.

"Currently, the center has five departments including public security, business and market supervision. It offers services in 37 categories. The main services include jointly issuing foreigners' work permit and residence permit, handling trademark registration and providing comprehensive consulting and interpretation of some talent acquisition policies."

Last year, Japan's Ueda Yagi Tanshi Co. selected the site for its wholly invested currency brokerage in Beijing - Ueda Yagi Tanshi (China) Co. Because it's optimistic about the development of the sub-center, the company chose to settle in the canal business district. An Gang from the company said that during the preparation process, they received a lot of help from government departments.

"Before last May, we contacted relevant departments of the district by phone and Wechat. In September, the applications were approved. The administrative efficiency is very high. Tongzhou district government helped us rent the venue for establishing the company and also provided us temporary office space."

Beijing Institute of Architectural Design (Group) Co was in the earliest batch of enterprises to settle in Zhangjiawan Design Town. Its Future Industrial Design Park is gradually developing. Guo Shaoshan from the company said Zhangjiawan Town's unique location makes the coordination development of the Beijing-Tianjin-Hebei integrate into their daily work.

"Many enterprises we are cooperating with are located at Yanjiao Town, Hebei province. It only takes 20 minutes for them to drive here. So the advantage of the location is obvious."

To cater for the need of enterprises' cross-regional cooperation, the sub-center has signed an agreement with Tianjin Binhai New Area. 56 government services can be cross-administered in the two regions. Zhang Shengyong has this to say.

"We will copy the experience to our center, and step up coordination with the Free Trade Zone in Xiongan New Area. The service center will achieve mutual recognition and implementation of affairs in two regions and the interconnection of our information systems."

At present, Beijing's sub-center has compiled the work plan for the construction of the "Two Zones", the implementation plan of China (Beijing) Pilot Free Trade Zone and the three-year action plan. It has formed 106 key measures, seven of which have been implemented. 17 of 98 projects for the construction of the "Two Zones" have been carried out. In the first two months of this year, the sub-center welcomed 20 newly established foreign-invested enterprises with a total registered capital of more than 130 million U.S. dollars.
