Since the initiation of the development of the "Two Zones" (the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone), Shunyi District has implemented 12 groundbreaking policies for the pilot program of cross-border e-commerce pharmaceutical import and other programs, seven of which are firsts in China. Four cases in the fields of aviation material services and cultural trade have been replicated and promoted across China, while six cases for pharmaceutical trade and specialized supervision have been shared citywide.

Since the beginning of 2024, focusing on key sectors like aviation services and biomedicine, as well as the coordinated development of the Beijing-Tianjin-Hebei region and the facilitation efforts for ports, Shunyi has developed six new cases for institutional innovation. A total of 1,014 projects have been added to the project database of the "Two Zones", with 781 projects successfully launched, making the district rank first in the city in terms of both indicators.
