Main Responsibilities:
Draft policies, regulations, rules, and standards on earthquake prevention and disaster reduction in Beijing Municipality, and organize their implementation.
Organize and implement Beijing's earthquake prevention and disaster reduction plans, promote the establishment and improvement of a dual-plan financial management system and corresponding funding channels, and take the lead in preparing special plans for earthquake prevention and disaster reduction within the Beijing-Tianjin-Hebei coordinated development framework.
Establish systems for earthquake disaster risk prevention and control, earthquake monitoring, forecasting and early warning, scientific and technological innovation in seismology, and social governance in earthquake prevention and disaster reduction.
Develop information systems for earthquake prevention and disaster reduction; establish mechanisms for earthquake monitoring and early warning, disaster reporting, and risk reporting; set up mechanisms for sharing earthquake disaster risk information; and, in accordance with the law, issue unified information on seismic activity, disaster situations, and earthquake disaster risks.
Formulate and implement plans for Beijing's seismic monitoring network; jointly with relevant departments, carry out investigations, assessments, and mitigation of earthquake disaster risks; jointly organize earthquake disaster investigations and loss assessments; and participate in the formulation of post-earthquake recovery and reconstruction plans.
Perform supervisory and administrative responsibilities for earthquake prevention and disaster reduction within the administrative region of Beijing; guide district and county-level earthquake prevention and disaster reduction work; carry out administrative law enforcement in accordance with the law; and undertake earthquake-related administrative reconsideration and litigation.
Take responsibility for quality and technical supervision within the earthquake sector; promote, implement, and supervise the adoption of earthquake standards; and manage seismic measurement and calibration work.
Organize public services for earthquake prevention and disaster reduction; conduct research in earthquake science and technology, promote and apply relevant achievements; and carry out science popularization and training related to earthquake prevention and disaster reduction.
Undertake other tasks assigned by the China Earthquake Administration, the Beijing Municipal Committee of the Communist Party of China, and the Municipal Government.
