I. To supervise and inspect the work of protecting against and mitigating earthquake disasters in Beijing in accordance with the Measures of Beijing on the Implementation of the Law of the People's Republic of China on Protecting Against and Mitigating Earthquake Disasters and other relevant laws, regulations and rules; to collaborate with relevant departments to study and formulate related plans, policies and normative documents; to draft the laws and regulations for protecting against and mitigating earthquake disasters and implement them.

II. To collaborate with relevant administrative departments in charge of development plan, economy, planning and finance in Beijing to formulate the plan for protecting against and mitigating earthquake disasters based on predicted damage of earthquakes and the actual situation of economic and social development; to promote the establishment and improvement of the protection and mitigation plan system and corresponding funding channels; to manage and supervise the use of operating funds, capital construction funds and special funds.

III. To establish the work system for earthquake monitoring and prediction. To plan the building of Beijing Earthquake Network (station) and information system for resource sharing as planned by the national earthquake monitoring network (station); to formulate and implement the Beijing earthquake monitoring and prediction plan; to manage the municipal earthquake monitoring network (station) and provide guidance for earthquake monitoring stations invested, and built and managed by enterprises and institutions in Beijing; to be responsible for the technical guidance, supervision and law enforcement on the installation of observation equipment for strong ground motion; to manage and protect the seismic monitoring facilities and observation environment in accordance with the law, and punish any violation in accordance with regulations; to put forward and report opinions on seismic monitoring and prediction, and give administrative sanctions or advice on punishment for spreading unauthorized opinions on seismic observation to the public in accordance with the law; to strengthen seismic tracking of key earthquake monitoring areas in Beijing; to conduct industry-specific management on the district and county earthquake monitoring network (stations) and the monitoring and prevention with public participation.

IV. To establish the work system for earthquake disaster prevention together with relevant departments; to provide technical guidance and supervision for seismic micro-zoning; to manage the seismic safety evaluation of construction projects, examine and approve the qualification of units engaged in seismic safety evaluation, review the seismic safety evaluation report and determine the seismic fortification requirements, order units not conducting seismic safety evaluation to correct their behavior and impose a fine as required; to work with the planning and municipal departments to designate earthquake shelters, stop those who do not maintain, clear out and set easy-to-see signs for the shelter and emergency evacuation routes, and order for a correction within a prescribed period; to manage the earthquake disaster prediction in Beijing; to formulate the emergency plan for destructive earthquake and inspect its implementation, and urge relevant departments to formulate and file their own plans accordingly; to carry out publicity and education campaigns on protecting against and mitigating earthquake disasters, and review publicizing and reporting on protection and mitigation as required; to designate typical earthquake sites for protection purposes through publicity and education, and punish those who damage these sites and relics in accordance with regulations.

V. To serve as the office of the command unit for earthquake relief of the People's Government of Beijing Municipality, and organize relevant departments to implement the emergency plan for a destructive earthquake; to make quick reports on the earthquake and the situation, investigate the disaster and assess the losses together with relevant departments; to re-examine the requirements for earthquake fortification in light of the disaster; to participate in the reconstruction planning of earthquake-stricken areas.

VI. To establish a work system for earthquake emergency rescue together with relevant departments. To conduct research and development of earthquake response, emergency rescue technology and equipment; to work with relevant departments to set up and improve the earthquake emergency rescue team; to instruct and coordinate with all units and citizens in Beijing on the training of protection, sheltering, and rescue in earthquake; to assist the People's Government of Beijing Municipality in establishing a storage system of earthquake emergency supplies.

VII. To organize and conduct the monitoring and research of reservoir induced earthquakes and other special induced earthquakes; to prevent secondary disasters of earthquakes together with relevant departments. To perform tasks related to earthquake monitoring assigned by superiors.

VIII. To carry out administrative review and litigation of earthquake in Beijing; to conduct supervision and management of quality and technology in the earthquake-related industry; to promote and implement the seismic technical standards, and supervise their implementation; to manage the work of seismic measurement.

IX. To promote the modernization of seismic science and technology, organize research of seismic science and technology and promote the application of research results; to carry out domestic and international cooperation and exchange on seismic science and technology; to instruct and manage societies and associations of earthquake disaster prevention and mitigation.

X. To lead subordinate units; to instruct districts and counties in earthquake disaster prevention and mitigation.

XI. To perform other tasks assigned by China Earthquake Administration and the People's Government of Beijing Municipality.
