Ⅰ. Beijing Municipal Health Commission (abbreviated as the Municipal Health Commission) is a bureau-status authority of the municipal government.

Ⅱ. Beijing Municipal Health Commission implements the guidelines, policies, decisions and arrangements of the CPC Central Committee on health work and relevant work requirements of the municipal Party committee, and adheres to and strengthens the unified leadership of the Party on health work in the course of performing its duties. Its main functions include:

1. Being responsible for drafting local regulations and government regulations related to health. Planning and coordinating the allocation of health service resources in Beijing, and formulating and organizing the implementation of the plan of regional health development. Formulating and organizing the implementation of the development plan and policy measures for health informatization.

2. Being responsible for organizing and coordinating the reform of the medical and health system, studying and developing plans, policies, implementation plans and related supporting measures for the reform of the medical and health system. Coordinating and promoting the comprehensive reform of public hospitals to improve the modern hospital management system. Formulating and organizing the implementation of the policies and measures for promoting the public health services by providing multiple providers and diversified methods. Offering suggestions for policies on medical services and drug price policies.

3. Being responsible for coordinating the response to infectious disease outbreaks in Beijing and the construction and management of the medical and health emergency response system, and organizing and guiding medical treatment and emergency medical rescue work for various public emergencies. Organizing the formulation of specifications and standards for the administration of blood collection and supply institutions and supervising their implementation.

4. Being responsible for formulating policies, measures, standards, and norms for the prevention and control management of major diseases and chronic diseases in the city and supervising their implementation. Being responsible for public health management work such as occupational health and radiation health within the municipality's scope of responsibility.

5. Being responsible for organizing and coordinating the implementation of health-related policies and measures for dealing with the aging population, and promoting the building of the elderly health service system and the combination of medical care and elderly support.

6. Being responsible for the implementation of the national drug policy and the national essential drug system in Beijing, organizing the implementation of the national essential drugs list, carrying out monitoring of drug and medical device use, clinical comprehensive evaluation and early warning of shortage of drugs in the municipality. Organizing and carrying out the monitoring and assessment of food safety risks, and formulating and releasing local food safety standards.

7. Being responsible for the supervision and administration of the medical and health industry in Beijing. Organizing the formulation of policies, standards, and specifications for the administration of medical institutions, medical personnel, medical technology applications, medical quality, medical safety, medical treatment, rehabilitation, and nursing services, and supervising their implementation. Being responsible for establishing the evaluation and supervision systems for medical treatment, rehabilitation, nursing, public health and other services. Formulating policies and measures to encourage social forces to provide medical and health services and strengthen management and organizing their implementation. Promoting the building of a harmonious doctor-patient relationship.

8. Being responsible for monitoring the birth population of Beijing. Organizing the monitoring of the newly-born population dynamics in Beijing, and putting forward suggestions for the release of early warnings for birth safety. Improving and organizing the implementation of the fertility policy in Beijing. Leading the development of childcare services for infants and young children under the age of three.

9. Being responsible for drawing up and organizing the implementation of policies and measures on primary-level health, maternal and child health, elderly health and mental health in Beijing, and guiding the building of primary-level health, maternal and child health, elderly health and mental health systems in the municipality. Promoting the equalization, inclusiveness and convenience of basic public health, maternal and child health, and elderly health services, and improving the new mechanism for primary-level operations and the administration systems for rural doctors and general practitioners. Organizing and carrying out patriotic health campaigns and health promotion initiatives.

10. Being responsible for formulating health science and technology development plans and policies related to the transformation of scientific and technological achievements of Beijing, and organizing their implementation. Organizing the implementation of postgraduate medical education and continuing medical education, participating in the formulation of medical education development plans, and collaboratively guiding institutional medical education. Being responsible for the biosafety supervision and management of pathogenic microorganism laboratories.

11. Being responsible for coordinating medical care for officials in Beijing. Organizing and implementing medical and health support work for major conferences and important events.

12. Being responsible for organizing the formulation of security and protection measures, standards, and specifications for medical and health institutions in Beijing, and supervising their implementation, and coordinating and guiding the security and protection work of medical and health institutions in the municipality.

13. Being responsible for managing the Beijing Administration of Traditional Chinese Medicine, Beijing Municipal Disease Prevention and Control Bureau, and overseeing the Beijing Family Planning Association.

14. Being responsible for completing the other tasks assigned by the Beijing municipal Party committee and the Beijing municipal government.

Ⅲ. Transformation of functions. Beijing Municipal Health Commission will implement the guidelines on health work in the new era, advance the development of a healthy Beijing in an all-round way, give strategic priority to ensuring people's health, and focus on enhancing the capacity and level of response to major public health emergencies. Greater emphasis will be placed on strengthening industry management, intensifying industry supervision, performance assessment, security and protection, and other related work, as well as enhancing the management of non-governmental medical institutions, and improving the quality and standard of medical and health services. Health science and technology innovation will be bolstered to establish a collaborative and efficient health science and technology innovation system. Health informatization will be enhanced to promote the development of health big data. Efforts will also be made to strengthen Party building, cadre management, and talent development in municipal hospitals, and comprehensively elevating the level of talent team construction in municipal hospitals.

Ⅳ. Division of responsibilities with other departments.

1. Division of responsibilities with the Beijing Municipal Development and Reform Commission (hereinafter referred to as the Municipal Commission of Development and Reform). The municipal health commission shall be responsible for organizing and carrying out the population monitoring and early warning work in the municipality, and studying and offering policy recommendations on the quantity, quality, structure and distribution of population related to childbirth in the municipality. The municipal commission of development and reform shall be responsible for organizing the monitoring and assessment of changes in population and their impact, establishing the population forecasting system, formulating the municipal plan for population development and population policies, and studying and offering policy recommendations for the coordinated and sustainable development of population and economy, society, resources and environment, and the overall promotion of the long-term balanced development of population.

2. Division of responsibilities with the Beijing Municipal Civil Affairs Bureau. The municipal health commission shall be responsible for comprehensively coordinating, supervising and guiding, organizing and promoting the development of the elderly care services, and undertaking prevention and treatment of diseases of the elderly, medical care for the elderly, mental health and care services for the elderly, and other health work for the elderly. The municipal bureau of civil affairs shall be responsible for comprehensively promoting, urging and guiding, supervising and managing the elderly care services, drawing up plans, drafts of regulations, policies and standards for the building of the elderly care service system and organizing their implementation, and providing the welfare for the elderly and the relief for those with special needs.

3. Division of responsibilities with the Beijing Municipal Administration for Market Regulation (hereinafter referred to as the Municipal Administration for Market Regulation). The municipal health commission shall be responsible for food safety risk assessment and, in conjunction with the municipal administration for market regulation and other authorities, develop and implement food safety risk monitoring plans. If the municipal health commission discovers food safety risks by monitoring or receiving reports on possible hidden food safety risks, it shall immediately organize an inspection and food safety risk assessment and promptly notify the municipal administration for market regulation of the results of the food safety risk assessment, and in respect of food on which a non-safety conclusion is drawn, the municipal administration for market regulation shall take immediate measures. If the municipal administration for market regulation finds in the supervision and administration that a food safety risk assessment is necessary, it shall promptly make recommendations to the municipal health commission.

4. Division of responsibilities with the Beijing Municipal Medical Insurance Bureau (hereinafter referred to as the Municipal Medical Insurance Bureau). The municipal health commission, the municipal medical insurance bureau and other authorities shall strengthen the linkage of systems and policies in medical care, medical insurance, medicine, and other respects, establish a mechanism for communication and consultation and information sharing, jointly promote the reform, and improve the fairness and efficiency of medical and health services and the level of medical security.

5. Division of responsibilities with the Beijing Municipal Medical Products Administration (hereinafter referred to as the Municipal Medical Products Administration). The municipal medical products administration shall, in conjunction with the municipal health commission, establish and improve a mutual notification mechanism and a joint disposition mechanism for major adverse drug reactions and medical device adverse events, and enhance the monitoring, reserve, and emergency allocation mechanisms for medical emergency supplies.

6. Division of responsibilities with the Beijing Customs. The municipal health commission shall be responsible for emergency response to public health emergencies, and shall establish and improve a cooperative mechanism and a mechanism for notification and communication with Beijing Customs for responding to public health emergencies.
