When you need to make the following vehicle alternation, you can apply for the registration of alternation of your motor vehicle:
1. Changing the color of the motor vehicle's body;
2. Replacing the engine;
3. Replacing the vehicle body or frame;
4. The manufacturer replaces the whole vehicle due to quality problems;
5. The motor vehicle has changed from a commercial one to non-commercial, or vice versa;
6. The motor vehicle owner has moved his/her residence out of or into an area under the jurisdiction of Beijing;
7. The motor vehicle is owned by two or more people, and the registered owner's name needs to be changed to the names of any other owner;
8. Two non-commercial motor vehicles of the same license plate type under the name of the same motor vehicle owner exchange motor vehicle license plates.
1. For applications to change the color of the motor vehicle body, replace the engine, or replace the vehicle body or frame, the owner or the agent of the motor vehicle shall submit the relevant materials and have the vehicle inspected in accordance with the following requirements within ten days after the change:
A. The proof of identity of the motor vehicle owner;
B. If the application is filed by an agent, the identification of the agent shall be submitted (if the agent is a unit, the identification of the person who files the application shall also be submitted), as well as the written letter of authorization of the motor vehicle owner;
C. The motor vehicle registration certificate;
D. The vehicle license;
E. If the owner of a motor vehicle has changed its engine number, vehicle identification number (vehicle frame number) or body color during a period of time when the vehicle is stolen, and applies for the corresponding registration of alternation, he/she shall submit relevant technical appraisal certificates showing that the appraised vehicle and the stolen one are the same vehicle, or the certificate issued by the public security organ;
F. If the engine, vehicle body or frame is to be replaced, the conformity certificate of technical inspection of safety on the motor vehicle shall also be submitted.
2. If the motor vehicle manufacturer replaces the original, entire vehicle due to quality problems, the owner or the agent of the motor vehicle shall submit the relevant materials and have the vehicle inspected in accordance with the following requirements after the replacement:
A. The identification of the motor vehicle owner;
B. If the application is filed by an agent, the identification of the agent shall be submitted (if the agent is a unit, the identification of the person who files the application shall also be submitted), as well as the written letter of authorization of the motor vehicle owner;
C. The motor vehicle registration certificate;
D. The vehicle license;
E. The conformity inspection certificate of whole motor vehicles when they left factory or the import certificate of imported motor vehicles;
F. For a motor vehicle that is identified as not being exempted from inspection by the national authority for motor vehicle products, the owner shall also submit the conformity certificate of technical inspection of safety on the motor vehicle;
G. If the color of the vehicle body has been changed, two standard photos of the whole motor vehicle after the change shall be submitted.
3. If the motor vehicle has been changed from a commercial one to non-commercial, or vice versa, the owner or the agent of the motor vehicle shall submit the relevant materials and have the vehicle inspected in accordance with the following requirements after the change:
A. The identification of the motor vehicle owner;
B. If the application is filed by an agent, the identification of the agent shall be submitted (if the agent is a unit, the identification of the person who files the application shall also be submitted), as well as the written letter of authorization of the motor vehicle owner;
C. The motor vehicle registration certificate;
D. The vehicle license;
E. The proof that the applied item has been changed. For non-dedicated school buses on which the school bus logos are sprayed or pasted, the school bus use permit approved by the government at or above the county level shall also be reviewed;
4. If the motor vehicle owner has moved out of Beijing, the owner or the agent of the motor vehicle shall submit the relevant materials and have the vehicle inspected in accordance with the following requirements after the change:
A. The identification of the motor vehicle owner;
B. If the application is filed by an agent, the identification of the agent shall be submitted (if the agent is a unit, the identification of the person who files the application shall also be submitted), as well as the written letter of authorization of the motor vehicle owner;
C. The motor vehicle registration certificate;
D. The vehicle license;
E. The license plate.
If the place he/she moves out of belongs to the city that pilots the online transfer of the information of registration transfer of the motor vehicle, the vehicle will no longer be submitted for inspection, and the owner or the agent of the motor vehicle shall submit the identification of the motor vehicle owner to the vehicle management office. If the application is filed by an agent, the identification of the agent shall be submitted (if the agent is a unit, the identification of the person who files the application shall also be submitted), as well as the written letter of authorization of the motor vehicle owner;
5. If a motor vehicle needs to be transferred to Beijing after the owner of the motor vehicle has moved his/her residence to Beijing or a motor vehicle jointly owned by two or more people needs to be transferred to Beijing, the owner or the agent of the motor vehicle can file an application through an APP named "Traffic Management 12123". Additionally, he/she can first have his/her motor vehicle inspected in one of the following 8 new car inspection fields: Shenghua New Car Inspection Field, Tongzhou New Car Inspection Field, Xueyuanlu New Car Inspection Field, Yuegezhuang New Car Inspection Field, Jingshun New Car Inspection Field, Konggang Fangxing New Car Inspection Field, 7421 New Car Inspection Field, and Beifang New Car Inspection Field. After passing the inspection on exhaust gas, he/she can apply for the transfer of the motor vehicle in the Vehicle Management Office of Beijing Traffic Management Bureau, the branches of the office, or the vehicle management and registration service centers of the aforementioned 8 new car inspection fields. The owner or the agent of the motor vehicle shall submit the following materials to apply for the registration of alternation:
A. The identification of the motor vehicle owner;
B. If the application is filed by an agent, the identification of the agent shall be submitted (if the agent is a unit, the identification of the person who files the application shall also be submitted), as well as the written letter of authorization of the motor vehicle owner;
C. If the motor vehicle has passed the expiry date for inspection when it is transferred to Beijing, the owner shall also submit the conformity certificate of vehicle safety inspection, the payment or exemption certificate of vehicle and vessel tax and the certificate of compulsory liability insurance for traffic accident;
D. The motor vehicle registration certificate;
D. The documentation of the motor vehicle. If the vehicle is transferred to a city that pilots the online transfer of information of registration transfer of motor vehicles, the vehicle license and the license plate need to be submitted, but the documentation of the motor vehicle is not required;
E. If the motor vehicle belongs to the category of small or micro passenger service vehicles, the owner shall also submit the notice on confirming the configuration or updated indicators of small passenger service vehicles registered in Beijing.
6. If the motor vehicle is owned by two or more people, and the registered owner's name needs to be changed to the names of any other owner, the owner or the agent of the motor vehicle shall submit the relevant materials and have the vehicle inspected in accordance with the following requirements:
A. The identification of the motor vehicle owner before and after the change;
B. If the application is filed by an agent, the identification of the agent shall be submitted (if the agent is a unit, the identification of the person who files the application shall also be submitted), as well as the written letter of authorization of the motor vehicle owner;
C. The motor vehicle registration certificate;
D. The vehicle license;
E. A notarized certificate showing that the motor vehicle is jointly owned (if the motor vehicle is jointly owned by the husband and wife, the Household Register or the marriage certificate that can be used to prove the relationship between the husband and wife shall be submitted).
7. If two non-commercial motor vehicles of the same license plate type under the name of the same motor vehicle owner exchange motor vehicle license plates, the owner or the agent of the motor vehicle shall submit the following materials:
A. The identification of the motor vehicle owner;
B. If the application is filed by an agent, the identification of the agent shall be submitted (if the agent is a unit, the identification of the person who files the application shall also be submitted), as well as the written letter of authorization of the motor vehicle owner;
C. The motor vehicle registration certificate;
D. The vehicle license;
E. The license plate.
8. For a registered motor vehicle, if the owner has moved his/her residence within Beijing or has his/her name (or the name of a unit) and contact information changed, an application for registration of alternation shall be filed.
A. If the motor vehicle owner has moved his/her residence within Beijing or has his/her name (or the name of a unit), and the indentity documents or ID number changed, the owner or the agent of the motor vehicle shall submit the following materials:
- The identification of the motor vehicle owner;
- If the application is filed by an agent, the identification of the agent shall be submitted (if the agent is a unit, the identification of the person who files the application shall also be submitted), as well as the written letter of authorization of the motor vehicle owner;
- The motor vehicle registration certificate;
- The vehicle license;
- The certificate on the alternation of relevant items.
B. If the owner has changed his/her contact information, the owner or the agent of the motor vehicle shall submit the following materials:
- The identification of the motor vehicle owner;
B. If the application is filed by an agent, the identification of the agent shall be submitted (if the agent is a unit, the identification of the person who files the application shall also be submitted), as well as the written letter of authorization of the motor vehicle owner.
9. For a motor vehicle registered in Beijing, if the engine number or vehicle identification number is unrecognizable or damaged due to abrasion, corrosion, accidents, etc., the owner may apply for filing at the vehicle management office. The owner or the agent of the motor vehicle shall submit the following materials:
A. The identification of the motor vehicle owner;
B. If the application is filed by an agent, the identification of the agent shall be submitted (if the agent is a unit, the identification of the person who files the application shall also be submitted), as well as the written letter of authorization of the motor vehicle owner;
C. The motor vehicle registration certificate;
D. The vehicle license.
10. If a registered motor vehicle is equipped with assistive devices of car manipulation for the physically disabled, the owner may apply for it in the vehicle management office. The owner or the agent of the motor vehicle shall submit the following materials and have the motor vehicle inspected:
A. The identification of the motor vehicle owner;
B. If the application is filed by an agent, the identification of the agent shall be submitted (if the agent is a unit, the identification of the person who files the application shall also be submitted), as well as the written letter of authorization of the motor vehicle owner;
C. The motor vehicle registration certificate;
D. The vehicle license;
E. The conformity certificate of the assistive devices;
F. The conformity certificate of technical inspection of safety on the motor vehicle.
11. A registered motor vehicle which has dismantled its assistive device for the disabled may apply for filing at the vehicle management office. The owner or the agent of the motor vehicle shall submit the following materials and have the motor vehicle inspected:
A. The identification of the motor vehicle owner;
B. If the application is filed by an agent, the identity documents of the agent shall be submitted (if the agent is a unit, the identity documents of the person who files the application shall also be submitted), as well as the written letter of authorization of the motor vehicle owner;
C. The motor vehicle registration certificate;
D. The vehicle license.

1. For the registration of alternation:
A. For embassies (consulates) and foreign personnel applying for the registration of alternation of motor vehicles, they shall go to the vehicle management office. For people who have applied for the mainland residence permit for Hong Kong, Macao and Taiwan residents can also be handled in one of the branches of the vehicle management office. As for the vehicles that have be replaced in whole due to quality problems, the ones that have been changed into those guarding public security, fighting fires, giving first-aid, or providing engineering rescues, or the ones whose owners have moced out of Beijing, the owners shall apply for the registration of alternation in the vehicle management office, have their motor vehicles inspected in the Shenghua New Car Inspection Field, and access the documentations of their motor vehicles in the vehicle management office. Those who apply for a change of residence and have transferred the new residency information to any of the pilot cities online can apply for registration of alternation directly at the vehicle management office without having their vehicles inspected or files collected.
B. Foreign-funded enterprises or their offices in Beijing, and other motor vehicle owners can apply for the registration of alternation in any branches of the vehicle management office. For the motorcycles, tricycles, low-speed trucks and wheeled self-propelled mechanical vehicles with the Jing B plate whose owners' residence is in the suburbs of Beijing as stated on their identification, the owners can make applications in any suburban vehicle management stations.
C. If the motor vehicle is owned by two or more people, and the registered owner's name needs to be changed to the names of other owners, the owners shall pre-submit the materials and make an appointment through the Beijing Traffic Police (Beijing Jiaojing) APP.
2. Where to file for alternation:
A. For embassies (consulates), foreign personnel or institutions, they shall go to the vehicle management office for application;
B. For those who have applied for the Mainland Residence Permit for Hong Kong, Macao and Taiwan Residents, they shall go to the vehicle management office or one of its branches for application;
C. Foreign-funded enterprises or their offices in Beijing, and other motor vehicle owners can apply for the registration of alternation in any of the branches of the vehicle management office. For the motorcycles, tricycles, low-speed trucks and wheeled self-propelled mechanical vehicles with the Jing B plate whose owners' residence is in the suburbs of Beijing as stated on their identity identification, the owners can make applications in any suburban vehicle management stations.

Time Limit:
1. As for the change in color of vehicle body, the replacement of vehicle body or frame, the replacement of engine, the change of uses, the replacement of the whole vehicle due to quality problems, the registration of alternation of the name of the co-owner, and the change of the vehicle owner's residence within Beijing, or the change of the motor vehicle owner's name (institution's name) and contact information, the owner shall make applications within one working day from the date of acceptance.
2. If the motor vehicle owner's residence has moved out of or moved into the area under the jurisdiction of the vehicle management office, the registration of corresponding changes shall be handled within three working days from the date of acceptance.

1. 5 CNY per piece for temporary vehicle license plates;
2. 100 CNY per pair for the reflective license plates of cars;
3. 35 CNY per pair for the reflective license plates of motorcycles;
4. 50 CNY per pair for the reflective license plates of trailer-trucks
5. 40 CNY per pair for the reflective number plates of three-wheeled cars and low-speed trucks;
6. 10 CNY per vehicle license;
7. 10 CNY per motor for vehicle registration certificate.
1. Application requirements:
A. The motor vehicle has been registered in this city (motor vehicles registered in other places and then transferred into Beijing are excluded);
B. The application materials required by laws and regulations shall be submitted;
C. The motor vehicle has been submitted for inspection (except for the registration of changes in the names of the co-owners and the exchange of license plates).
2. The situations where the applications are not accepted:
A. The certificates and proofs submitted by the motor vehicle owner are invalid;
B. The motor vehicle has reached the compulsory standards for motor vehicle scrapping set by the country;
C. The motor vehicle has been stolen or robbed;
D. The brand, model, and engine model of the motor vehicle are changed, except for the engine that has been approved by the competent department for motor vehicle products under the State Council;
E. The appearance and related technical data of a registered motor vehicle are changed, unless otherwise provided by laws, regulations and national mandatory standards;
F. Upon the owner of the motor vehicle moving his/her residence out of Beijing, there are unresolved traffic safety violations or traffic accidents involving the motor vehicle;
G. The exhaust emissions of the motor vehicle transferred into Beijing do not meet its environmental protection standards;
H. The owners of small or mini passenger service vehicles have moved their residence to Beijing, but cannot submit the notice on confirming the configuration and updated indicators of small passenger service vehicles in Beijing;
I. If a motor vehicle is discarded as unserviceable in less than one year in accordance with the Regulations on Compulsory Standards for Motor Vehicles Scrapping, the uses of the motor vehicle and the registration of the motor vehicle owner's residence which has been moved out of Beijing shall not be changed；
J. The motor vehicle has been sealed up or seized by the courts, the procuratorates, or administrative law enforcement departments in accordance with the law;
K. The license plates have already been exchanged, and an exchange is applied for again within one year;
L. Other situations that do not comply with laws and administrative regulations.
3. In case any of the following situations occur, the owner of the motor vehicle, on the condition that the safety and identification license plate are not affected, can make changes on his own with no need for the registration of the changes:
A. Small and micro passenger service vehicles are equipped with anti-collision front and rear devices;
B. Devices such as windshields, water tanks, tool boxes, spare tire rack are added to freight motor vehicles;
C. Interior decorations are added to motor vehicles;
D. Motor vehicles are sprayed and pasted with logos or advertisements on vehicle body. However, the following requirements shall be met when the vehicle body is sprayed and pasted with logos or advertisements:
- The spraying and pasting of vehicle body advertisements shall be approved by the Beijing Municipal Outdoor Advertising Management Office, and advertising on vehicle bodies is not allowed without approval.
- For the spraying and pasting of logos on the vehicle body (excluding window glass, as well as front and rear windshields), the content allowed to be sprayed and pasted are: the name, the logo, the telephone number, the address, and the website of a unit. The sprayed handwriting shall be standardized and recognizable, and the font size shall be no greater than 10% of the height of the vehicle; the color area of the handwriting and logos shall be no larger than 1/3 of the color area of the main vehicle body, and the overall color of the vehicle body shall not be changed, and shall be consistent with the color recorded on the original vehicle license and motor vehicle registration certificate.
- A heavy-duty or medium-duty truck and its trailer shall be sprayed with the same font as the license plate on the rear of the vehicle body, the font shall be 2.5 times the size of the font of the license plate, and the color of the handwriting shall be clearly different from the color of the body. A van truck or an enclosed truck are sprayed with such unified written characters as "van truck, enclosed truck" on both sides of the vehicle body. A large truck or a large bus shall be sprayed with the tonnage and passenger capacity on both sides of the door, the handwriting shall be standardized and recognizable, and the color of the handwriting shall be clearly different from the body color.
4. Definition of the following terms:
A. Motor vehicle owners refer to the individual or unit that owns the motor vehicle.
- Individuals refer to residents and military (including the armed police force) personnel in the Chinese mainland, residents of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan, overseas Chinese and foreigners;
- Units refer to government agencies, enterprises, public institutions and social organizations, as well as foreign embassies and consulates in China, foreign offices in China, and representative offices of international organizations in China.
B. Definition of identification:
- The identification of government agencies, enterprises, public institutions, or social organizations refers to their Organization Code Certificate, or such documents as the unified social credit code certificate, the letter of authorization with their official seal, and the identification of the entrusted person. If a motor vehicle owner is an internal department of these kinds of units and is not qualified for obtaining the Organization Code Certificate, the Organization Code Certificate of its superior department can be used as its identification. If the aforementioned kinds of unit have been cancelled, revoked or bankrupt, and the registry certificates, license plates and vehicle licenses of the motor vehicles they operate need to be replaced and renewed, the identification of cancelled enterprises shall be the cancellation certificate issued by the administrative department for industry and commerce. The identification of the revoked government agencies, public institutions, and social organizations shall be the relevant certificates issued by their superior competent authorities. The identification of bankrupt enterprises shall be the relevant certificates issued by a legally established property liquidation institution;
- Identification of foreign embassies, consulates, representative offices of international organizations in China refers to the certificates issued by themselves;
- Identification for residents of the Chinese Mainland refers to their Resident Identity Card or Temporary Resident Identity Card;
- Identification of a military (including the armed police force) personnel refers to an Identity Card or Temporary Identity Card. Before an Identity Card is issued, it refers to valid military credentials issued by the army such as a military officer ID card, a civilian cadre ID card, a soldier ID card, a certificate of emeritus, a certificate of retirement and domicile certificate issued by the unit above the regimental level he/she serves in;
- Identification of a Hong Kong or Macao resident refer to a Mainland Residence Permit for Hong Kong and Macao Residents. In the absence of a Residence Permit for Hong Kong and Macao Residents, it may refer to a valid Mainland Travel Permit for Hong Kong and Macao Residents or a Home Return Permit, a permanent ID card of Hong Kong Special Administrative Region or Macao Special Administrative Region and (temporary) residence certificate issued by the public security organ;
- Identification of a Taiwan resident refers to a Mainland Residence Permit for Taiwan Residents. In the absence of a Mainland Residence Permit for Taiwan Residents, it may refer to a Mainland Travel Permit for Taiwan Residents valid for six months above issued by the public security organ, or a Travel Permit of the People's Republic of China issued by the Ministry of Foreign Affairs and (temporary) residence certificate issued by the public security organ;
- Identification for overseas Chinese refers to the Passport of the People's Republic of China and the (temporary) residence certificate issued by the public security organ;
- Identification for foreigners refers to their passport or other travel documents, a valid visa with at least 3 months of period of stay, a stay permit they hold upon their entry into China, as well as the residence registration certificate issued by the public security organ;
- Identification for the personnel of foreign embassies, consulates, representative offices of international organizations in China refers to the valid identification issued by the Ministry of Foreign Affairs.
C. Domicile refers to:
- The domicile of a unit is the address of its main office;
- The domicile of an individual is the address recorded in his/her identification. The domicile of the Chinese mainland residents living in the place of temporary residence is the address recorded in the (Temporary) Residence Permit issued by the public security organ.
