The launch ceremony of the "Xing Partner" Global Cooperation Program

On April 18, Daxing District People's Government of Beijing Municipality held Daxing District Global Investment Promotion Partner Conference and Policy Briefing (hereinafter referred to as the "Conference") during which the "Xing Partner" Global Cooperation Program was unveiled to the world, further expanding the circle of partners for the District in terms of investment and cooperation.

Wang Youguo, Party Secretary of the CPC Daxing District Committee, stated that Daxing, as a high-end industrial hub connected to the world, a frontier for Beijing's opening-up and an important carrier for the development of the capital's real economy and the "Two Zones", i.e. the Integrated National Demonstration Zone for Opening up the  Services Sector and the China (Beijing) Pilot Free Trade Zone, has unique location advantages of "being near the new airport (i.e. Beijing Daxing International Airport), adjacent to Beijing Municipal Administrative Center and connected to Xiong'an New Area, influencing Beijing, Tianjin and Hebei, and enjoying connections with the whole world". Facing a rare opportunity for development, Daxing is striving to create three industrial clusters in the fields of life and health, airport economy, and advanced manufacturing, each worth over CNY 100 billion. The District will also provide a "broad stage" for entrepreneurs and a wide space for development for nurturing high-quality industrial ecosystems, to welcome guests from all over the world with "high-end industries".

During the Conference, Cai Xiaojun, Deputy District Mayor of Daxing District, announced the "1+N" system of industrial policies. According to Cai, "1" refers to the Guidelines on Promoting Industrial Development in Daxing District while "N" stands for various kinds of special policies, including cultivation policies, supporting policies, comprehensive service policies, and "case-by-case discussion" policies. The supporting policies focus on the industries that align with Daxing District's functional role, including those of life and health, airport economy and advanced manufacturing, and the industries supported by Beijing Municipality in a prioritized manner, among others. Among them, foreign investment and trade policies involve housing subsidies, offering a one-time subsidy of up to CNY 20 million to every eligible headquarters enterprise purchasing (or building) its own property, and a maximum of CNY 5 million in an annual subsidy for each leased property. A start-up subsidy provides a one-time grant of up to CNY 30 million for every eligible multinational company's regional headquarters. The offshore trade business subsidies encourage newly introduced and existing enterprises to engage in offshore trade. For a newly registered offshore trade enterprise, a subsidy of up to CNY 20,000 will be given for every USD 10 million earned as the enterprise's offshore trade revenue in foreign exchange, with a maximum annual subsidy of up to CNY 5 million, if the enterprise concerned has collected more than USD 50 million in foreign exchange from its offshore trade in any year within three years of registration.

The Conference marks a significant step by the District in deepening its engagement in the development of the "Two Zones", and investment promotion around the globe. It is also a valuable attempt to continuously improve the District's business environment. In the future, Daxing will further enhance the capability levels of development of the local industries to make a crucial contribution to the building of a new development hub for southern Beijing, the creation of a new economic growth impetus, and the establishment of a livable and business district with a different look as well as a new gateway characterized by prosperity and openness.
