Beijing CBD has made significant strides in developing a world-class business district in recent years, aiming to comprehensively enhance its international competitiveness and establish itself as a hub for openness in Beijing. It has found three keys to underpin its major efforts: reform, opening-up and services.
Focusing on reform to promote development and stimulate internal driving forces
Beijing CBD has processed over 1,500 enterprise service-related items, which has significantly improved the integration of the business environment in the Beijing-Tianjin-Hebei region. The Beijing-Tianjin Collaborative Port Service Center, the only one of its kind, has been established to provide port services for over 300 enterprises in Beijing CBD. The CBD has established a collaborative regional legal service network, supporting the establishment of Beijing International Commercial Arbitration Center and attracting the operations of Beijing Arbitration Commission, Singapore International Arbitration Centre, and Hong Kong International Arbitration Centre in Beijing. Moreover, it has collaborated with Beijing Financial Court and Chaoyang Court and Procuratorate to set up foreign-related financial circuit courts, law publicity stations, and procuratorial reception rooms.
Focusing on openness to promote development and create an international gateway for high-level opening up
Beijing CBD has secured the top rank in the comprehensive evaluation of key industrial parks (clusters) within the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone, collectively known as the "Two Zones". In its efforts to enhance its international influence, Beijing CBD has been successfully elected as the chair institution of the Global Business Districts Innovation Club, leveraging its significant advantages in this area. It has developed a diverse international exchange platform and implemented "1+N" brand activities for the Beijing CBD Forum. Additionally, it has fostered in-depth collaboration with international organizations, including the United Nations Development Programme, and hosted events such as the Beijing CBD Multinational Corporation Conference and Beijing CBD New Quality Productivity Night Talk.
Focusing on services to promote development and highlight the prominent status of Beijing services
Beijing CBD prioritizes services for buildings. It has formulated quality grading and evaluation standards for CBD buildings and attracted about 200 buildings nationwide to participate in the evaluation. This initiative has set a comprehensive standard for the quality accreditation of high-end commercial buildings in China. Beijing CBD is also dedicated to serving enterprises, forming a service mechanism that offers enterprises designated support and personnel and creating a list of enterprise demands that addresses over 3,000 issues related to their challenges. The CBD concentrates on talent services, organizing over 1,400 activities that benefit 50,000 enterprises and 400,000 white-collar workers in the region. This has been achieved through collaborations with various entities such as CBD white collar stations, courier stations, staff organizations of the Federation of Trade Unions, and talent reception halls.
The tax revenue from Beijing CBD functional areas reached around CNY 130 billion in 2023, which represents 8.5 percent of the city's total tax revenue despite occupying just 0.5 percent of the total land area. The CBD is home to 225,000 business entities, accounting for nearly 10 percent of all businesses in Beijing. The registered capital in the area has exceeded CNY 10 trillion, constituting about 20 percent of the city's total. In addition, the CBD boasts at least 10,000 foreign-funded entities, making up one third of the city's total. The number of regional headquarters of multinationals has reached 114, which is half of the city's total.
