Changping District, a pivotal region for the development of the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone (the "Two Zones"), remains steadfast in its commitment to pilot reforms for the "Two Zones". In February 2023, the district developed and issued the Three-Year Action Plan (2023-2025) for the Development and Construction of Changping Cluster (Champion Bio) in China (Beijing) Pilot Free Trade Zone and the Three-Year Action Plan (2023-2025) for the Development and Construction of Future Science City in the Integrated National Demonstration Zone for Opening up the Services Sector (Energy Valley) to expedite the development of the aforementioned two areas in the Future Science City and spare no effort to build itself as a new model for the reform and opening up in Beijing.

According to the three-year action plan for the development of the "Two Zones", Zhongguancun Life Science Park intends to bolster its industrial clusters and promote the incubation and commercialization of innovative achievements. To help more enterprises settle in the pilot free trade zone and benefit from the preferential policies issued for the "Two Zones" development, a registration services platform of Changping Cluster (Life Science Park) under the guidance of the District Market Supervision Bureau and the Park's management committee was initiated in March 2022. As a result, more than 80 enterprises have successfully obtained certificates of domicile.

Following the launch of the three-year action plan, Changping District has accelerated the development of the "Two Zones". In the future, the district office for the "Two Zones" development will continue to make early planning and arrangements to achieve early breakthroughs and promote policy innovation. The district seeks to establish an open, international, and high-end innovative environment with market vitality by centering on industries such as international research hospital operation and beauty and healthcare so as to make new contributions to the advancement of Beijing's high-level opening up and high-quality development.
