In 2022, Mentougou District provided great support for the development of the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone ("Two Zones"). The district registered 226 projects in 2022, with 185 already implemented, ranking first in Beijing in terms of the advancement of registered projects and the rate of implemented projects.

Mentougou District has been vigorous in its pursuit of policy breakthroughs and effective approaches to project implementation in order to better advance the development of the "Two Zones". The district has produced its own guidelines to support the implementation of municipal policies, such as the 45 measures on economic growth stabilization and the 18 measures for easing the burdens on micro-, small and medium-sized enterprises, and established a comprehensive, efficient "1+1+N" mechanism for policy implementation. Moreover, it has accelerated the construction of high-end, precision and sophisticated industrial clusters, issued the Measures to Support and Serve the Development of High-tech Enterprises in Mentougou District, and sought to foster high-tech enterprises and help them enhance sci-tech innovation capacity. As of now, 469 high-tech enterprises have registered in Mentougou District, covering every high-tech sector.

In the future, Mentougou District will continue to promote high-standard "Two Zones" development as it strives to firmly advance core areas in the new development pattern and improve the implementation system for "Two Zones" development. The innovative development of Mentougou Park of the Zhongguancun Science Park will move forward with a focus on the special action plans for promoting the development of key industrial parks. Specific segments of the three major industries will increasingly come to the forefront as part of the search for promising potential projects. Attention will also be paid to institutional innovation and open-minded application of innovative municipal experiences, with development of innovation-oriented experiences by the district.
