It is learned from the sessions of Xicheng District People's Congress and the CPPCC Xicheng District Committee that Xicheng District will focus on opening up and consumption in 2023 to further improve the open economy. Specifically, it will introduce and implement projects with high standards to advance the development of the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone ("Two Zones").
In 2022, Xicheng District signed major "Two Zones" projects worth CNY 15.5 billion at the China International Fair for Trade in Services (CIFTIS), ranking first in Beijing. At the Beijing-Hong Kong Economic Cooperation Symposium, Xicheng District signed projects worth USD 7.935 billion, taking the top spot in Beijing again. In addition, the "Consumption in Xicheng" platform organized 405 activities and the promoted consumption amounted to CNY 1.35 billion.
In 2023, the district will adhere to high standards in introducing and implementing projects for the development of the "Two Zones" and develop a "Work Plan 2.0" for promoting the opening up of its service industry. Xicheng District will formulate ten policies for the stabilization of foreign investment and trade and the advancement of high-quality development. The district will continue to complete the project pool and "three lists", namely the lists of preferential policies, spatial resources, and target enterprises, for the development of the "Two Zones". It will enhance project management and list-based management, and continuously facilitate the introduction and development of export-oriented projects and enterprises.
Meanwhile, the district will focus on key industrial parks (precincts) of the "Two Zones", implement a three-year action plan to achieve high-quality development of the Beijing Financial Street Industrial Park, and establish leading industrial parks for the development of the "Two Zones" and world-class open industrial parks. Moreover, efforts will be made to improve international education, healthcare and other supporting services, innovate institutions for the service industry's opening-up, and accumulate rich pilot experience and innovation cases in line with the district's characteristics.
