I. Highlighting stress tests for opening up and leading market access reform. Stress tests for opening up shall be conducted in key industries such as biomedicines, value-added telecommunications, automobile finance and autonomous driving. There shall be an effort to optimize the negative list management model for foreign investment in the pilot free trade zone and formulate guidelines for the foreign investment list in key areas in the China (Beijing) Free Trade Zone. Support shall be given to carry out a pilot foreign exchange management project for a high level of openness in cross-border trade investment by facilitating cross-border financing for enterprises, improving the Qualified Foreign Limited Partnership (QFLP), and optimizing foreign exchange purchasing procedures for overseas individuals working in China among other things.

II. Allowing operation after granting access and leading enterprise-related permit reform. New pilot policies shall be introduced to facilitate enterprise establishment through the notification commitment system, the registration confirmation system for market entities, a unified authorization to facilitate the handling of electronic business licenses, and implementation of reforms of "one business license with multiple addresses", "one permit with multiple addresses", and "one business, one license". A showroom for smart government affairs based on the government services hall in the clusters of the China (Beijing) Pilot Free Trade Zone shall be built to improve the online handling procedures for cross-departmental and cross-level affairs. Attempts shall also be made to enhance the examination and approval efficiency for organizations engaging in commercial activities to ensure their needs are met as industry develops.

III. Highlighting pilot reform and innovation and leading civil engineering reform. The plan intends to explore ways to grant the pilot free trade zone greater autonomy in land allocation, encourage it to optimize industrial land supply, and support the reasonable conversion of different industrial land types. Pilot reforms shall be carried out to examine and approve engineering construction and shall include pilot projects such as those for "starting construction upon land acquisition", "issuing certificates upon handover", and integrated approval for construction permits for projects that formerly included construction quality oversight procedures, safety oversight procedures, quality oversight procedures for civil air defense projects, and construction permits for construction projects. "One-stop" services for the supply of water, electricity, gas, and heat shall continue to develop.

IV. Highlighting the development of the legal system and protecting investment rights and interests. The plan intends to improve the multi-faceted mechanism for resolving international commercial disputes in the pilot free trade zone and establish a high-standard mechanism for resolving intellectual property rights disputes. Efforts shall also be made to deepen investment withdrawal system reform by introducing one-and-done formalities for delisting, subrogation cancellation, and enterprise cancellation.

V. Highlighting targeted services for characteristic industries and leading the innovation of an investment promotion system. New models of investment promotion shall be innovated, the full-cycle investment service system shall be optimized, the tailor-made services throughout the pilot free trade zone shall be implemented, and a special industrial development policy system shall be built.

VI. Highlighting cross-sectoral collaboration and safeguarding enterprises as they go global. The plan intends to reform the "going global" approval system in the pilot free trade zone and improve the filing efficiency of overseas investment records. Relevant certificates shall be filed and issued within three working days for enterprises with complete application materials conforming to legal requirements. The "going global" professional service platform shall be improved and a two-way investment promotion mechanism across multiple levels shall be built. 

VII. Highlighting the catalytic role of the pilot free trade zone and fostering a new round of reform and opening-up in Beijing and the Beijing-Tianjin-Hebei Region. The plan intends to promote a number of innovative measures that have been piloted in the pilot free trade zone throughout the city and roll out a batch of joint measures to promote the coordinated development of the Beijing-Tianjin-Hebei Region.

VIII. Highlighting system improvement and leading high-quality development and high-standard interaction in security systems. The plan intends to strengthen the security system as it relates to liberalizing and facilitating investment and build a Beijing model in the fields of financial and data security.
