Ⅰ. Key Tasks

(1) Clarify specific measures in such aspects as the optimization of customs clearance of goods, the facilitation of steady improvement of goods trade, and the smooth operations of air logistics channels.

(2) Introduce leading and key cross-border e-commerce enterprises and expedite the exploration of international cross-border e-commerce market.

(3) Deepen trade in services cooperation and boost the exchanges and cooperation in digital trade and digital economy, so as to promote trade in services cooperation between Beijing and RCEP member countries.

(4) Press ahead with targeted investment promotion and continuously optimize investment promotion services, so as to attract enterprises from RCEP member countries to invest in Beijing.

(5) Innovate outbound investment cooperation modes and develop flagship activities to provide investment services.

(6) Upgrade the manufacturing industry through a series of endeavors such as the in-depth implementation of quality improvement initiatives, and the strengthening of the collaboration in high-end industrial chains and the cooperation in manufacturing projects.

(7) Foster a demonstration zone adopting high-standard international economic and trade rules, which is driven by multiple props such as planning and building the Beijing China-Japan Innovation and Cooperation Demonstration Zone in accordance with high standards, facilitating the China (Beijing) Pilot Free Trade Zone to achieve higher-level openness of its industrial parks, and enhancing the demonstration and leading role of comprehensive bonded zones.

(8) Optimize the market-oriented, law-based, and international business environment, and put forward relevant implementation measures from a series of dimensions such as strengthening intellectual property rights (IPR) protection, refining the international dispute settlement mechanisms, participating in the cooperation and conversion of international standards, maintaining a leveled playing field, optimizing the whole-process service system for talent, and improving the level of openness of financial services.

Ⅱ. Highlights

Firstly, highlight the advantages of Beijing's open economy. Specific measures are proposed for the products and industries in Beijing that enjoy a sound economic foundation, distinctive features and development opportunities. For example, on the basis of tariff concessions, rules of origin and other binding obligations, efforts shall be made to facilitate the certification of AEOii (Authorized Economic Operator) enterprises, promote the "single windowiii" for international trade in Beijing to cover the whole chain of cross-border trade, and expand the export of mechanical and electrical products and high-tech products; and efforts should also be made to strengthen the trade in services cooperation with RCEP member countries in education, healthcare, aircraft maintenance and other fields, relentlessly enhance the building of IPR systems to protect copyrights, trademarks, patents, traditional knowledge and folk art, and upgrade the Catalogue of Overseas Professional Qualification Recognition in the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone.

Secondly, promote project introduction and industrial upgrading. Efforts shall be made to optimize investment promotion services for key industries, and meanwhile guide enterprises to engage in regional economic and trade cooperation. For example, in terms of "Bringing in", a series of measures have been proposed such as strengthening the connection with the industry associations and chambers of commerce of RCEP member countries, developing new investment channels through multiple ways like "cloud-based online promotioniv", and focusing on attracting enterprises and projects in medical cosmetology, biomedicine, artificial intelligence, integrated circuits and other fields to invest in Beijing.

Thirdly, facilitate the featured development of key industrial parks. Polices with characteristics for different regions are formulated based on the different positioning of the Beijing China-Japan Innovation and Cooperation Demonstration Zone, the China (Beijing) Pilot Free Trade Zone and comprehensive bonded zones. For instance, the Beijing China-Japan Innovation and Cooperation Demonstration Zone shall be encouraged to attract enterprises and projects in the fields of medicine and healthcare, advanced manufacturing and digital economy from Japan and other countries; the China (Beijing) Pilot Free Trade Zone shall be encouraged to take a foothold in its functional positioning, geographic location and industrial foundation and make greater efforts to explore the measures related to the aspects such as movement of natural persons and cross-border supply under the RCEP framework; and comprehensive bonded zones shall be encouraged to pilot cross-border trade facilitation and standardization, and to continuously promote innovation in regulatory models and business forms, and institutional innovation as well.

Fourthly, provide high-level guidance services for enterprises. The role of public services shall be given full play to help enterprises seize opportunities to achieve better development, and at the same time refine the security guarantee system during the process of opening-up to effectively forestall and defuse major risks. For example, efforts shall be made to promote the establishment of RCEP service agencies to provide enterprises with "one-stopv" customized services, continuously track and study the "country-specific policies", and carry out customized policy publicity and training programs highlighting the characteristics of specific countries; and efforts shall also be made to monitor and analyze the import and export of RCEP member countries on a regular basis, provide enterprises with risk guidance for their overseas investment and trade, and use trade remedies in accordance with the law to safeguard industrial security.
