Announcement of the General Administration of Customs [2018] No. 50 (Announcement on Matters Concerning the Full Cancellation of the Customs Clearance Form for Inward/Outward Goods) 

To fully implement the institutional reform requirements of State Council, further optimize the business environment and promote the trade facilitations, and in accordance with Decisions of General Administration of Customs on Modifying Some Rules and Regulations (General Administration of Customs Order [2018] No. 238), relevant matters concerning the full cancellation of the Customs Clearance Form for Inward/Outward Goods are hereby announced as follows:

I. In case of imported goods declared according to legal requirements of inspection and quarantine, the original customs clearance codes and numbers should not be filled in the field of attached documents of the declaration forms Enterprises may apply for the one-time declaration on integrated interface of the customs, inspection and quarantine declaration through the International Trade Single Window (or accessing International Trade Single Window by "Internet + Customs" Integrated Online Service Platform). If declarations are made through separate declaration of International Trade Single Window, integrated interface of the customs, inspection and quarantine declaration, or enterprise client of customs, inspection and quarantine declaration, the inspection and quarantine number listed on the electronic receipt of inspection and quarantine declaration should be filled in the field of attached documents of the declaration forms with Code "A" by the enterprise.

II. In case of exported goods declared according to legal requirements of inspection and quarantine, the original customs clearance codes and numbers should not be filled in the field of attached documents of the declaration forms, and the data number of the enterprise's electronic original accounts on the electronic receipt of inspection and quarantine declaration should be filled with Code "B".

III. For special cases, if paper documents are required to support inspection and quarantine operations, please process as follows:

(I) For animals, plants and their products on entry, if a delivery certificate is required in transit, a paper Notice of Transfer of Goods on Entry will be issued.

(II) For special goods, such as centralized export declaration, or issues arising from computer or system faults, please issue the paper Contact List for Inspection and Quarantine of Outward Goods as needed.

IV. The Customs bureau uniformly issues a release order, and the operating units at the customs supervision operation site should handles the goods pick up and delivery procedures for the enterprise as per the release instructions of Customs.

V. This announcement shall come into force on June 1, 2018. Announcement of General Administration of Customs and General Administration of Quality Supervision, Inspection and Quarantine on the Implementation of Customs Clearance Check (General Administration of Customs Announcement [2007] No. 68) was repealed simultaneously.

The Announcement is hereby issued.
