Regulations on Establishment and Improvement of Information Disclosure on Land Dispute Case Trial in the Whole City

District governments, the Management Committee of Beijing Economic-Technological Development Area, No.1 Intermediate People's Court, No.2 Intermediate People's Court, No.3 Intermediate People's Court, No.4 Intermediate People's Court, Beijing Intellectual Property Court, the people's courts of all districts, Beijing Internet Court and related departments of Beijing Municipal Higher People's Court:

In order to implement the gist of the Beijing Action Plan for Further Optimizing Business Environment （2018-2020）issued by the Municipal Committee and the Municipal Government, to further promote the disclosure of government information and judicial openness, and to strengthen the normalization, standardization and transparency in the trial of land disputes cases, the relevant work on the disclosure of trial information on land disputes cases in the whole city are hereby notified as follows:

I. Establishment and Improvement of information disclosure system for investigation and handling of land ownership disputes in the city

As per the requirements of the Regulations on Further Strengthening Land Ownership Dispute Investigation and Handling Work in the Whole City Released by of Beijing Municipal Commission of Urban Planning, Land and Resources (（Shi Gui Hua Fa [2017] No. 289））, the Beijing Municipal Commission of Urban Planning, Land and Resources is responsible for regularly reporting the investigation and handling of disputed land ownership cases in the whole city, and disclose the case handling to the public in the "Beijing Construction Project Services Internet Platform" - the "Service" section, "Statistical Query of Land Ownership Disputes Investigation and Handling" column.

The district governments, the administrative committees of the development zones and all branches of Beijing Municipal Commission of City Planning and Land Resources Management should start from the overall optimization of the business environment in the city, conscientiously raise awareness and attach great importance to this work. They shall carefully fill in the Accounts for the Investigation and Handling of Land Ownership Disputes and the Summary Form for the Investigation and Handling of Land Ownership Disputes, and timely submit the data on the handling of land ownership disputes, taking the areas within their respective jurisdiction as the unit, strictly pursuant to the relevant requirements of Beijing municipality for the statistical report on the investigation and handling of land ownership disputes.

II. Further strengthening the court system and disclosing the information of hearing cases involving land disputes to the public according to law

We will strengthen the lawful sharing and exchange of information about land dispute cases processed by Beijing Municipal Commission of Planning and Natural Resources and Higher People's Court of Beijing Municipality. The land dispute case trial and data in "Beijing Court Trial Information Website" will be simultaneously disclosed in "Statistical Query of Land Ownership Disputes Investigation and Handling" column, "Service" section, "Beijing Construction Project Services Internet Platform" affiliated to Beijing Construction Project Services Internet Platform.

The regulations are hereby released.
