Beijing Municipality is committed to implementing the principles set forth in the 20th CPC National Congress and the strategic decisions of the Central Committee of the Communist Party of China and the State Council to promote the growth of the human resources (HR) service industry. In accordance with the requirements specified in the Notice of the Action Plan (2023-2025) for Promoting Innovation and Growth of the Human Resources Service Industry in Beijing Municipality (Ren She Bu Fa [2022] No. 83) issued by the Ministry of Human Resources and Social Security of the People's Republic of China and the real conditions in Beijing, the Action Plan (2023-2025) for Promoting Innovation and Growth of the Human Resources Service Industry in Beijing Municipality (hereinafter referred to as the Action Plan) is hereby formulated to facilitate the high-quality and full employment in and consequentially enhance the HR support for the modernization development of the city.
I. General Guidelines
The formulation of the Action Plan strictly adheres to the guidelines outlined in Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It will accord top priority to employment and emphasize the strategies of building China into a talent-competitive country and rural revitalization. The Action Plan, centered on the capital's development in the new era and its strategic positioning, will comprehensively advance Beijing's progress from five perspectives. Firstly, it aims to build Beijing an international center for innovation. Secondly, it aims to facilitate the development of the Integrated National Demonstration Zone for Opening up the Services Sector and the China (Beijing) Pilot Free Trade Zone (the "Two Zones" for short). Thirdly, it focuses on building Beijing into a benchmark city for the global digital economy. Fourthly, it seeks to stimulate new demands through supply-side structural reform. Fifthly, it seeks to achieve coordinated development within the Beijing-Tianjin-Hebei Region. Moreover, it aims to integrate the city's HR service industry into new development pattern. In addition, the Action Plan endeavors to maintain a stable market expectation, boost market confidence, and enhance the efficiency and sustainable growth of industries. The Action Plan, placing emphasis on industrial guidance, preferential policies, and improvements in the business environment, seeks to provide and enhance market-oriented employment and talent services. Its primary objective is to efficiently improve HR services, stimulate market development, and introduce new drivers for growth. By facilitating the smooth and orderly flow of labor and talent, the Action Plan will provide strong support for Beijing's high-quality development.
II. Establish a Phased and Systematic Cultivation Mechanism to Support Market Entities
(I) Support leading enterprises to expand and strengthen their scales. The Action Plan aims to facilitate the enhancement of corporate core competencies and industrial concentration ratios through various strategies, including mergers, acquisitions, restructuring, alliance formation, and financing. Additionally, it seeks to provide support for the establishment of new businesses, projects, and institutions, encouraging them to settle and thrive in Beijing. By the year 2025, the Action Plan aims to pioneer the establishment of around two HR service enterprises, surpassing an impressive annual operating revenue of CNY 100 billion each. Furthermore, it strives to nurture approximately 20 HR service enterprises, with the annual operating revenue of each exceeding CNY 1 billion. Moreover, the Action Plan aims to foster the growth of three online recruitment enterprises, ensuring a minimum of 100 million registered users for each platform.
(II) Help leading enterprises play vital roles in promoting industrial development. The Action Plan seeks to support leading enterprises to engage in pilot and demonstration tasks. These tasks encompass the formulation of comprehensive plans, policies, and standards for industrial development. Moreover, these leading enterprises are encouraged to shoulder the responsibilities of generating ample employment opportunities and providing steadfast support for talent initiatives. Through these concerted efforts, the Action Plan aims to foster a favorable environment characterized by coordinated industrial development and innovative endeavors within the capital city.
(III) Provide tiered and systematic cultivation services for high-quality small and medium-sized enterprises (SMEs). The Action Plan is poised to identify and nurture specialized, high-quality, and innovation-driven HR service enterprises providing distinctive services. Through thematic training sessions, the primary objective of the Action Plan is to establish a group of innovation-driven SMEs, specialized, high-quality, and innovation-driven SMEs that provide distinctive services, and "little giant" enterprises in critical sectors such as HR evaluation and training, online recruitment, HR management software, as well as big data analysis and application. Besides, the Action Plan encourages districts within the capital to provide financial rewards to the accredited enterprises.
(IV) Carry out a regular contact mechanism. The Action Plan strongly highlights the alignment of service priorities with the cultivation of new driving forces for development. It puts forth a mechanism to recommend and include Beijing-based enterprises that have made notable contributions to regional growth or possess high development potential in a list of major enterprises. This inclusion grants them access to tailored municipal or district service mechanisms and targeted services. The Action Plan also aims to strengthen the service systems at the municipal, district, and sub-district (township) levels for enterprises. Relevant entities in the industry will assume active roles in maintaining regular contact with enterprises, with the objective of addressing their challenges and providing tangible support.
III. Leverage Profession-specific Strengths and Enhance Roles of Services in Industrial Development
(V) Establish data-based supportive systems. The Action Plan is dedicated to enhancing the management and application of information data by HR service institutions. One of its key objectives is to establish seamless channels for monitoring market employment and gathering feedback information. Additionally, it aims to develop and refine a working mechanism that combines designated and regular monitoring with efficient investigations. The Action Plan emphasizes the importance of strengthening the collection and utilization of market data. This includes implementing monitoring and analysis of supply and demand information within the HR market.
(VI) Expand market-oriented employment opportunities. The Action Plan is designed to introduce a range of measures aimed at enabling HR service institutions to effectively facilitate the employment of key groups of people. It emphasizes the organization of diverse special events, such as employment stabilization and promotion activities. Additionally, it supports employment service weeks for college graduates through collaboration with the national HR market, while also providing HR services for campuses and enterprises. The objective of these efforts is to provide comprehensive services for key groups of people, including college graduates and migrant workers. These services encompass job hunting, recruitment support, employment guidance, and policy consultation.
(VII) Contribute to public employment services. The Action Plan aims to incentivize HR service institutions to engage in projects that focus on public employment and entrepreneurship services. Notably, institutions providing free job introduction services to key groups of people in Beijing will have the opportunity to become government service suppliers through procurement. As per the corresponding policies, these institutions may also be eligible for relevant subsidies.
(VIII) Provide more talent-oriented services. The Action Plan will prioritize key areas outlined in the principle of pioneering advancements in four sectors while achieving breakthroughs in four critical aspects (Specifically, Beijing's vision is to strengthen its expertise in independent innovation and cutting-edge technologies, taking the lead in sectors such as AI, quantum computing, blockchain, and biotechnology. Beijing aims to make notable breakthroughs in areas such as integrated circuit production and research integration, advancements in new materials and critical components, and high-end instruments and equipment.). Furthermore, the Action Plan will implement the policies and measures specified in the Several Measures on Leveraging Executive Search Agencies in Talent Introduction and Intelligence Integration to Form a Specialized and International Human Resources Market (Trial), also known as the Ten Measures on Leveraging Executive Search Agencies. The Action Plan will encourage HR service institutions to prioritize the provision of professional and standardized talent information and supply-demand matching services. Specifically, these services will be focused on supporting initiatives related to building Beijing into an international center for innovation, the development of key projects in the "Two Zones", and major industries in the city. As per relevant policies, the institutions offering these services will be eligible to receive financial rewards.
(IX) Establish an industrial environment for collaboration involving HR services. The Action Plan will maintain its unwavering focus on delivering services to the real economy. A key objective is to establish a regular communication platform that connects key industrial enterprises with HR service institutions. The Action Plan emphasizes the establishment of cooperative relationships between Beijing's districts and their key industrial parks and entrepreneurship parks, building on unique regional characteristics. Together, they will extend their range of services by creating HR service functional areas and HR service industrial parks. These collaborative efforts, carried out at the forefront of the districts, encompass providing services such as monitoring employment demands, ensuring job opportunities, and facilitating the introduction and cultivation of talented individuals, and are designed for the coordinated development of various business forms.
(X) Support the collaborative advancement of regional HR markets. The Action Plan seeks to promote the involvement of HR service institutions in supporting the development of the HR market in the western and northeastern regions of China. Furthermore, the Action Plan places emphasis on the rural revitalization strategy. In line with this focus, a series of services will be provided, including targeted recruitment, supply-demand matching, skill training, and collaboration with labor service brands. These efforts aim to uplift the ecological conservation areas within the city. Furthermore, the Action Plan will provide support for the establishment of HR service industrial parks through collaborative efforts within the Beijing-Tianjin-Hebei Region. These parks aim to facilitate the rational circulation of human resources across different regions.
IV. Establish a Three-level Industrial Park System and Enhance Cluster-based Development Platforms
(XI) Refine industrial parks' functional arrangements. The Action Plan aims to establish national, municipal, and district-level systems for HR service industrial parks with high standards. By 2025, the Action Plan aims to establish a number of five to ten distinct national and municipal-level HR service industrial parks. Additionally, regular assessments and summaries will be conducted to monitor the progress and development of HR service industrial parks and enhance the utilization of their achievements.
(XII) Enhance platform functions. The Action Plan is designed to incentivize and provide support to eligible HR service industrial parks in the establishment of training bases and public service demonstration platforms for SMEs. The focus is on enhancing the parks' capabilities of serving as comprehensive HR service hubs and platforms for industrial development.
(XIII) Deepen exchanges and collaboration. The Action Plan is committed to encouraging HR service industrial parks to participate in various activities organized by industrial associations and alliances at different levels. In addition, the Action Plan strives to establish a collaborative platform for development that facilitates learning from and exchanging ideas with HR service industrial parks in other cities and provinces of China.
(XIV) Utilize and optimize land resources with efficiency. By optimizing the arrangement of geographic locations of HR service industrial parks, the Action Plan aims to promote a seamless integration between the HR services sector and advanced manufacturing, effectively strengthening the core competency of talent-centric capabilities within the manufacturing industry. The Action Plan also prioritizes the efficient utilization of idle land and space resources. To support eligible projects dedicated to developing HR service industrial parks, the Action Plan offers financial support through the fixed-asset investment subsidies provided by the People's Government of Beijing Municipality. This support is specifically aimed at renovating and repurposing old factories, underutilized buildings, and other existing space resources.
V. Leverage Digital Technology and Strengthen Innovative Driving Force
(XV) Improve industrial digitalization. The Action Plan is determined to facilitate the seamless integration of digital technology with HR management services. To realize this aim, several intelligent measures will be implemented, including person-post matching, assessments of HR quality, and strategic HR planning to explore novel areas for development. Through these measures, the Action Plan seeks to identify new areas for development and innovation. The Action Plan is committed to providing assistance to digital projects within the HR service industry and facilitating the establishment of comprehensive digital platforms by leading enterprises. The primary objective is to enhance the coordination of systems and strengthen intelligent decision-making and service capabilities through the utilization of data-driven insights.
(XVI) Encourage the growth of new business forms and models. The action plan is focused on strengthening the sharing of resources, including data, products, and content, among enterprises engaged in HR service platforms. The Action Plan is dedicated to strengthening the application of the sharing economy within the HR service industry. Its primary focus is to support innovation in service delivery and provide efficient services for enterprises engaging in employee sharing, as well as part-time and flexible employment for workers.
(XVII) Facilitate enterprises to play a more vital role in making innovation. The Action Plan is focused on providing support for the development of HR service enterprises that possess independent innovation capabilities and comprehensive strengths in innovation. To achieve this, the Action Plan includes organizing thematic training sessions and assisting eligible businesses in obtaining accreditation as technology-driven SMEs, Zhongguancun high-tech enterprises, or national-level high-tech enterprises. Accredited enterprises will enjoy preferential policies, such as tax reduction and exemption, as outlined in specific policies. Moreover, Beijing's districts are encouraged to provide financial rewards to these accredited enterprises.
(XVIII) Provide financial support to boost development. The Action Plan seeks to conduct comprehensive research to identify effective strategies for achieving high-quality digital innovation within HR service industrial parks. Simultaneously, it aims to develop targeted policies based on industrial classification to support these endeavors. Financial support will be provided to eligible projects focused on enhancing the digitalization of HR service industrial parks or establishing service platforms for various industries. The Action Plan is committed to supporting innovation in investment and financing modes. It aims to encourage project implementers to explore a wide range of financial tools for facilitating non-governmental investments in digital innovation projects within human resources service industrial parks.
VI. Enhance International Exchanges and Cooperation to Improve Openness for Development
(XIX) Improve international trade of HR services. The Action Plan is dedicated to maximizing the utilization of national HR service industrial parks to effectively establish a national hub for providing services to overseas countries and regions. It aims to efficiently develop new service forms and models for foreign trade, ultimately fostering the creation of new international competencies within the HR service industry.
(XX) Leverage HR services to optimize trade settlement methods. The Action Plan is dedicated to utilizing HR services to enhance the facilitation of foreign exchange settlements in trade transactions. Supported by the national HR service base specializing in services for overseas countries and regions, the Action Plan aims to encourage proactive recommendations from relevant banks for eligible top-tier enterprises to participate in the pilot program for foreign exchange receipts and payments facilitation in the trading sector. Additionally, the Action Plan intends to assist these banks in providing high-quality and convenient foreign exchange services to eligible enterprises.
(XXI) Foster international exchanges and cooperation. The Action Plan aims to incentivize eligible for-profit HR service institutions to establish branches in countries along the Belt and Road. Institutions that have been included in the overseas investment filing management system by competent commercial departments will have the opportunity to receive direct subsidies for their overseas investments. The Action Plan aims to facilitate the inclusion of a greater number of HR service institutions in the "InvestGo" platform for enterprises in Beijing. This approach enables these institutions to effectively provide international, market-oriented, and professional human resources services to enterprises in the city. The Action Plan aims to incentivize financial institutions to offer financial support to enterprises involved in the international trade of HR services. Additionally, these financial institutions are encouraged to facilitate credit services for the overseas branches of these enterprises.
(XXII) Elevate the global competency of HR services. The Action Plan is dedicated to supporting enterprises, industrial associations, and industrial parks engaged in Action Plan services to become members of various international organizations, such as the Global Alliance for Trade in Services and the World Employment Confederation. Additionally, the Action Plan aims to facilitate the organization of world-class and national summits or forums in Beijing to foster collaboration and recognition within the HR service industry.
VII. Strengthen development factors to lay a solid foundation for industrial advancement
(XXIII) Build a more professional talent-centered team. The Action Plan is committed to supporting professionals engaged in HR services to pursue professional titles and attain vocational skills level certifications through examinations. Additionally, the Action Plan aims to enhance policy publicity, streamline application channels, and improve examination and evaluation services for professionals in the field. The Action Plan aims to offer continuing education opportunities for professionals engaged in the field of HR services. This includes incorporating their educational needs into knowledge update projects designed for professionals and technical talent. In addition, the Action Plan aims to provide relevant support for enterprises involved in HR services to establish postdoctoral research workstations or innovation bases.
(XXIV) Optimize statistical monitoring systems. The Action Plan, under the unified guidance of the Ministry of HR and Social Security of the People's Republic of China, is dedicated to enhancing and optimizing statistical monitoring in the industry. It aims to strengthen the organization, supervision, and management of statistical monitoring while defining the major responsibilities of human resources service institutions. These efforts aim to ensure statistics are accurate, scientific, and timely.
(XXV) Establish and complete integrity systems with defined standards. The Action Plan aims to assist HR service institutions in establishing integrity systems and enhancing integrity records for relevant entities. Additionally, the Action Plan encourages institutions to actively engage in integrity services while making efforts to amend and publicize regional standards.
VIII. Standardize Market Operations to Create a Good Market Environment
(XXVI) Optimize supervision efficiency. The Action Plan aims to support the reform efforts focused on streamlining administration, delegating power, improving regulations, and upgrading services within the HR service industry. It aims to implement licensing, filing, and reporting procedures in accordance with relevant laws. The Action Plan also introduces the notification-commitment system and implements innovative regulations that cover both in-process and after-the-fact aspects. Additionally, it establishes the "6+4" integrated comprehensive supervision system, comprising six fundamental regulations and four scenario-oriented measures, to effectively regulate for-profit HR service institutions.
(XXVII) Establish guidelines for market order. The Action Plan maintains a dedicated focus on implementing special measures to manage and rectify the HR market. These efforts include bolstering information security protection, removing unjustifiable restrictions and discriminatory practices that lead to unequal employment, and rigorously cracking down on violations of laws and regulations that undermine the rights and interests of employees. The Action Plan is designed to enhance regular supervision and promote the orderly operation of the HR market. It aims to enforce regulations and address violations, such as unlawful retention and management of migrants' personal archives and improper collection of management fees. Additionally, the Action Plan focuses on establishing comprehensive reporting, complaint, and investigation mechanisms to cultivate a healthy and efficient market environment. The Action Plan entails the implementation of regulatory measures such as "double randomness and timely public disclosure" (which involves the random selection of entities for inspection, assigning law enforcement inspectors in a random manner, and promptly sharing inspection findings and outcomes with the public). It also includes the publication of annual reports. Additionally, the Action Plan emphasizes strict penalties for illegal labor intermediaries and the standardization of HR services, specifically concerning online recruitment, labor dispatch, HR service outsourcing, and online training. The Action Plan aims to establish and foster the growth of associations and societies within the HR industry. It seeks to empower these organizations to take the lead in the industry through self-management and coordination capabilities.
(XXVIII) Enhance publicity and guidance. The Action Plan aims to provide support for media publicity with a particular emphasis on major events within the HR industry. These include thematic activities held at the China International Fair for Trade in Services, the National Conference on the Development of Human Resources Services, and the Beijing-Tianjin-Hebei Region Human Resources Service Standards Competition. In addition, the Action Plan is committed to actively publicizing and promoting the positive accomplishments achieved by HR service enterprises in Beijing. These achievements include the contributions to employment and entrepreneurship support, optimizing talent allocation, and providing services for high-quality development. By highlighting these successes, the Action Plan aims to create a favorable environment that emphasizes the significance, attention, and support given by society and the general public to the growth of the HR service sector.
