The Guidelines is formulated for accelerating the development of the International Center for Science and Technology Innovation in Beijing, and Zhongguancun Science Park into a globally-leading technology park, fully leveraging technology enterprise incubators to promote the commercialization of technological achievements, facilitate entrepreneurship based on key and core technologies, serve the advancement of high-end, sophisticated and cutting-edge industries, etc., to develop an open innovation ecosystem of global significance.
01 General Guidelines
The general guidelines contain guiding principles, basic principles and development objectives.
Guiding Principles
Following the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Guidelines seeks to further the implementation of innovation-driven development strategies. Targeting the innovative development of technology enterprise incubators, it aims to make efforts to improve incubation efficiency, strengthening connections and collaboration across the entire industry chains covering technological innovation, commercialization and incubation, enterprise cultivation, and industrial agglomeration, and accelerating the establishment of an entrepreneurial incubation system seamlessly integrating innovation with industrial development.
Basic Principles
Focusing on advanced sectors to improve paradigms; empowering industries and conducting coordinated planning; connecting the rest of the world and embracing openness and coordination; and adhering to the market-oriented principle under the guidance of the government.
Development Objectives
To establish a tiered and well-connected entrepreneurial incubation system by the end of 2027 with benchmark incubators playing leading and demonstrative roles, municipal-level technology enterprise incubators serving as pillars, and other types of incubators fulfilling all other roles. In the process, the specialization, value creation, and internationalization of these incubators will be further improved to make Beijing a global hub for key and core technology innovation and entrepreneurship.
02 Leveraging the important supporting role of incubators for the development of high-end, sophisticated and cutting-edge industries
Five measures are proposed as follows.
I. Advanced and in-depth incubation with emphasis on cutting-edge technologies around the world
Support will be provided to facilitate the cooperation of incubators with national strategic scientific and technological strengths and leading scientists, as well as the discovery and cultivation of entrepreneurial projects in the early stages. This measure also encourages the active participation of national laboratories and new-type R&D institutions to continuously explore new domains and development paths.
II. Enhancing the pivotal roles of incubators in the innovation ecosystem of high-end, sophisticated and cutting-edge industries
Focusing on key industrial sectors, efforts will be made to systematically organize top-tier incubators. Incubators are encouraged to enhance their entrepreneurial efficiency to expedite the incubation of numerous national-level high-tech enterprises and other key and core technology enterprises.
III. Supporting leading enterprises in accelerating the establishment of an industrial ecosystem through incubation
Leading enterprises are encouraged to establish potent industrial incubators for upstream and downstream enterprises of the industry chains of specific domains. Support will be provided for collaboration between enterprises and incubators and integrate innovation among large, medium, and small-sized enterprises.
IV. Encouraging social capitals to contribute to incubation
Incubators are encouraged to establish early-stage funds in conjunction with social capitals, while social capitals are encouraged to contribute to the establishment of incubators and the development of financial products like hard and core technology entrepreneurship loans, to effectively expand financing channels for hard and core technology enterprises.
V. Facilitating in-depth cooperation between incubators and industrial parks
Incubators, accelerators, and specialized industrial parks will be supported to work together to establish funds and innovative service platforms to create an efficient and seamless integrated cooperation mechanism covering incubation, acceleration and industrialization.
03 Further enhancing capacities of professional incubator services
Four measures are proposed as follows.
I. Strengthening industrial incubation services
Assistance will be provided to incubators to establish professional technical service platforms offering services for, such as, technology development and concept verification. Incubators are encouraged to cooperate with new infrastructure and provide resources including computing power.
II. Optimizing incubation services for entrepreneurial teams
Incubators are encouraged to leverage open-source communities and relevant platforms to attract young developers globally to promote entrepreneurship, and support will be forthcoming for the improvement of specialized capabilities in entrepreneurial support, financial consultations, and market matchmaking.
III. Improving the talent pool for incubation services
Talented individuals in a variety of domains are encouraged to engage in the incubation industry, contribute to the formation of a multi-level talent training system, establish post-doctoral research stations for capable incubators, and offer support to include professionals in the incubation service sector in the relevant talent plans and projects.
IV. Promoting institutional innovation
Incubators are encouraged to explore services-for-equity models, with the eligible incubators allowed to pilot the establishment of government service sites, installment of smart government service terminals, etc. Additional pilot reforms within eligible state-owned incubators will also be promoted.
04 Working hard to establish a new pattern of open business incubation synergy
Five measures are proposed as follows.
I. Enhancing the coordinated deployment of incubators based on regional features
All districts in Beijing are encouraged to deploy incubators for the technology enterprises that are service-oriented independently, jointly, through entrusted operation models, etc.
II. Exploring a new incubation model for community-based incubation services
The incubation capabilities of entrepreneurial landmarks and unique sci-tech innovation communities will be improved. Eligible districts are encouraged to establish incubators within high-quality talent communities.
III. Reinforcing collaborative incubation with the Beijing-Tianjin-Hebei region
Support will be provided for the collaborative cultivation of early-stage projects by incubators in the Beijing-Tianjin-Hebei region. Incubators outside Beijing will also receive support for settling in the city to bolster collaborative incubation efforts across the three administrative divisions, to forge a new framework for cross-regional incubation allowing continuous industrial development.
IV. Making good use of global resources
Renowned incubators around the globe are encouraged to choose Beijing as their destination. Efforts will be made to explore the establishment of incubators in the comprehensive bonded zones, encourage local incubators to organize overseas incubation platforms and expedite their advancement in the global innovation and incubation network.
V. Enhancing the global influence of entrepreneurship incubation
The influence of the World Leading Incubator Forum of ZGC Forum will be further enhanced, with additional efforts to support diverse innovative entities seeking to host innovation and entrepreneurship events and attract more high-quality domestic and international projects to Beijing.
05 Support Measures
Four measures are proposed as follows.
I. Strengthening organizational leadership
A municipal-level coordination mechanism, designed to clarify the roles and responsibilities of districts and different department levels, will be established.
II. Offering better policy support
National backing will be sought to enhance the municipal policy system and implement support policies in the districts.
III. Reinforcing supervision and evaluation
A statistical system for the entire incubation industry will be established along with an online service platform and efficient follow-up services.
IV. Conducting stronger publicity and guidance
The culture of innovation and entrepreneurship will be promoted to create a favorable environment for innovation and entrepreneurship.
