With the principle of pursuing data-driven, open and innovative, application-oriented, and safe development, the Action Plan puts forward 22 reform measures in six aspects based on thorough discussions, aiming to build a data-driven highland for the development of the full industrial chain of digital economy. Specifically:
I. Speeding up the adoption of data as an important factor in production.
Beijing will promote the standardization of data collection and processing, establish a digital economy standards committee, implement classified and graded management of data, carry out pilot registration and evaluation of data assets, build a registration center for data assets, and explore ways to include data assets into the asset management system.
II. Advancing reform progress in market-oriented allocation of production factors.
Beijing will actively boost the opening up of value-added telecommunication services and continuously promote big data opening and sharing. Beijing will facilitate the prosperous and healthy development of data trading and take steps to complete the market-based operating system covering the evaluation, registration and settlement, trading promotion, and disputes arbitration of data assets, and perfect the cross-border data flow services.
III. Creating new strengths of digital technologies.
Beijing will concentrate on making progress in key and core technologies in the fields of high-end chips, AI, key software, and blockchain, as well as future cutting-edge technologies such as 6G, future networks, brain-inspired intelligence, and quantum computing. Beijing will attract open-source projects and organizations from home and abroad to settle in the city to form a diversified digital technology innovation ecosystem underpinned by public platforms, underlying technologies, and leading enterprises.
IV. Empowering the innovative development of major industries.
Beijing will accelerate the scientific and technological R&D and the development of the knowledge industry, promote the integrated development of Industrial Internet and Blockchain, and issue policies to provide incentives and insurance subsidies for the application of the first version of industrial softwares and infrastructure softwares. Beijing will boost the development of smart networking, digital health, digital finance, smart city, and other industries.
V. Enhancing the governance of digital economy.
Beijing will enhance the security system of digital economy and set up a security evaluation mechanism to improve the security protection capability of key information infrastructures. The city will also promote the industrialization of privacy computing technology and explore to build up an international open-source community. Beijing will complete the enterprise compliance system and guide the sound development of platform economy. Beijing will explore the application of regulatory sandbox and promote the development of Web 3.0 demonstration zones.
VI. Providing greater support for the development of digital economy.
Beijing will encourage eligible market entities to participate in the investment, establishment, and operation of digital infrastructures and support them in actively applying to become pilots for National New-Type Internet Exchange Points. Beijing will improve business environment for digital economy and support the establishment of digital economy venture capital and industrial development funds. Beijing will focus on talent cultivation in the digital industry and introduce leading talent in the digital economy to the city. Data intellectual property protection projects will be carried out to establish the concept of inclusive and prudent supervision and fault tolerance for the whole industrial chain of digital economy.
