Several Policies and Measures of Beijing Municipality on Accelerating the Development of Information Technology Application and Innovation Industry Hub

The policies and measures outlined below have been specifically formulated to implement Beijing's development plan for high-grade, precision, and advanced industries during the 14th Five-Year Plan. Their primary objective is to drive technological breakthroughs, deepen industrial applications, accelerate the cultivation and concentration of high-quality enterprises, enhance and optimize the industrial ecology, and speed up the development of a hub for information technology application and innovation (IT application and innovation for short).

I. Enhance the ecosystem of technological innovation. This document aims to assist enterprises in the integrated circuit and basic software industries in establishing innovation consortiums. The goal is to optimize their application ecosystem, facilitate technology iteration, and include key projects in the program aimed at laying a solid foundation for industrial development in Beijing. To boost the growth of cloud computing and blockchain, we will accelerate strategic path planning. Various mechanisms will be employed to enhance research and development (R&D) in these technologies. One such mechanism is the "Open Competition Mechanism and Selection of the Best Projects". It involves conducting open competitions where enterprises can choose projects and create project implementation plans. The overseeing department evaluates the project proposals, selects the best project, and enters into a formal agreement with the chosen project entity by signing a project task document. Another mechanism is the "Horse Racing" approach. This involves supporting multiple R&D teams focusing on different technical fields. The aim is to achieve breakthroughs in major tasks that carry significance and high risks during the R&D process. It also targets key tasks that require timely achievements within specific timeframes. Furthermore, this document strives to establish a comprehensive technological ecosystem based on IT application and innovation in the cloud and blockchain domains. It aims to foster innovation among enterprises by integrating IT application, innovation, and AI. The ultimate objective is to enhance the intelligent capabilities of products in IT application and innovation.

II. Foster the open source and open models. This document aims to foster the active participation of Beijing's enterprises in international open-source projects, encouraging them to contribute to the global open-source community. It welcomes both domestic and international open-source organizations to establish their presence in Beijing, offering opportunities for financial support to their public open-source platforms within the city. The primary objective is to provide enhanced support for incubating open-source projects and facilitating the formation of clusters that nurture open-source enterprises. Furthermore, an evaluation and incentive mechanism based on open-source contributions will be established. Exceptional open-source projects, along with talented individuals, will have the chance to apply for the Beijing Science and Technology Award.

III. Create benchmarks for the industry. This document aims to inspire enterprises in Beijing to proactively devise solutions, tackle challenges, and validate the outcomes through collaborative partnerships with key industry stakeholders. These industrial sectors encompass finance, energy, transportation, security, education, and healthcare. Outstanding solutions that effectively address the specific needs of key industry application scenarios, achieving successful implementation, will be eligible for a maximum reward of CNY 30 million as an incentive for the first solution. This proportional reward will be granted based on the actual procurement amount allocated to IT application and innovation, excluding hardware components.

IV. Strengthen industrial standard formulation. This document aims to drive the establishment of standards for IT application and innovation. Enterprises and institutions operating in key industries such as finance, energy, transportation, security, education, and healthcare are encouraged to pioneer models based on typical industrial application scenarios. Through collaborative efforts, these entities will work toward the development of group standards and local standards, with the ultimate goal of formulating national standards. To further promote the adoption of IT application and innovation standards, enterprises that actively implement these standards in the initial phase will be rewarded. Each eligible enterprise stands to receive a maximum reward of CNY 500,000, while the cumulative reward for a single standard shall not exceed CNY 5 million.

V. Further industrial promotion and application. This document aims to promote open-source software and IT application and innovation products in the development of smart city projects in Beijing and provide financial support to major projects that facilitate application scenarios for key industries and drive the adoption of IT application and innovation standards. Eligible entities involved in these endeavors can receive relevant financial support, capped at a maximum of CNY 10 million. For generic industrial adaptation platforms operating within Beijing, a maximum financial support of CNY 5 million will be granted based on their product adaptation, as well as the promotion and implementation of their solutions. Moreover, exceptional industrial solutions will be selected for recommendation and exhibition at the National Information Technology Application and Innovation Exhibition Center.

VI. Spare no effort to introduce more R&D centers. This document aims to foster the establishment of software R&D centers in Beijing by globally renowned institutions and enterprises and the top 100 software enterprises in China. To facilitate this, the city will endeavor to formulate a comprehensive mechanism for introducing R&D centers, taking into account various evaluation criteria such as investment intensity. These R&D centers will be actively encouraged to participate in programs aimed at laying a solid foundation for industrial development in Beijing. Additionally, they will be empowered to address significant challenges that arise during the development of the IT application and innovation industrial ecology. 

VII. Advance the development level of the industrial park to new heights. The Beijing Economic-Technological Development Area Information Innovation Park will provide a five-year reduction or exemption on rent to newly established national key laboratories, innovative R&D institutions, and major industries' adaptation platforms that meet specific criteria regarding employee numbers or proportions. Furthermore, enterprises, institutions, or individuals within the industrial parks will have the opportunity to receive rewards from the Beijing Economic-Technological Development Area for their contributions to the local economy. Additionally, relevant measures will be implemented to step up the construction of supporting facilities in the park.

VIII. Expand financial support channels. This document aims to facilitate financial institutions in offering R&D loans for projects focusing on the software of IT applications and innovation. It aims to provide loans with discounted interest to major projects for a maximum period of three years. Enterprises will be actively encouraged to take advantage of pilot policies such as annexation loans and talent-centered loans. Moreover, the document emphasizes the importance of increasing the proportion of annexation loans obtained by borrowers. Additionally, it proposes the establishment of an IT application and innovation industrial fund. This fund will serve as a nurturing ground for the incubation and growth of specialized, high-grade, and innovation-driven businesses that provide distinctive products or services and "little giant" enterprises operating at the upstream and downstream segments of the IT application and innovation industrial chain.

IX. Promote stock exchange listing opportunities for IT application and innovation enterprises. This document aims to streamline the process of stock exchange listing for specialized, high-grade, and innovation-driven businesses that provide distinctive products or services, as well as "little giant" enterprises involved in IT application and innovation. The aim is to accelerate the formulation of an IT application and innovation sector. To achieve this, enterprises engaged in IT application and innovation will receive subsidies from both the municipal and district levels when they are listed on trading markets such as the Beijing Stock Exchange. The subsidy provided by the district-level authorities will not be less than that of the municipal level. Furthermore, the document encourages financial institutions to participate in a pilot project that combines fundraising and loan support. This measure will enable them to offer financing support to enterprises engaged in IT application and innovation.

X. Establish talent teams for IT application and innovation. This document aims to foster the development of exceptional engineers in the field of IT application and innovation. It follows a systematic method to build teams of talented individuals in batches and at different levels. In accordance with relevant policies, the document will offer an expanded range of services related to talent introduction, housing support, school admissions for children, and healthcare provisions. The primary objective is to promote the cultivation of practical talented minds in IT application and innovation. To achieve this, it encourages the establishment of talent training bases that integrate industry and education. Furthermore, it encourages relevant enterprises and public institutions to create specialized courses that focus on the technological aspects and applications within the IT application and innovation industry.
