Beijing Municipal Human Resources and Social Security Bureau has the following as its main responsibilities.

I. Implementing the laws, regulations and policies of the state on human resources and social security, drawing up the drafts of local laws and regulations and government regulations of Beijing Municipality. Drawing up plans for the development of human resources and social security undertakings, and organizing the implementation, supervision and inspection thereof.

II. Formulating the plans for the development of the human resources market and the policies for the flow of human resources of Beijing Municipality and organizing the implementation thereof, establishing a unified and standardized human resources market and administering it according to the law, and promoting the rational flow and effective allocation of human resources.

III. Being responsible for promoting employment in Beijing Municipality. Drawing up the plan for coordinating urban and rural employment development, improving the public employment service system, working in conjunction with relevant authorities to formulate policies to promote employment and entrepreneurship, formulating employment assistance policies for groups with employment difficulties, and organizing the formulation of policies for the development and administration of public welfare positions. Formulating and implementing the vocational qualification system and relevant policies on evaluation of vocational skill levels, and planning and establishing a vocational training system for urban and rural workers. Taking the lead in formulating employment policies for college and university graduates and working in conjunction with relevant authorities to develop policies for training and incentivizing skilled talents.

IV. Making overall planning of and establishing a social security system covering old-age care, unemployment and work-related injuries in urban and rural areas. Drawing up policies and standards for urban and rural social insurance and supplementary insurance in Beijing and organizing the implementation thereof. Working out the social insurance and supplementary insurance fund management and supervision systems in conjunction with relevant authorities, and participating in the formulation of the municipal social security fund investment policies.

V. Being responsible for making forecasts, giving early warnings on the situation of employment, unemployment and social insurance funds, and guiding the release of relevant information, formulating response programs, implementing prevention, adjustment and control measures, and maintaining a stable employment situation and overall balance of income and expenditure of social insurance funds. 

VI. Being responsible for the organization and implementation of the relevant policies on salaries, allowances, subsidies, bonuses and welfare of the civil servants in Beijing Municipality. Being responsible for the comprehensive administration of the salaries and benefits of the employees of public institutions and the reform of the distribution system thereof. Formulating the policies on salaries, allowances, subsidies, bonuses, welfare, etc. for the employees of public institutions and organizing the implementation thereof. Studying and establishing the mechanism of normal salary increase and payment guarantee for the employees of enterprises and public institutions. Drawing up the policies for the retirement of the employees of public institutions and organizing the implementation thereof.

VII. Guiding the reform of the personnel system of the public institutions of Beijing Municipality in conjunction with relevant authorities and formulating the personnel management policies for public institutions. Establishing policies on the administration and continuing education of professional technical personnel, and taking the lead in deepening the reform of the professional title system. Improving the postdoctoral administration system. Studying and formulating the detailed rules for the administration and implementation and the operating specifications for point-based household registration system, and organizing the implementation thereof. Formulating policies, plans and administrative measures for foreigners to come to work in Beijing and guiding the implementation thereof.

VIII. Working out the comprehensive policies and plans of Beijing Municipality for the work related to migrant workers in conjunction with relevant authorities, promoting the implementation of relevant policies for migrant workers, coordinating and solving key and difficult issues, and safeguarding the legitimate rights and interests of migrant workers.

IX. Making overall planning of and preparing the policies for labor relations and the mediation and arbitration systems for labor disputes of Beijing Municipality, and improving the coordination mechanism of labor relations. Drawing up macro-control policies for the distribution of wages and incomes of employees in enterprises, the policies for eradicating the illegal use of child labor and special labor protection policies for women workers and underage workers, organizing the implementation of labor security supervision, coordinating the work related to the protection for the legal rights of the workers, and investigating and dealing with relevant major cases according to the law.

X. Completing other tasks assigned by the municipal Party committee and the municipal government.

XI. Division of responsibilities with the municipal medical insurance bureau. The municipal human resources and social security bureau shall make overall coordination of the issuance, application and administration of the social security cards in Beijing Municipality; the municipal medical insurance bureau shall be responsible for formulating the standards and specifications for the use and administration of social security cards in the area of medical security, and do a good job in administration in conjunction with the municipal human resources and social security bureau. In the meantime, telephone consultation services for basic medical insurance and maternity insurance policies shall be integrated into the consultation service platform of the municipal human resources and social security bureau, and the municipal medical insurance bureau shall be responsible for the training on related policies and handling public opinions, suggestions, complaints and reports. The two authorities shall establish a working mechanism and do a good job in information sharing and policy coordination.
