Eligible Applicants

1. An eligible applicant must be aged 18 or older and in good health with no criminal record. He/she must have an employer in the Chinese mainland and the professional skills or expertise necessary to perform the work.

2. The work performed by the applicant must serve China's economic and social development, and there must be a high demand for the corresponding professionals who are in short supply.

3. Where existing laws or regulations provide otherwise for the employment of foreign nationals in China, such provisions shall prevail.

4. French interns may be selected from students of Chinese or French universities and vocational and technical schools, and those who have graduated within one year. French students currently studying in China may apply for internship programs without having to return to France.

An eligible German intern must have each completed a minimum of four semesters of study at a Chinese or German university or vocational or technical school, or has graduated within one year and be aged 18 to 35. His/her internship program must be relevant to his/her degree or qualification.

Interns from Singapore must be full-time students of public tertiary institutions (including universities and polytechnics) or have graduated from such institutions within one year when applying for visas under the Agreement Between the Government of the People's Republic of China and the Government of the Republic of Singapore on Youth Interns Exchange Scheme. Youths eligible to participate in the China-Singapore Youth Interns Exchange Scheme must be citizens of Singapore and have never participated in the scheme when applying.


I. For an applicant to participate in an internship program lasting for no more than 90 days (apply via the "Short-term Foreigner's Work Permit" section of the Service System for Foreigners Working in China)

1. An Application Form for Foreigner's Work Permit, which shall be completed online, printed out (may be photocopied or faxed), stamped with the official seal of the employer or the department authorized by the employer, and then uploaded to the system. The original version is required (one electronic copy). The official seal of the employer includes the common seal and official seal for foreign affairs, human resources, or labor contracts previously authorized and recorded in the system.

2. An internship contract, which must be in Chinese without alteration. The original version will be required (one electronic copy). The contract must adhere to all applicable Chinese laws and regulations and include, without being limited to, the clauses below:

a. Duties specified in accordance with the intern's competencies, training objectives, or vocational goals;

b. A clear description of the intern's duties;

c. Internship period;

d. Maximum weekly working hours for the intern (the sum of working hours and overtime hours must not exceed the maximum);

e. Amounts and methods of payment of internship stipends and overtime allowances (if applicable);

f. Benefits available to interns (if applicable);

g. Insurance coverage for the internship program;

h. Duties of the internship supervisor;

i. Methods to suspend or terminate the internship program;

j. Conditions under which the intern may be absent;

k. Internal regulations of the employer to be observed by the intern (the due diligence and the observance of confidentiality clauses, in particular).

3. An internship confirmation letter. French interns must obtain their confirmation letters from the Cooperation and Cultural Action Service (Service de Coopération et d'Action Culturelle, SCAC) of the Embassy of France in China. German interns must obtain their confirmation letters from German Industry and Commerce Ltd. (including its branches in Beijing, Shanghai, and Guangzhou) under the German Chamber of Commerce and Industry (Deutsche Industrie- und Handelskammer, DIHK). Interns from Singapore should apply for confirmation letters from Business China through their educational institutions. The original version is required (one electronic copy) for each applicant.

4. Information page of the applicant's passport or any other international travel document. The original version is required (one electronic copy). Notice that the passport or the travel document must be valid for at least six months when applying.

5. A bare-headed, full-face photo of the applicant taken within six months. The digital photo (accepted format: JPG) must be taken against a white background and clearly show the face, with no frame. The file should be between 40KB and 120KB, 354-420 pixels in width and 472-560 pixels in height, in 24-bit true color. The original version is required (one electronic copy). Please avoid wearing accessories like hats or headscarves while taking the photo, and if such items are necessary for religious reasons, please ensure that the face remains fully visible.

6. Additional materials: Additional materials may be required by the authority accepting the application or the decision-making body based on the actual circumstances.


II. For an applicant to participate in an internship program lasting for more than 90 days but not more than six months (apply via the "Overseas Application for Foreigner's Work Permit" of the Service System for Foreigners Working in China, based on Term III for Category C) 

(I) Applying for a Notification Letter of Foreigner's Work Permit in the People's Republic of China before entering the Chinese mainland

1. An Application Form for Foreigner's Work Permit, which shall be completed online, printed out (may be photocopied or faxed), stamped with the official seal of the employer or the department authorized by the employer, and then uploaded to the system. The original version is required (one electronic copy). The official seal of the employer includes the common seal and official seal for foreign affairs, human resources, or labor contracts previously authorized and recorded in the system.

A Certificate of Verification (The Physical Examination Record for Foreigner or Overseas Chinese), a Certificate of Health Examination issued by Chinese inspection and quarantine authorities, or a physical examination certificate from an overseas medical institution recognized by the Chinese inspection and quarantine authorities and issued in the last six months will be required. Note: For a list of overseas medical institutions recognized by the Chinese inspection and quarantine authorities, please see the website of your local Chinese embassy or consulate. Applicants may use the commitment system before entry (the employer will upload a health commitment letter), with a Certificate of Verification (The Physical Examination Record for Foreigner or Overseas Chinese) or a Certificate of Health Examination issued by the Chinese inspection and quarantine authorities to be provided after arrival when applying for work permits. The original version will be required (one hard copy and one electronic copy).

7. Certificate of No Criminal Record. A Certificate of No Criminal Record must be obtained within the last six months from authorities such as police stations, security organs, or courts in the applicant's home country or place of residence and certified by a local Chinese embassy or consulate or a foreign embassy or consulate in China. The original version will be required (one hard copy and one electronic copy). Note: Sworn statements made by the applicant shall not be considered valid; non-criminal records issued by diplomatic authorities or a foreign embassy or consulate in China can be accepted without requiring further certification.

8. Additional materials: Additional materials may be required by the authority accepting the application or the decision-making body.

(II) Applying for a Foreigner's Work Permits after entering China

1. A current visa or valid residence permit. Pages of the passport (or international travel document) containing visas, entry seals, or information concerning residence permits are required. The original version will be required (one hard copy and one electronic copy). Except for special circumstances such as the loss of the original passport, the passport must match the one used to apply for the Notification Letter of Foreigner's Work Permit in the People's Republic of China.

2. Physical examination certificates. The original version of a Certificate of Verification (The Physical Examination Record for Foreigner or Overseas Chinese) or a Certificate of Health Examination issued by the Chinese inspection and quarantine authorities in the last six months will be required (one hard copy and one electronic copy). Note: It should be provided if not doing so when applying for the Notification Letter of Foreigner's Work Permit in the People's Republic of China.

3. Additional materials: Additional materials may be required by the authority accepting the application or the decision-making body.


1. All materials in a language other than Chinese must be accompanied by a Chinese translation and stamped with the employer's official seal (except for passports and other international travel documents). Should the authority accepting the application or the decision-making body find significant discrepancies between the original materials and the translations, they may request a revised version from the employer.

2. All original hard copies of the materials must be uploaded electronically in color to the online processing system together with the Chinese translations.

3. The Acceptance Notification for Foreigners Working in the People's Republic of China is processed online. For an internship of up to 90 days, the applicants do not need to apply for a Foreigner's Work Permit after arriving in China. Individuals for an internship between 90 days to six months must apply for the Foreigner's Work Permit after arriving in China. After passing the online pre-examination, you can make an appointment in the system and choose to apply for both the work permit and residence permit concurrently. All the original materials must be presented for verification during on-site application for the Acceptance Notification for Foreigners Working in the People's Republic of China and Foreigner's Work Permit.

1. The internship agreement must not exceed six months.

2. After completing the internship, applicants may not apply for an extension of the Foreigner's Work Permit with the word of 'internship' added.

Effective from November 7, 2023, foreign nationals applying for a work permit are required to submit official documents such as non criminal record in accordance with the Service Guidance on Application for Foreigner's Work Permit in China (Interim) (Wai Zhuan Fa [2017] No. 36). They only need to apply for additional certificates issued by the competent authorities of the contracting parties to the Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents (Apostille Convention) that comply with the provisions of the Convention, and do not need to obtain a consular authentication from China or foreign embassies or consulates in China (For further details, please refer to CS.MFA.GOV.CN) .
