Beijing Enhances "Beijing Services"  to Boost Investment and  Quality of Life for Foreigners

The People's Government of Beijing Municipality recently released the Key Points for Enhancing Beijing's Business Environment in 2024, detailing the important objectives for this year.

To foster a free and convenient environment for investment and trade, the International Web Portal of Beijing will continuously enrich its content. Authoritative channels will be established to release foreign-related information, featuring policies pertaining to investment access, financial support, industry assistance, tax incentives, and more. Additionally, 20 integrated services tailored to specific scenarios, such as company establishment, capital input, and increase of registered capital, will be offered, providing foreign nationals and foreign-funded enterprises with one-stop and full-cycle online services. Efforts will also be directed towards further refining the service mechanism for foreign-funded enterprises, improving the roundtable conference system, and setting up a "first-contact responsibility system", thereby achieving the "closed-loop" management of demand collection, case assignment, case handling, and feedback for foreign-funded enterprises.

To enhance government services, Beijing will expand its range of convenient service channels. All government service halls at both municipal and district levels are required to establish 24-hour self-service areas. The service scope of the "Jingtong" mini-program will be expanded to include over 200 government service items. Additionally, to assist foreigners living and traveling in Beijing, the city will publish a service guide specifically tailored for them. Beijing will also expedite the compilation of the Guide for Foreigners Visiting Beijing. Furthermore, multilingual signage and guide facilities in scenic areas, airports, hotels, shopping centers, and other venues alike will be enhanced to ensure that visitors can easily navigate and access vital information.

To foster an open and inclusive cultural environment, the emphasis will be on improving service quality for talented individuals. The specific efforts involve the establishment of "one-stop" service windows for talented foreigners, which promote streamlined procedures for handling cases concerning work permits, residence permits, visas, permanent residency, etc. Additionally, in constructing a comprehensive enterprise service system, inclusive services provided via the "12345" enterprise service hotline, precise services of tailored "service packages" for enterprises, and effective services via the small and medium-sized enterprise service platforms will be bound closely.

To create a more livable city, the focus of Beijing this year is on improving services, like flight boarding procedures and baggage check-in services of Beijing Daxing International Airport at key railway stations, which aim to make transfers between the airport and railway stations smoother. To enhance the convenience of payment services, major commercial areas, tourist spots, entertainment venues, hotels, and other venues alike are encouraged to support multiple payment methods such as mobile payments, bank card payments, and cash payments, aiming to safeguard the rights of both businesses and individuals to choose their preferred payment methods.
