According to a recent announcement by Beijing Municipal Administration for Market Regulation, Beijing has realized integrated processing of applications for setting up all types of business entities, both online and offline. This development signifies the full entry into the "e-startup era", where entrepreneurs can complete all business establishment procedures in a single day, through a single service window and via a unified online platform.
Over the years, the city has made continuous efforts to streamline the process of starting a business by reducing the processing time frame, simplifying procedures and lowering costs. In 2018, it reduced the time required to start a business from 24 days to 5 days. In 2019, it further accelerated the process from five days to one day. Now, Beijing Municipal Administration for Market Regulation has integrated all the procedures for starting businesses in the "E Chuang Tong" platform for enterprise registration in Beijing, and reduced the number of steps from seven to one. The administration now also offers a complimentary service to make official seals for new businesses.
To foster an easy and convenient business access environment, Beijing has also developed a new ecosystem of registration services through institutional innovation. The city has built the electronic business license into an online government service pass for various scenarios, with which market entities can handle issues in over 30 service scenarios at self-service terminals. In May 2023, Beijing was among the first in the nation to launch the specific section for electronic business licenses online. To date, the application of electronic business licenses in Beijing has reached 175 million times.
By integrating the licensing and approval systems of the market regulation authorities, Beijing has achieved "one-stop online processing" of licenses and qualifications for businesses in sectors of food, special equipment, measurement, inspection and testing, etc. Now, except for some special cases, Beijing Municipal Administration for Market Regulation offers all its governmental services online.
