Relieving Beijing of Functions Nonessential for the Capital
Relieving Beijing of Functions Nonessential for the Capital

Adhering to the principle of "relieving to advance", the efforts to relieve Beijing of functions nonessential for the capital have become more resolute and orderly. Strict control has been imposed on the incremental expansion of non-capital functions, with over 25,000 registration applications inconsistent with the city's strategic role as "Four Centers"—national political center, cultural center, international exchange hub, and scientific innovation hub—rejected. The share of newly established market entities in technology and commerce sectors rose from 40.7 percent in 2013 to 67.7 percent in 2024, expanding space for advanced and sophisticated industries. The special campaign for decongestion, renovation, and upgrading has been intensified, relocating and upgrading 104 general manufacturing enterprises in 2024. Outcomes of public service optimization included new university campuses like Phase II of Beijing Technology and Business University's Liangxiang Campus and new hospital branches such as Anzhen Hospital's Tongzhou facility. Urban planning advancements featured the refined functional layout of the city's core areas. The Beijing Central Axis was inscribed as UNESCO World Heritage, becoming a world-class cultural landmark of the capital.

Coordinated Development of Beijing's "Two New Wings"
Coordinated Development of Beijing's "Two New Wings"

Beijing solidified the development framework of its "Two New Wings" through coordinated initiatives. Xiong’an New Area, the "City of the Future", achieved remarkable progress with cumulative investment exceeding CNY 830 billion. It witnessed the rise of over 4,700 buildings and accelerated the deployment of comprehensive urban functions, public services, and commercial amenities, significantly enhancing its urban capacity. Beijing-supported projects like the "three schools and one hospital" (i.e., a kindergarten supported by Beihai Kindergarten, a primary school supported by Beijing Shijia Hutong Primary School, a secondary school supported by Beijing No.4 High School, and a general hospital supported by Xuanwu Hospital) have improved the region’s education and healthcare services, exemplified by the establishment of Beijing No.4 High School's Xiong’an Campus and Xiong’an Xuanwu Hospital's 200,000 patient visits. The Xiong’an Zhongguancun Science Park now hosts over 130 enterprises, while the Xiong’an Center of the Beijing-Tianjin-Hebei National Technology Innovation Center commenced operations, fostering an industrial clustering ecosystem. Beijing Municipal Administrative Center (BMC) redefined the millennium-old capital's urban landscape through key milestones: completing the second-phase relocation of municipal agencies, finalizing the main structure of the Transportation Hub, putting into operation Phase I of Renmin University's Tongzhou Campus, launching the Technological Innovation Center, and securing State Council’s approval for the National Green Development Demonstration Zone plan. Cultural vitality of the center continued to surge, with the Beijing Universal Resort recognized as a national nighttime cultural-tourism consumption hub, and the "Three Cultural Facilities" in Urban Green Heart attracting seven million visitors annually. Integration efforts in building a high-quality integrated development demonstration area covering Tongzhou and three county-level areas (i.e. Sanhe City, Dachang Hui Autonomous County, and Xianghe County) in Langfang, Hebei Province accelerated via the newly opened Changtong Road, full-scale construction of the Pinggu Line rail transit, and six investment fairs securing over 290 projects with pledged investments exceeding CNY 180 billion.

Synergy Between Beijing and Tianjin
Synergy Between Beijing and Tianjin

Beijing and Tianjin have amplified their "Dual-City Synergy" through coordinated efforts, with the Tianjin Binhai New Area strengthening its strategic role by implementing State Council policies to advance high-quality development and fostering differentiated yet coordinated growth of Xiong’an New Area and BMC. Joint initiatives expanded under the Beijing-Tianjin Integration Implementation Plan, deepening collaboration across sectors, as evidenced by the Tianjin Binhai-Zhongguancun Science Park (5,800+ registered enterprises), Baodi Beijing-Tianjin Zhongguancun Science City (1,800+ enterprises), and Tiankai High-Tech Innovation Park (2,600+ enterprises through enhanced joint innovation with Beijing). Transport integration accelerated with optimized Beijing-Tianjin Intercity Railway timetables increasing train frequencies during peak hours and the number of trains stopping at Yizhuang Station to 12 pairs. Additionally, the Tianjin-Xinglong Intercity Railway, having been operational for one year, recorded 1.52 million passenger trips, significantly enhancing cross-city commuting efficiency.

Innovation-Driven Development
Innovation-Driven Development

Highlighting innovation-driven strategies, the Beijing-Tianjin-Hebei region has significantly strengthened its momentum for high-quality growth. Collaborative sci-tech innovation has been deepened. With the support of Beijing as an international sci-tech innovation hub, a joint sci-tech achievements database was established, and so were proof-of-concept and pilot-scale incubation platforms across the region. The Beijing-Tianjin-Hebei National Technology Innovation Center streamlined its collaborative mechanism, under which Beijing builds core capacities while the broader region cultivates a supportive ecosystem. In 2024, technology contracts from Beijing to Tianjin and Hebei totaled CNY 84.37 billion (a 12.7 percent year-on-year increase), with cumulative technology transfers exceeding CNY 370 billion since 2014. Key industrial chains were fortified. Beijing-Tianjin-Hebei jointly organized for the first time cross-regional events in the Yangtze River Delta and Greater Bay Area to establish industrial chain networks. Over 140 projects worth CNY 73 billion were secured at forums including the Beijing-Tianjin-Hebei Industrial Chain and Supply Chain Conference, Beijing-Tianjin Industrial Matchmaking Conference, and Beijing-Tianjin-Hebei Industry-Investment Matchmaking Conference. Five clusters in the region, such as the Next-Gen IT Application Innovation Hub, were designated as state-level clusters, and the region's advanced manufacturing clusters were expanded to seven. The construction of the Beijing-Tianjin-Hebei Smart Connected New Energy Vehicle Technology Ecosystem Hub were accelerated, creating centralized auto parts production zones. Business environment was further improved. Under the three-year action plan of the National Development and Reform Commission for creating a world-class business environment in the Beijing-Tianjin-Hebei region, 230 cross-region administrative service items enjoying the same standards and the same transaction process were introduced in the free trade zones—in order to foster a market-oriented, law-based business environment in alignment with international standards.

Modern Capital Metropolitan Circle
Modern Capital Metropolitan Circle

The Beijing-Tianjin-Hebei region is building an even more vibrant Modern Capital Metropolitan Circle through collaborative spatial planning. Key regional partnerships were expanded with high-quality development plans for five plain new towns—Shunyi, Daxing, Yizhuang, Changping, and Fangshan—strengthening their roles as critical hubs linking central urban areas and neighboring regions of Tianjin and Hebei. The Daxing International Airport Comprehensive Bonded Zone achieved full customs closure, while cross-border commuting improved via 11 customized express bus routes (connecting 39 branch routes) serving areas around Beijing, handling over 7,000 passengers daily. Intercity integration deepened with progress made on the Rail-Networked Beijing-Tianjin-Hebei Integration initiative. The Phase I intercity rail link opened, while the Beijing-Yuxian Expressway became fully operational. The Beijing Gas Group's Tianjin Nangang LNG Emergency Reserve Project completed Phase III, adding a 10-billion-cubic-meter LNG terminal. Air quality improved continuously, with 2024 PM2.5 levels across the three regions dropping over 60 percent compared to that of 2013. Public service collaboration advanced through the Beijing-Tianjin-Hebei Vocational Education Reform Demonstration Park, which attracted four municipality-affiliated universities (with over 1,000 students enrolled) including Beijing Information Science & Technology University. A total of 115 healthcare alliances were established across Beijing-Tianjin-Hebei region, and clinical test results sharing was extended to 914 hospitals. Joint regulations by the three legislatures standardized the universal social security card system, enabling seamless access to transportation, tourism, and other services.
