5. Developing high-end, precision, and cutting-edge industries to create key drivers of new quality productive forces
We will promote integrated advancements in technological and industrial innovation and expedite digital transformation as we strive to build a modernized industrial system that is more internationally competitive.
Scale up the capacity of industries where we excel. We will improve supportive policies for next-generation information technology and artificial intelligence, among other industries, and ramp up the production capacity of key integrated circuits projects. We will launch a new phase of the action plan for collaborative innovation in the pharmaceutical and health sector and develop the Bio-Park. We will advance a number of major projects in new energy vehicles and their components, and foster new “trillion-yuan industrial clusters” centered on green energy and other key industries. We will advance high-quality development of key industrial chains. Focusing on areas such as industrial machine tools, we will lay out dedicated plans to accelerate the extension of each industrial chain, highlighting the critical role of “chain master” enterprises and facilitating the tiered development of industrial clusters. We will support companies under sanctions to counter external suppression.
Lay the groundwork for the industries of the future. We will establish a mechanism to ensure increased funding, prioritizing 20 future-oriented sectors, including humanoid robotics, commercial aerospace, bio-manufacturing, new materials and future energy solutions. We will accelerate the development of the 6G lab and the 6G innovation industry cluster, and create pioneering zones for low-altitude technology innovation and industrial development. The functions of the first ten designated incubation bases will be strengthened to support the commercialization of promising projects. We will provide tailored assistance to innovative technology companies at different stages of development. We will advance pilot projects such as the commercial satellite constellation network and inaugurate the World Humanoid Robot Games to drive industrial advances through increased application scenarios.
Expedite our efforts to become a global leader in the digital economy. We will move faster to transform Beijing into a “city of 10-gigabit fiber optic internet services”, enhance 5G connectivity throughout the city, and establish two intelligent computing clusters, each with up to 10,000 GPUs. As we unlock the potential of data as a production factor, we will accelerate the development of a pilot zone for market-based data allocation, establish national centers for data management, data resources, and data trading, and advance pilot projects related to national data infrastructure and a unified computing system. We will upgrade the functions of the Beijing International Big Data Exchange, and promote the inclusion of companies’ data assets in financial statements. We will implement the “AI Plus” action plan, encourage the adoption of AI in more scenarios across key sectors such as healthcare, education and advanced manufacturing, and support the development and application of homegrown intelligent systems. Smart city infrastructure and intelligent connected vehicle systems will be gradually expanded to new towns in flatlands and the downtown region. We will accelerate digital empowerment, bolster the digital services sector, advance the digital transformation of the manufacturing sector, and upgrade traditional industries.
6. Boosting cultural development to enhance the capital’s exemplary role as the national cultural center
Through creative transformation and development, we will better showcase the city’s rich history, revolutionary heritage, local traditions and innovations, striving to establish Beijing as the capital of advanced socialist culture with Chinese characteristics.
Extensively promote core socialist values. An education and research center will be established to explore Beijing’s practical applications of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We will enhance the holistic approach to moral and political education, and integrate value-based curricula across all educational levels, from elementary schools to universities. We will also foster robust growth of philosophy and social sciences. We will provide quality services for commemorative events marking the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression. Efforts to improve social conduct will be strengthened. We will select and promote the 2025 Beijing Role Models, advocate civic-minded behaviors such as vehicles yielding to pedestrians at crosswalks, and improve the volunteer service system to further elevate public civility.
Strengthen the protection of historic and cultural sites in Beijing. A three-year action plan will be implemented for the protection and preservation of the Central Axis, with its cultural significance clearly interpreted and shared with the international community. We will launch a project to transform the Central Axis into a national demonstration area for cultural heritage protection and utilization. Local regulations for the protection of the Great Wall will be introduced, and the heritage site park at the ancient government seat of Luxian County will be inaugurated. Preparations will also begin to seek world heritage recognition for the Liuli River heritage site. We will preserve and promote intangible cultural heritage, and ensure continued success of the Beijing International Week of Intangible Cultural Heritage.
Diversify offerings of public cultural products and services. We will establish Beijing as a capital of performing arts by developing performance hubs and distinctive clusters such as the Wangfujing and Tianqiao performing arts zones. We will promote the “Watch Outstanding Performances in Beijing” program, create quality audiovisual content and host more concerts and performances to support the performing arts economy. We will also encourage cross-sector business models, such as “sports plus tourism” and “film and television plus tourism”, while launching another 100 “Roaming Beijing” tourist routes. Reforms will be introduced in the cultural sector. We will implement pilot reforms in cultural and heritage institutions, improve the ticket reservation system for museums and other venues, and empower the cultural industry with technology. Efforts will be made to promote the differentiated and intensive development of cultural and creative industry parks. We will implement cultural projects for public benefits, including 16,000 events under the “Civic Life” series and 30,000 reading initiatives of various types. We will enhance the effectiveness of international communication, better share the stories of Beijing and China with the world, and increase the global influence of events such as the Beijing International Film Festival and the Beijing Music Festival.
7. Integrating urban-rural development through new urbanization and rural revitalization
We will foster a mutually supportive relationship, in which Beijing’s urban areas drive the development of the city’s suburban regions, which, in turn, serve the needs of the urban growth. We will implement regulations on promoting rural revitalization. Our efforts will focus on boosting agricultural profitability, revitalizing rural communities, and increasing rural incomes.
Develop modern urban agriculture. We will carry out pilot programs for cultivating contiguous areas of high-standard cropland. A total of 150,000 mu (10,000 hectares) of high-standard cropland will be created, continuously increasing per unit yield and maintaining annual vegetable production at around two million metric tons. We will also improve the quality and efficiency of 280,000 mu (18,667 hectares) of orchards. Coordinated efforts will be made to build the High-Tech Farming Z-Park and position Beijing as a center for seed development. We will set up the Pinggu National Agricultural High-Tech Demonstration Zone, and launch a special initiative to advance biological breeding innovations. Support will be given to modern protected agriculture, smart agriculture, locally specialized farming and breeding, and forest farming. We will develop agricultural bio-manufacturing, and promote the effective integration of the primary, secondary and tertiary industries.
Build more beautiful and harmonious villages where people desire to live and work. We will advance the next phase of the 100+1,000 village program. Water supply and quality for 50 urban and rural sites will be improved. We will add another 300 kilometers of “beautiful rural roads” and further improve the rural living environment. We will proceed with trials on extending rural land contracts by an additional 30 years upon the expiration of second-round contracts. Reforms will be carried out in an orderly manner to facilitate market-based right-of-use transfers of rural collective land designated for commercial development. We will strengthen the management of rural collective capital, assets, and resources, injecting new vitality into rural collective economies. We will also focus on increasing rural incomes by putting idle rural resources into effective use through closer coordination between districts and townships. We will upgrade the quality of rural tourism, and deliver greater prosperity to rural households.
Optimize the new-type urban-rural development framework. We will advance urbanization in the first greenbelt area and further enhance the second greenbelt area by minimizing land use for construction. The transformation of the area surrounding the southern section of the Central Axis will be expedited. We will promote the planning and construction of the first phase of the Dahongmen museum cluster and the cultural and tourism resort in southern Beijing. Coordinated development of the “two parks and one river” areas in western Beijing will be advanced, and the waterfront core area will be further developed. We will increase the carrying capacity of new towns in flatlands, grant more construction permits to projects near rail transit stations, and cultivate vibrant communities with a well-balanced mix of working, living, and shopping functions. The policy framework for green development in eco-conservation areas will be improved, and greater emphasis will be placed on the market value of ecosystem goods and services in planning and compensation frameworks. We will also consolidate and expand gains from east-west collaboration and paired assistance initiatives.
8. Modernizing super-large city governance for a people-centric city
To address the development challenges faced by Beijing as a super-large city, we will establish a more efficient, precise, and intelligent governance system that balances the needs of people’s work and daily lives with the imperatives of environmental protection.
Advance precision governance in Beijing. We will further advance urban renewal, and improve policies for the mixed development and use of land and for renewing land use rights for industrial purposes upon expiration. We will strengthen efforts to put idle land resources to good use and refine mechanisms for fully relocating tenants in single-story residential clusters and vacating entire courtyards in the city’s core zone. We will take coordinated steps to upgrade residential areas, industrial spaces, municipal infrastructure, public amenities, and comprehensive regional development projects. We will renovate 500 run-down residential compounds, improve the environment in 1,100 backstreets and alleys, and upgrade 40 old factory workshops. We will optimize the distribution and management of street furniture, improve the surrounding environment in 12 key areas including Wanping City Area, and complete the second action plan to improve public services and infrastructure in the Huilongguan and Tiantongyuan areas.
We will improve the long-term mechanisms for waste sorting and optimize the resource recycling system of 1,000 residential communities. Our daily capacity for biochemical waste treatment will be boosted by 1,200 metric tons. We will improve the property management system and expand property services to 300 run-down residential compounds. We will further refine the entire workflow for delivering swift response to public complaints, address thorny problems of broad public concern by focusing on one topical issue per month, and advance public consultation and engagement in governance. We will continue to support the public policy dialogue program “A Step Forward.”
Strengthen comprehensive management of the city’s transport system. We will step up the development of an integrated transport system underpinned by rail transit. The final section of Subway Line 17 and the southern extension of Subway Line 6 will be put into service. We will advance the integration of transit networks to improve connections between subway lines, suburban rail, and buses, ensuring that 90% of bus-to-rail transfers are within 50 meters. We will continuously optimize bus routes, upgrade community minibus services, and increase dedicated shuttle lines for school commutes, medical visits, and tourism. We will encourage and support green mobility, and regulate parking of non-motorized vehicles around 50 subway stations and in 40 key areas near schools, hospitals, scenic spots, and business districts. We will improve traffic flow and order around the city’s major terminals. We will complete 30 municipal-level congestion relief projects, and connect 20 dead-end roads. We will create another 25,000 parking spaces by utilizing vacant land and civil air defense works, and add 10,000 shared parking spaces for staggered usage. We will connect 7,000 traffic signals to the city’s system and put another 200 key intersections under smart traffic control to improve traffic flows.
Create a new model of smart city development. We will improve the coordination mechanisms for building Beijing into a smart city and build on the successes of integrated networks for city operation and smart governance. We will add another 200 service items for individuals and businesses on Jingtong15 along with 50 items related to city governance on Jingban16. We will fully leverage simulation platforms as we expand the application scenarios for smart city initiatives. We will increase the capacities of generic platforms to support development, step up data aggregation and service improvement, and strengthen data security and cybersecurity.
9. Continuing to improve people’s wellbeing to meet their aspirations for a better life
We will improve people’s wellbeing through better social services in seven aspects17 and meeting public expectations for a better life in five areas18. We will focus on addressing people’s needs and resolving practical issues, both big and small, to bring greater warmth to their hearts.
Prioritize employment to enhance wellbeing. We will roll out guidelines on promoting high-quality and full employment and establish a mechanism to evaluate the impact of our measures on job creation. Our goal is to create at least 260,000 new urban jobs. We will collect and publish a minimum of 100,000 job postings for college graduates, and provide targeted assistance to people struggling to find employment. Migrant rural workers employed in the city will be largely included in urban employee insurance schemes. We will develop a smart employment service platform to deliver services directly to people’s doorsteps, and implement a three-year action plan to expand the effective supply of domestic services. Additionally, we will strengthen efforts to protect the rights and interests of workers engaged in flexible or new forms of employment, such as food and parcel delivery workers.
Comprehensively protect people’s health. We will see that more quality medical resources are available and weighted toward the community level, and ensure that they are more evenly distributed among regions. The wards of older hospital campuses, including the Xinjiekou Branch of Beijing Jishuitan Hospital and the Chaoyang Branch of Beijing Anzhen Hospital, will be upgraded. We will accelerate the development of national medical research centers and the capital’s public health center, and push forward projects such as the Yizhuang Branch of Beijing Children’s Hospital, phase three of the Yizhuang Branch of Beijing Tongren Hospital, and the Fangshan Branch of Xuanwu Hospital. We will further the integrated reform of medical treatment, medical insurance, and medicine supply, deepen reform of public hospitals, and refine mechanisms for setting and adjusting medical service prices. We will ensure rational use and adjustment of municipal hospital staffing, and reform the remuneration system. Medical institutions meeting requisite conditions will be supported in providing weekend and evening services. We will continue to promote tiered diagnosis and treatment and establish five tightly-knit city hospital consortia. Outpatient appointment slots across all departments of municipal hospitals will be made available to primary-level facilities two weeks in advance. For other Grade III public hospitals, 50% of outpatient appointment slots will be allocated to the primary level in advance.
Continuous efforts will be made to develop the public health information platform. We will increase the application of big data in healthcare, striving to achieve sharing of electronic health records and mutual recognition of lab test and examination results in another 60 hospitals, covering 97% of outpatient services in medical institutions at Grade II and above. We will upgrade medical service capabilities by refining the system for the prevention and control of major respiratory infectious diseases, chronic conditions, and other health issues, and further developing medical specialties, including pediatrics, psychiatry, mental health, geriatrics and rehabilitation. Additionally, we will implement a high-quality traditional Chinese medicine (TCM) research and development project to advance the preservation and development of TCM.
Improve the ability to meet the housing needs of both urban and rural residents. We will improve policies for the real estate sector and continuously support the steady recovery and growth of the market. We will optimize the housing supply system which combines government-subsidized housing with market-based options. Priorities will be given to areas near rail transit sites or with high workforce density when allocating residential land. A total of 50,000 units of rental housing for low-income groups will be made available, and construction of 80,000 units of government-subsidized housing will be finalized. We will strengthen efforts to address deficiencies in supporting facilities for newly developed residential areas and build quality homes that fulfill people’s aspirations for a better life. We will also establish a new development model for the real estate sector.
Continue to strengthen social security. We will improve the elderly care service system to actively address population aging. A total of 50 elderly care centers will be built in regions with a high concentration of the oldest old. We will optimize the distribution of meal service stations for the elderly, install 600 lifts in old residential buildings, and add another 2,000 home-based elderly care beds. We will also open 200 rural neighborhood elderly care sites that offer mutual support. We will encourage all sectors to improve senior-friendly services. Supportive policies for building a society more conducive to raising children will be refined, and a variety of childcare services will be made available. Comprehensive childcare service centers will be established across all urban areas. We will step up protection of minors and better safeguard the lawful rights and interests of women and children. We will implement a new three-year action plan to promote employment for people with disabilities and continue our efforts to create a barrier-free environment. We will also strengthen social assistance services to ensure that targeted support is delivered to meet the basic needs of those in difficulty.

10. Strengthening environmental protection as we strive for new progress in building the pilot zone for the Beautiful China Initiative
We will promote coordinated efforts to cut carbon emissions, reduce pollution, expand green development, and pursue economic growth, shifting eco-environmental focus from merely increasing greenery to enhancing overall environmental quality and enabling the public to better enjoy the beauty of nature.
Continue the critical battle against pollution. The “Every 0.1 Microgram Counts” initiative will be launched. We will reduce carbon emissions through adjustments to the energy mix, the implementation of energy-efficient projects and improved management. The use of new energy in motor vehicles and non-road mobile machinery will be promoted, alongside the construction of 1,000 supercharging stations for electric vehicles. The 100-day targeted action for dust control will continue. We will strive to basically eliminate severe air pollution. Mechanisms for collecting and treating rural household sewage, as well as the operations of relevant facilities, will be refined. Ongoing efforts will be made to ensure that no water bodies are classified below Class V and all black and malodorous water bodies are eliminated. We will advance initiatives to enhance the environments of rivers and lakes for the benefit of our people, strengthen the protection and restoration of the Miyun Reservoir ecosystem, and open waterside public spaces along water bodies such as the Beijing Section of the Grand Canal, Liangshui River, Yanqi Lake, and Jinhai Lake. Additionally, we will strengthen the prevention and control of soil contamination at its source and ensure that farmland and key construction land remain pollution-free.
Develop Beijing into a garden city. We will implement comprehensive eco-environmental projects in the southern Yanshan Mountain area, along with the ecological restoration project in the western part of the capital. We will play our part in the establishment of a national park and the national botanic gardens system, and accelerate the development of large-scale green spaces, such as the Nanyuan Forest Wetland Park. We will plant colorful vegetation to connect landscapes along linear open spaces such as roads and waterways, create 50 scenic corridors for residents to appreciate the city’s beauty, and add 1,000 kilometers of greenways linking mountains, rivers, and residential areas. A collaborative model involving government-hired planning supervisors, architects, and horticulturists will be implemented in the development of all communities. The environment of street blocks and precincts will be improved in a coordinated way, and 50 community mini-gardens will be built through collective efforts. We will expand greenery, plant diverse flora and promote vertical gardening throughout the city, contributing to the creation of a cityscape characterized by vibrant springs, lush summers, colorful autumns, and winters adorned in silver-ink tones.
Transform Beijing into a global pacesetter in the green economy. We will promote the green transition in key sectors such as electricity and transport, nurture green industries of fundamental and strategic importance like advanced energy and alternative proteins. The development of the International Hydrogen Energy Demonstration Zone and the energy valley will be accelerated. We will refine the measures for transmitting electricity generated from new energy sources, integrating it into the power grid, and regulating its operations. Our goal is to increase the scale of externally sourced green electricity to 40 billion kilowatt-hours. We will expedite the low-carbon transition of buildings by completing intelligent upgrades to heating systems in 38 million square meters of building space. Mechanisms for incentivizing and regulating carbon reduction will be refined, and a carbon footprint management system will be established. The target is to raise the share of green enterprises to over 30% and engage all sectors of society in pursuing green and low-carbon development.
11. Making Beijing safer to ensure social harmony and stability
We must stay vigilant to potential dangers and integrate prevention and control measures to forestall and defuse all kinds of risks and respond to various challenges, safeguarding political security, social stability, and the peaceful lives of our people.
Spare no effort to ensure workplace safety. We will intensify overall efforts to address the root causes of workplace accidents by improving mechanisms for risk assessment and closed-loop problem rectification. The Qi’an’an information system will be improved to increase efficiency in detecting and addressing faults, continuously eliminating risks that could lead to major accidents. Rigorous efforts will be devoted to guard against various fire hazards. We will launch special rectification campaigns to eliminate fire risks associated with electric bikes and other high-risk factors. We will identify and address fire hazards in crowded spaces and nine types of small-scale facilities or establishments19 and better equip communities with fire safety facilities. Preemptive measures will be taken to strengthen forest fire prevention and firefighting readiness. Moreover, we will further refine and concretize the accountability system for workplace safety and bolster response infrastructure and capabilities in local communities. Decisive actions will be taken to curb serious and major accidents, as well as those with negative societal impacts.
Continue to boost the city’s resilience. We will improve planning and the criteria system for building a resilient city, advance the development of new types of urban infrastructure, and upgrade the sensing, monitoring, and early warning systems for urban operations. The city’s capacity to adapt to and recover swiftly from extreme weather events will also be increased. We will ensure the continuity of critical government functions and services, such as the supply of water, electricity, gas, and heating by rehabilitating 1,000 kilometers of aging pipelines. Additionally, we will strengthen post-disaster recovery and reconstruction efforts, advance the planning and construction of flood prevention projects like the Yongding River Reservoir, improve the management of 15 sites prone to waterlogging, and build more public infrastructure for both regular and emergency use.
Boost safety and security in Beijing. We will protect the political security of the capital, ensure security in key locations and during major events, and secure the ideological front. Prudent measures will be taken to address risks in critical sectors and enterprises. We will intensify efforts to combat illegal fundraising and see that no systemic financial risks arise. We will continue implementing the “Fengqiao model” for community-level governance, adapting it for the new era. This includes handling public complaints in strict accordance with the law and conducting comprehensive screening to identify and dissolve disputes. We will improve crime prevention and control systems, with a strong crackdown on telecom and online fraud as well as other serious criminal activities. We will make new headway in establishing “safe schools” and “safe hospitals,” while taking effective steps to prevent public security incidents. We will strengthen efforts to tackle prominent food and drug safety issues and enforce stricter regulations on campus dining to ensure food safety for our citizens.
We will fully support the modernization of national defense and armed forces and refine the national defense mobilization system and the civil air defense framework. Better support will be provided to service personnel and their families, as well as ex-service members through refined systems. We will strengthen military-civilian mutual support and break new grounds in military-civilian integration. We will foster a sense of shared identity for the Chinese nation and make systemic efforts to ensure that religions in China conform to China’s realities.
Fellow deputies,
To deliver on the major tasks set for 2025, we must diligently raise the government’s capabilities to provide more effective governance.
Firmly adhere to political guidance. We must bear in mind that Beijing is judged first and foremost by its political commitment. We should acquire a deeper understanding of the significance of affirming Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and boost our consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership. We should stay confident in the path, the theory, the system, and the culture of socialism with Chinese characteristics. We should firmly uphold Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole and uphold the Central Committee’s authority and its centralized, unified leadership. We will resolutely follow the Party Central Committee with Comrade Xi Jinping at its core in thinking, political stance, and action.
Remain committed to a law-based approach to government administration. The government must submit to the oversight of the Beijing Municipal People’s Congress and its standing committee, as well as the oversight of the CPPCC Beijing Municipal Committee. We will carefully address the motions and recommendations raised by the deputies of the Beijing Municipal People’s Congress and the proposals made by CPPCC members. We will work for the legislation related to the development of the BMC and elderly care services. In addition, we will actively participate in the national campaign to select exemplary law-based governance and fulfill the objectives outlined in the three-year action plan for improving administrative law enforcement.
Increase efficiency in performing duties. We are committed to taking concrete actions to serve our people. Our approach will involve direct engagement with people at the grassroots, which include disseminating the Party’s guidelines, principles, and policies, conducting on-site investigations, addressing public complaints directly, and fulfilling our responsibilities on the ground. The government will maintain fiscal discipline by consistently reducing general, non-essential, and non-obligatory expenditures, while resolutely forestalling the emergence of new hidden debts. To combat form over substance and red tape, we will alleviate the burdens on grassroots officials, enabling them to work more efficiently. We will implement measures that motivate Party members and officials to work diligently and take responsibility in their roles. We will ensure that all goals and tasks outlined in the 14th Five-Year Plan are fully accomplished, and develop a high-quality 15th Five-Year Plan for Beijing Municipality by pooling insights from all stakeholders.
Reinforce commitments to a government of integrity. We will diligently act on the guiding principles established by the Fourth Plenary Session of the 20th CPC Central Commission for Discipline Inspection and strictly follow the central Party leadership’s eight-point decision on conduct along with its implementing rules, and measures adopted by the Municipal Party Committee. Judicial, audit, statistical, fiscal, and accounting oversight will be leveraged more effectively. We will implement stricter audits of the economic liabilities of officials in leadership positions and conduct thorough exit audits of natural resource assets by the end of their tenure. Our efforts to prevent and control corruption risks will be intensified, particularly in sectors with high concentrations of power, funds, and resources. We will continue to address misconduct and corruption issues that directly affect people’s daily lives, advance Beijing’s clean government initiative with higher standards, and foster a healthy political culture based on integrity and honesty.

As we embark on this significant journey, it is imperative that we seize every moment to press ahead. Let us unite more closely around the CPC Central Committee with Comrade Xi Jinping at its core.
