Fellow Deputies,
Over the past year, we have persevered through difficulties, risen to challenges, and attained hard-won results. These achievements are attributable to the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, and the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. They are also attributable to the CPC Beijing Municipal Committee and all citizens of Beijing, who have forged ahead in unity and with tenacity. Here, on behalf of the People’s Government of Beijing Municipality, I would like to express our heartfelt thanks to all the people of Beijing, to the deputies to the Municipal People’s Congress and members of the Municipal CPPCC Committee, to other political parties, people’s organizations, and individuals from all sectors of society, to all CPC central organs and central government departments, to other municipalities, provinces, and autonomous regions, to officers and rank-and-file members of the Chinese People’s Liberation Army and the People’s Armed Police Force based in Beijing, to our fellow countrymen and women in Hong Kong, Macao, and Taiwan, and to overseas Chinese and foreign friends who have actively supported and contributed to the capital’s development.
However, we are also acutely aware of the difficulties and challenges that confront us. These include:
The resources and environmental capacity available to us are still not sufficient to support our large population, and efforts are needed to further strengthen Beijing’s capacity to serve as the capital.
Consumer spending remains weak, foreign investment is declining, and some industries face growth pressure. Businesses, particularly micro, small, and medium-sized enterprises, are grappling with challenges in production and operations.
Greater breakthroughs are needed in key and core technologies, along with stronger supply in high-quality technologies and smoother translation and application of academic breakthroughs in science and technology.
Consolidating and expanding progress in air pollution control, and alleviating traffic congestion remain pressing challenges. Raising our capacity for precision governance requires unrelenting efforts.
Many issues need to be addressed in areas that are important to the public wellbeing, such as the insufficient growth of residents’ income, mounting pressures on aggregate job creation, greater structural imbalances in job offering, and uneven distribution of quality public services in education, healthcare, and eldercare, among others.
There is still room for improvement in the efficiency of government services and management.
We will take these issues seriously, redouble our efforts to make improvements, and do all we can to live up to the public’s expectations.
II Overall Requirements and Major Tasks for Our Work in 2025
This year marks the final year of the 14th Five-Year Plan and is critical for laying solid foundations for the upcoming 15th Five-Year Plan period. At this important juncture, it is vital for the government to fulfill its tasks effectively.
To achieve this, we must:
follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era;
implement the guiding principles from the 20th CPC National Congress and the second and third plenary sessions of the 20th CPC Central Committee;
act on the guidelines of the Central Economic Work Conference;
adhere to the directives of General Secretary Xi Jinping regarding Beijing’s development;
uphold the general principle of pursuing progress while ensuring stability, and fully and faithfully apply the new development philosophy on all fronts;
base our work on the capital’s development in the new era, uphold Beijing’s role as the “four centers”, and enhance our ability to provide the “four services”;
advance cultural, technological, and green development;
promote coordinated development in the Beijing-Tianjin-Hebei region;
incorporate the five key initiatives into the new development paradigm and advance high-quality development through solid actions;
implement deeper reform in all respects and expand high-standard opening up;
boost domestic demand, stabilize expectations, and unleash vitality;
prevent and defuse risks in key areas and external shocks, and ensure both development and security;
sustain economic recovery and growth, continue to improve people’s lives, and maintain social harmony and stability;
advance comprehensive and rigorous self-governance of the Party;
contribute to building China into a great country and advancing national rejuvenation through our work in the capital.
The main targets for economic and social development this year are as follows:
grow GRP by around 5%, while striving for even better results;
increase general public budget revenue by around 4%;
maintain the surveyed urban unemployment rate below 5%;
keep CPI increase at around 2%;
ensure personal income growth aligns with economic growth;
meet national standards for eco-environment, energy, and water indicators.
To achieve these targets, we must prioritize our efforts as follows:
1. Leveraging economic structural reform to drive new breakthroughs in key sectors and links
In line with the CPC Central Committee’s resolution on reform and the corresponding implementing rules set by the CPC Beijing Municipal Committee, we will expedite the execution of major reform measures to ensure they deliver tangible results, thus cultivating stronger internal drivers for high-quality development.
Refine institutions and mechanisms for high-quality economic development. As we strive to integrate into and contribute to the building of a unified national market, we will formulate rules to ensure fair market competition, refine the institutions and mechanisms for regulating investment attraction, and introduce comprehensive measures to address unhealthy rat race competition. We will work unswervingly both to consolidate and develop the public sector, and to encourage, support, and guide the development of the non-public sector. We will complete the initiative to expand and upgrade the reform of state-owned enterprises, and improve the layout and structure of the state-owned sector. We will refine the mechanisms for facilitating the growth of the private sector and bolster the healthy development of the platform economy. We will support the participation of private enterprises in cutting-edge scientific researches and major projects, and safeguard the lawful rights and interests of entrepreneurs.
We will expand reform of the fiscal and taxation system and better coordinate the management of the government’s four budgets14. We will advance reforms for zero-based budgeting, refine the system of budgetary expenditure standards, and improve the incentive and constraint mechanism of transfer payment. We will prioritize the development of technology finance, green finance, inclusive finance, pension finance, and digital finance. We will enhance capabilities to support the better functioning of the national financial regulation center. We will improve the multi-tiered financial market system, support further reform of the Beijing Stock Exchange, and expand patient capital, better meeting the needs of the real economy through various forms of financing.
Expand high-standard opening up. We will develop version 3.0 of our plan for greater openness in the services sector by aligning it with high-standard international economic and trade rules. We will implement the national strategy for upgrading pilot free trade zones and open the entire value chains of key sectors. We will carry out institutional reforms and introduce new regulatory approaches in comprehensive bonded areas on a categorized basis. We will develop the pilot zone for the special provision of rare disease drugs, and boost two-way economic and technological cooperation at the Beijing China-Germany Industrial Park and the Beijing China-Japan Industrial Park. A system for managing foreign investment access will be implemented. We will promote wider and well-structured openness in telecommunications, medical services, education, culture, and other sectors, and facilitate the launch of more landmark foreign-funded projects in our city.
We will increase the service capacity of our two aviation hubs and encourage business models such as air freight logistics to improve modern logistics systems. We will further leverage international events held in Beijing to attract foreign businesses and investment, and strengthen the global impact of platforms such as the CIFTIS, the Zhongguancun Forum, the Financial Street Forum, and the Beijing Culture Forum. We will implement mechanisms for high-quality cooperation under the Belt and Road Initiative, expand exchanges and cooperation with Hong Kong, Macao, and Taiwan, and take solid steps to promote work related to foreign affairs and overseas Chinese.
Foster a business environment that delivers more tangible benefits to enterprises. We will plan a new round of reform initiatives to establish Beijing’s government services as a national benchmark of excellence and a world-class model. We will deepen the reform of “All-in-One-Go” government services, advance integrated oversight, and ensure that inspections on enterprises are subject to stringent regulation. We will improve the outcomes of the national pilot zone that applies digital technologies to market regulation. The service package and steward-style service mechanisms for enterprises will be improved. We will strengthen the delivery of our “three services”—policy consultation, digital services, and hotline support, to promptly address difficulties and problems faced by enterprises. Specialized services such as legal services, commercial arbitration, and IP-related services will be upgraded to help enterprises achieve high-quality development.

2. Further implementing the Master Plan of Development for Beijing (2016-2035) and pursuing coordinated development in the Beijing-Tianjin-Hebei region
We will uphold Beijing’s strategic positioning as the capital, take the leading role in strengthening coordination among Beijing, Tianjin and Hebei, and transform this region into a pioneering demonstration zone for Chinese modernization.
Enhance Beijing’s capacity to serve as the nation’s capital. We will better support the functions of the central authorities and improve the city’s planning system and execution mechanisms. Progress in implementing the city master plan will be assessed, and we will complete the second three-year action plan of the Development Control Plan for the Core Zone Serving Capital Functions. We will strengthen Beijing’s role as the national center for international exchanges and improve the functions of the Beijing Yanqi Lake International Conference Resort. Phase two of the China National Convention Center and the China International Exhibition Center (Shunyi venue) will be developed to accommodate a broader range of functions, thereby strengthening our capacity to support major state events. We will coordinate efforts to upgrade urban management. Another 100 general manufacturing enterprises will be upgraded or moved out of Beijing. A total of 20 million square meters of illegal structures will be demolished. Tailored approaches will be implemented to revamp key villages in peri-urban areas. The vacated land will be repurposed to enhance public amenities.
Achieve significant breakthroughs in developing the BMC and the Xiong’an New Area. We will provide full support for the development of the Xiong’an New Area by improving its basic education, medical and health services, and innovative vocational training. Construction of the Xiong’an branch of Peking Union Medical College Hospital (National Medical Research Center) will commence. We will plan for the development of Beijing-Xiong’an talent and sci-tech innovation corridor. To promote high-quality development in the BMC, we will maintain an annual investment of over 100 billion yuan. Construction of the integrated transport hub at the BMC station will be basically completed. We will advance the construction of the Sixth Ring Road High Line Park and other key projects, and expedite the relocation of the second group of municipal SOEs. We will further the integrated development of Tongzhou District with Wuqing District in Tianjin, Langfang City in Hebei, and other neighboring areas.
Accelerate the development of a modern national capital region. We will issue a blueprint for coordinated spatial planning in the region. A comprehensive transportation network will be created. Construction of the Pinggu rail transit line will be expedited and the Chengde-Pinggu Expressway will open to traffic. Greater efforts will be devoted to developing key industrial parks, including the Beijing-Tianjin-Hebei technology hub for intelligent connected new energy vehicles. We will continue to develop high-level innovation platforms, such as the national technology innovation center. More public services will be harmonized and shared across the region, with at least 20 qualifications and certificates eligible for mutual recognition to be processed under unified standards. We will announce the second cluster of social security services to which consistent standards will be applied across the Beijing-Tianjin-Hebei region.
3. Expanding domestic demand on all fronts to form a virtuous cycle of consumption and investment
We will implement counter-cyclical adjustment policies, expand our policy toolkit, and invigorate domestic demand to secure stable economic growth.
Endeavor to boost consumption. We will strengthen efforts to transform Beijing into a global consumption center and launch special programs to stimulate consumption. We will raise income levels for middle- and low-income groups, moderately increase basic pension benefits for retirees, and raise both basic old-age benefits and government subsidies for basic medical insurance for rural and non-working urban residents. Through such measures, we aim to enhance people’s capacity and willingness to spend, driving an upgrade in consumption. We will enhance consumer touchpoints by improving global consumer experience zones such as the Grand Canal area, and upgrading Zhongguancun and other key commercial areas. The design and layout of commercial facilities around parks, venues, and performing arts spaces will be further refined. We will move faster to develop international consumption hubs. We will invigorate goods consumption. The scope and scale of the equipment upgrade and consumer goods trade-in programs will be expanded. We will promote consumption in green and IT-related sectors, such as new energy vehicles and digital products. We will encourage time-honored brands to innovate and participate in joint exhibitions.
We will stimulate service consumption by increasing the supply of high-quality services in areas such as childbirth, eldercare, and beauty and health. We will foster new consumption types by focusing on the debut economy, winter sports economy, and silver economy, promoting fashion consumption, and supporting live-streaming e-commerce, instant retail and other new business models. We will boost consumption in sports. We will improve the public fitness services system, and build or upgrade 60 community sporting venues and fitness facilities. We will continue hosting flagship events like the China Open tennis tournament and the Beijing Marathon to cultivate a robust sports event economy.
Improve investment performance. Focusing on technological innovation, modern industries, infrastructure, public wellbeing, and other key areas, we will continue implementing the 300 key municipal-level projects. Construction will begin on major initiatives, including the eastward extension of Yaojiayuan Road. We will increase fixed asset investment and strengthen cost-performance evaluations for government invested projects. We will streamline investment review and approval procedures, and create innovative investment and financing models. We will further stimulate private investment by extending investment invitation of no less than 200 billion yuan to private investors. Taking into consideration projects aimed at implementing major national strategies and strengthening security capacity in key areas, as well as the developmental needs during the 15th Five-Year Plan period, we will improve project planning and increase readiness to facilitate the implementation of reserve projects.
4. Integrating the development of education, science and technology, and talent to build Beijing into a higher-standard international innovation center
To support national efforts to achieve greater self-reliance and strength in science and technology, we will take coordinated steps to develop education, promote sci-tech innovation, and nurture talent, striving to become a global science center and innovation powerhouse.
Build a high-quality educational system. We will implement work plans in response to the peaking of school-age population, ensuring that the educational needs of all age groups are better met. We will boost the quality of compulsory education, and add 20,000 places in primary and middle schools. We will alleviate the dual burdens of excessive homework and off-campus tutoring while improving the quality of education and teaching, and enhance the physical fitness and mental health of students and teachers. We will see that teachers are professionally competent. Support will be provided to institutions of higher learning in Beijing to foster their high-quality development. We will advance tailored development plans for each Beijing-affiliated university based on their specific categories. We will attract top foreign universities in science, engineering, agriculture, and medicine to establish partner schools and programs in Beijing. We will facilitate the coordination of academia, industry, and urban development in Shahe and Liangxiang University Towns, as well as key university campus communities. We will pilot undergraduate programs for vocational education and upgrade vocational schools.
Bolster our role in generating sci-tech innovation. We will strive for more breakthroughs in original and pioneering research, and build a collaborative innovation system that is led by national laboratories and links central and local efforts. We will make new headway in the targeted initiatives aimed at breakthroughs in nine key areas, including integrated circuits and biomedicine, and establish new research and innovation platforms focused on sectors such as new energy and synthetic biology. We will plan the next round of pilot reforms for the Zhongguancun National Innovation Demonstration Zone, with priority given to boosting innovation. A five-year action plan will be implemented to promote the commercialization of research findings, and more proof-of-concept, pilot-scale testing, and technology readiness platforms will be created.
We will optimize the spatial layout of the Zhongguancun National Innovation Demonstration Zone, establish municipal high-tech areas, and support science parks in adopting a hybrid management model that leverages the strengths of both public institutions and enterprises, in an effort to accelerate the building of world-leading science parks. We will strengthen coordination among the “three science cities and one demonstration area”. Zhongguancun Science City will enhance its role in cutting-edge innovation, while Huairou Science City will be encouraged to open its facilities to generate a cluster effect. Beijing Future Science Park will enhance its operational effectiveness, and the Demonstration Area for Innovation-based Industrial Clusters will commercialize at least 300 research outcomes from the three science cities.
Solidify the capital’s competitive edge in talent resources. We will strengthen support mechanisms for recruiting overseas talent, focusing on scientists in strategic sectors and leading researchers working on key and core technologies. We will implement a special program to cultivate and support young leaders in science and technology. We will upgrade the recruitment scheme for outstanding international postdoctoral researchers, and prioritize young individuals in policy support and project participation. We will work to establish a union for training excellent engineers, and innovate mechanisms for cultivating senior technicians. We will expedite the creation of enterprise-university collaboration centers, and encourage joint training programs between universities, industrial parks, and “chain master” enterprises to meet the demand for urgently needed professionals. We will refine the mechanisms to help talented individuals obtain permanent residency and provide them with comprehensive services, covering housing, children’s education, and medical care, among others. Our goal is to create a welcoming and supportive environment for both domestic and international talent in Beijing.
