Comrades,
On behalf of the 12th Beijing Municipal Committee of the Communist Party of China, I will now deliver a report to the 13th Beijing Municipal Congress of the Communist Party of China.
The 13th CPC Beijing Municipal Congress is an important one, held at a time as China has embarked on a new journey to turn itself into a modern socialist country in all aspects and all of our people in Beijing are working for the opening of the 20th National Congress of the Communist Party of China.
The theme of our Congress is: Hold high the banner of socialism with Chinese characteristics, follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, redouble efforts to promote the development of Beijing as the capital of the nation in the new era, and strive to lead the country in basically achieving socialist modernization.
I. Our work in the past five years
The past decade since the 18th CPC National Congress is a period of landmark importance in Beijing's development. General Secretary Xi Jinping has inspected our city ten times and made important remarks concerning Beijing on 18 occasions on which he addressed the critical issue of "what China's capital should be like and how to build it". His instructions embody the fundamental principles guiding our work in Beijing in the new era.
We have followed General Secretary Xi Jinping's instructions and forged ahead. We have given priority to developing Beijing as the national capital instead of just another city and stepped up the coordinated development of Beijing, Tianjin and Hebei. Beijing's growth model, once a resource-intensive one, has been transformed to pursue development by relocating functions non-essential to Beijing's role as the capital. Governance of a super-large city has taken the place of past model of city management. Solid steps have been taken to build a people-oriented economy underpinned by green growth, innovation and high-quality development. Our great city has undergone profound transformation and embarked on a new journey of building a modern socialist capital in all respects.
Over the past five years, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, we the Beijing Municipal Party Committee have led the people of the city in fully implementing the guidelines of the 19th CPC National Congress, the plenary sessions of its 19th Central Committee and instructions of General Secretary Xi Jinping on Beijing. We have strengthened Beijing's position as the four centers[1], improved our ability to deliver four services[2], accomplished the three key tasks[3], and fought to win the three tough battles[4].
We have taken coordinated moves to promote reform, development and stability and improve people's lives. We have exercised full and strict self-discipline over Party organizations in the city. We have fulfilled the goals and tasks set in the 12th Beijing Municipal CPC Congress and become a national pacesetter in finishing the building of a moderately prosperous society in all respects. Substantial gains have been made in the city's overall performance and its international standing. As a result, new historical changes have taken place in Beijing.
Over the past five years, we have kept in mind Beijing's strategic role as China's capital and continuously strengthened this role of the city.
We have ensured that the city's development is guided by proper planning. The Master Plan of Development for Beijing (2016-2035), the Development Control Plan for the Core Zone Serving Capital Functions, the Development Control Plan for Beijing Municipal Administrative Center and the plans for each district and key functional areas were formulated and implemented, improving the city's functions and spatial layout.
Top priority has been given to providing services to the nation's political center. The density of population, buildings as well as commercial and tourist activities of the city's core zone has been cut, and the city's public services for the central Party and government bodies have continued to improve.
We have, acting on the general guidelines of building a historical and cultural city with three belts and two zones that promotes core socialist values[5], strengthened Beijing's position as China's cultural center. Beijing's historical and cultural heritage is kept alive, its cultural sector has maintained vigorous growth, and its cultural soft power has grown.
To serve China's distinctive major-country diplomacy in the new era, we have implemented plans well in advance for both facilities and the soft power development to enhance Beijing's role as China's center for international exchanges. The mechanism of providing services for major state events has been improved.
Efforts to build Beijing into an international innovation center have gathered pace. National laboratories in Zhongguancun, Huairou and Changping were inaugurated, and the Comprehensive National Science Center in Huairou has taken shape. A number of world-leading proprietary technologies have been developed. The three science cities and one hi-tech area[6] have seen dynamic development. The average annual gross revenue of Zhongguancun National Innovation Demonstration Zone has maintained double-digit growth
Over the past five years, we have made greater headway in pursuing coordinated Beijing-Tianjin-Hebei development by relocating functions non-essential to Beijing's role as the capital.
Thanks to the implementation of a special program for urban improvement, a large number of enterprises in general manufacturing, specialized regional markets and logistics centers have been phased out. Over 200 million square meters of land has been vacated through demolition of illegal structures. We have cut the size of the population and kept the building areas under control, and we have seen that the boundaries of eco-conservation and urban development are not crossed. These boundaries divide the urban space into three categories: areas for ecological conservation, those for limited scale of development and those for efficient urban development. We have met the target of a 15% reduction of permanent population in Beijing's six urban districts from that of 2014. Supply of land for urban and rural construction has been cut by 110 square kilometers. Thanks to these efforts, Beijing has become the first super-large city in China that has achieved growth with reduced input.
Development of the Beijing Municipal Administrative Center (BMC) has been advanced in a well-planned way, with annual targets met. The first group of municipal-level government bodies have moved into the BMC. The Universal Beijing Resort was inaugurated. We have fully supported the development of the Xiong'an New Area in Hebei Province. Xiong'an and the BMC are growing into "two wings" of the capital city. Transport connectivity, ecological conservation, and industrial integration with Beijing's neighbors have taken the lead in making coordinated progress. With the opening of Beijing Daxing International Airport, Beijing now has two aviation hubs.
Over the past five years, guided by the new development philosophy, we have taken solid steps to pursue high-quality development.
Innovation has played a bigger role in driving development with reduced input. We have launched the Five Key Initiatives[7] as new development dynamics, and put in place an economic structure featuring high-end, precision and cutting-edge industries. Modern service industries such as finance, information and technology stand out in the economy. The added value of the digital economy now accounts for over 40% of the city's total Gross Regional Product (GRP), which tops four trillion yuan after passing the second and the third trillion-yuan marks in succession. The per capita GRP and labor productivity measured by output per worker are among the highest in the country. Energy and water consumption per unit of the GRP has continued to drop.
Rural revitalization has been advanced across the board, with significant gains made in building a beautiful countryside. Urban-rural income gap has been narrowed. More balanced development has been achieved among various parts of Beijing, evidenced by faster development in southern Beijing, accelerated transformation of western Beijing, and vigorous green development in eco-zones.
Over the past five years, we have steadily advanced socialist democracy and rule of law by practicing the whole-process people's democracy.
We have enhanced the Party's overall leadership over people's congresses and political consultative conferences. The strengths of the people's congress system and the multi-party cooperation and political consultative system under the leadership of the CPC have been fully leveraged. The patriotic united front has been consolidated and expanded. Solid performance has been delivered in the work concerning ethnic minorities, religions, Hong Kong, Macao, Taiwan and overseas Chinese affairs. People's organizations such as the Trade Union, the Communist Youth League and the Women's Federation have strengthened the bond between the Party and the people. Community-level self-governance has been improved, nurturing greater democracy at this level. Progress has been made in turning Beijing into a pacesetter of rule of law in China. The quality of local legislation has been improved. Law-based governance and Party officials are better able to think and act in accordance with the law.
The reform of the law enforcement and judicial departments has been intensified across the board. The Beijing Internet Court and the Beijing Financial Court have been established. Significant gains have been made in the education and rectification of the law enforcement and judicial staff. Services for veterans have been improved, and the mutual support between the civilians and the military consolidated. Unity between the military and government and between the military and the people has been further strengthened.
Over the past five years, we have significantly improved the eco-environment by making massive conservation efforts.
Further steps have been taken to reduce air pollution. As a result, the annual average concentration of PM 2.5 dropped to 33 μg/m3 in 2021, down 43.1% over 2017, and the air quality in Beijing has met all the standards for the first time. The people in Beijing now enjoy more blue skies.
The river chief system has been strictly implemented. The quality of cross-sections of water bodies is above Class V in the national surface water assessment. All five major rivers now see water flowing all year round and can reach the sea. The volume of water in the Miyun Reservoir has reached an all-time high. The groundwater table in the flatlands has risen for six consecutive years.
Large green spaces have been added. The Central Green Forest Park, phase I of Beijing Wenyuhe Park and other "green lungs of the city" have been created. The new one million mu (67,000 hectares) afforestation project has been completed, raising the city's forestry coverage to 44.6%. China Botanical Garden was officially opened. We have made steady progress in cutting carbon emissions and achieving carbon neutrality. CO2 emissions per 10,000 yuan of GRP remain the lowest among provincial-level jurisdictions in China.
Over the past five years, we have improved urban management with meticulous efforts, meeting the expectations of our people.
We have launched a citywide initiative to award districts which achieved a high standard of public civility, made targeted environmental improvement of backstreets, and upgraded a number of streets and alleys in both interior and exterior. Strenuous efforts have been made to work on the two important "minor" details[8]. Waste sorting has become a public practice, and the Party-led property management system has taken initial shape.
We have intensified the reform in the sub-district/township management system, empowered the primary-level government and supported community building in both urban and rural areas. The city's law-based, targeted and participatory governance capacity has thus been significantly improved. A new approach to governance of large communities has been adopted in the Huilongguan and Tiantongyuan areas. The new Shougang area has become a landmark for the capital's urban renewal in the new era. Further steps have been taken to improve the city's landscape, and our city's public space has become cleaner and well-maintained.
More passengers have used suburban railway lines. The non-motorized traffic system has been further improved.
Over the past five years, we have deepened reform and opening-up, thus instilling greater momentum and vitality into Beijing's development.
We have fully implemented the decisions and plans on major reforms made by the CPC Central Committee, and completed institutional reforms across the board. New breakthroughs have been made in reforms of major fields and key areas, including state-owned assets and enterprises, public finance and taxation, and systems of investment and financing.
"Service packages" and "steward services" have been offered to companies, which has made Beijing a national pacesetter in improving business environment. The first pilot reform of rural land requisition was completed. A number of policies, first of their kind in China, have been adopted, and a number of landmark projects have been launched to seize opportunities created by the "two zones"[9] initiative.
The Beijing Stock Exchange was established and began trading. The China International Fair for Trade in Services (CIFTIS), the Zhongguancun Forum, and the Financial Street Forum are now major platforms for China's opening-up and development. We have been actively engaged in the Belt and Road Initiative, and made further headway in international exchanges and cooperation in various fields.
Over the past five years, we have continuously improved people's well-being, and our people are more satisfied with their lives.
With a focus on improving people's well-being in seven aspects[10] and meeting their expectations for a better life in five areas[11], we have made government services more inclusive to meet people's essential needs and ensure basic living standards for the poor. Specific steps have been taken to address people's needs, and public services have continued to improve.
The twin pressures of homework and off-campus tutoring on children receiving compulsory education have been eased. The quality of school teaching has been raised. Various types of education have been fully promoted, and commitment to the CPC in universities and colleges has been strengthened.
Personal income has seen steady growth. Surveyed urban unemployment rate has been kept at a low level. The city's urban and rural healthcare systems have been improved, and our people have become much healthier.
We have improved the system of providing government subsidized housing to those who are eligible and kept the real estate market stable.
Elderly care services have grown steadily. Beijing is among the first in China to establish a unified urban-rural social security system covering all its residents.
We have swiftly responded to public concerns by putting in place an innovative mechanism of giving quick answers to calls made by residents and swift response to public complaints. We have become more proactive in solving problems, starting a profound transition toward a model of super-large city governance featuring active response to residents' demands. A large number of public concerns have been addressed, and our Party officials are more committed to living up to their responsibilities as public servants and serving the people.
We have fulfilled the development assistance tasks, enabling those areas which receive assistance from Beijing to eliminate poverty as planned. All low-income rural households in Beijing have been removed from the low-income category.
Over the past five years, we have made every effort to guard against various risks and meet challenges, thus maintaining social harmony and stability in the capital.
We have given top priority to upholding political security, improved management of the ideological front, and forged an ironclad national security defense for the capital. We have maintained the city's law and order, and secured a major victory in cracking down on organized crimes and rooting out local criminal gangs. Our people feel safer and more secure than in the past.
We have fully implemented an accountability system for workplace safety, and effectively curbed serious and major accidents. We have deepened the reform of the emergency response system, identified and removed safety hazards of underground pipelines, and made solid gains in building a resilient city.
We have strengthened financial regulation, defused financial risks in a well-organized way and seen that no systemic risks occurred.
Over the past five years, we have fulfilled the political responsibilities of ensuring that the Party supervises its conduct and enforces strict self-discipline, thus continuously strengthening Party discipline.
We the Municipal CPC Committee have enhanced leadership over key matters involving multiple sectors as well as Party and government departments. Coordination bodies with distinctive capital features such as the Urban Affairs Committee and the Ecological Conservation Commission under the Municipal Party Committee have been established.
Enhancing the political commitment of the Party has always been our top priority.
All Party officials in Beijing have become more purposeful in following the CPC decision to establish Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and to establish Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding principle.
We have boosted our consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership.
We have become more confident in the path, the theory, the system, and the culture of socialism with Chinese characteristics.
We have become more conscientious in upholding Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and upholding the Central Committee's authority and its centralized, unified leadership. We have made it our top political task to gain a good understanding of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and apply it.
We have carried out activities to ensure that our Party members have a solid understanding of the Party Constitution, Party regulations, and related major policy addresses and meet Party standards.
We have launched an initiative of staying true to our Party's founding mission and encouraged all Party members to learn more about the history of the Party. We have established systems such as on-site meetings on advancing key tasks and monthly performance review meetings on the work of heads of CPC committees and leadership groups of the districts and municipal departments.
We have given priority to strengthening primary- and community-level Party organizations, and we have strengthened the Party's organizational system. Party organizations at all levels have thus become more capable of performing their political and organizational responsibilities. We have, acting on the principle of the Party exercising leadership over all officials and talent, built a contingent of officials with strong professional competence who meet the capital's development needs, who are loyal to the Party, have moral integrity and a keen sense of responsibility. We have attracted a large number of talents with dedication and deep love for the country.
We have strictly complied with the central Party leadership's eight-point decision on improving work conduct; we have worked tirelessly to address corruption that occurs on the people's doorsteps and correct misconduct in all its forms. Burden on all those working on the ground has been eased; the Party and government conduct has continued to improve.
We have rectified problems found by the central inspection group and the central environmental protection inspection team as well as those in the fields of planning and natural resources. Resolute actions have been taken in accordance with laws and regulations to put an end to illegal land use and construction in shallow-mountain areas and unapproved villa building, and a number of acute problems have been resolved.
Reforms of the disciplinary inspection and supervision system have been deepened to maintain a tough stance against corruption and violations of Party discipline and laws. A citywide meeting to keep officials alert about misconduct has been held every year. Cases have been used to alert officials and resolve related problems. All this has created a political atmosphere of good conduct in the Party.
Over the past five years, we have delivered quality services to a series of major events, including celebrations of the 70th anniversary of the People's Republic of China, celebrations of the centenary of the Communist Party of China, the Belt and Road Forum for International Cooperation, the Beijing Summit of the Forum on China-Africa Cooperation, the Conference on Dialogue of Asian Civilizations, and the International Horticultural Exhibition. We have thus lived up to the expectations of the Party and the people. In particular, the solemn, grand and spectacular celebrations of the People's Republic's 70th anniversary and of the centenary of the CPC fully demonstrated the power to inspire of the CPC and China, and fostered a deep affection among all the Chinese people toward the Party, our country and socialism, as well as a greater sense of national pride.
Committed to hosting a green, inclusive, open and clean Games and making it streamlined, safe and splendid, we, in close cooperation with Zhangjiakou, presented the world with an unparalleled Olympic and Paralympic Winter Games.
The Games are remembered for the spectacular opening and closing ceremonies, Olympic Villages with distinctive designs, magnificent venues, splendid game events and highly efficient organization. We have thus ushered in a new era for global winter sports and created the spirit of the Beijing 2022 Winter Olympics and Paralympics.
The Games' success has firmed up our confidence and resolve in building a great modern socialist country. The Games presented China as a hospitable, prosperous, open and confident country, and they provided powerful inspirations that unite the Chinese nation as one in pursuing its rejuvenation. Beijing, the first and the only city in the world that has hosted both the Summer and Winter Olympics, has increased its appeal as both the capital of a great nation and a great cosmopolis.
Putting people and their lives first, we have made every effort to beat Covid-19. Under the leadership and mandate of the central Party leadership, we took the lead in putting in place a joint mechanism for Beijing's Covid-19 containment and have imposed strict control over the city's inbound access.
We have remained firm in implementing the swift Covid-19 clearance policy and prevailed over multiple waves of cluster cases. We have maintained regular Covid-19 prevention, and strengthened Beijing's public health emergency management system, thus effectively protecting people's lives and health and ensuring public safety in the capital.
Every one of us in Beijing has joined this fight and reached out to each other, creating a mighty force to beat Covid-19. True heroes have emerged from the ordinary people, and their touching stories will forever inspire us.

The past five years are a journey of perseverance and advance. We owe all our achievements, first and foremost, to the strong leadership and guidance of the CPC Central Committee with Comrade Xi Jinping at its core.
In the past five years, General Secretary Xi presided over many meetings of the Standing Committee of the Political Bureau of the Party Central Committee, during which he gave instructions on important plans and matters concerning the long-term development of the capital. He stressed the importance of giving full play to Beijing's role as China's political center and putting people first in our work. During his inspection of the BMC, he charted the course for its long-term development and encouraged the Party and government staff working there to deliver a good performance.
He announced the official opening of Beijing Daxing International Airport. In his video speeches delivered at the Global Trade in Services Summit of CIFTIS and the opening ceremony of Zhongguancun Forum, he announced a full range of major policy measures, including the "two zones" development, the establishment of the Beijing Stock Exchange and new pilot reforms in Zhongguancun, thus giving strong impetus to Beijing's high-quality development.
At the critical time of fighting Covid-19, he paid two visits to the frontline and gave guidance in person, thus strengthening our resolve to beat the virus. He visited Beijing's old town where he asked residents in the hutong about their lives, pasted posters of the Chinese character of happiness and made dumplings with them. He told us that the people's pressing concerns and difficulties must be addressed. He affirmed the government service mechanism of making swift response to public complaints and instructed us to continue this practice.
In the five years of making preparations for the Beijing 2022 Winter Games, General Secretary Xi made five inspections to the competition zones in Beijing and its Yanqing District, including Xiaohaituo Mountain, the National Stadium, the National Speed Skating Oval and the Olympic Villages. As Covid-19 continued to rage globally, he instructed us that "the success means to run the Games smoothly". His instructions ensured the success of the Games.
General Secretary Xi has participated in tree planting in Beijing for ten years, encouraging all of us to build a beautiful homeland of harmony between humanity and nature.
All these scenes and his words remain fresh in our minds. We are deeply inspired by his vision, foresight and leadership, and his commitment to serving the people and meeting their daily needs. When he instructs us to fulfill a mission, he both shows us the way and sees to it that we have the necessary means to meet challenges. All this shows that the General Secretary's support and guidance are crucial to every step forward we have taken and the changes taking place in Beijing. With General Secretary Xi leading our way, we are filled with confidence and power to succeed in all our endeavors.
We also owe our achievements in the past five years to the strong support from the central Party and government departments and institutions, other provinces, autonomous regions and provincial-level cities, and people from all sectors of society across the country. These achievements have also been made by all the people in Beijing through their hard work.
In the past five years, with a keen sense of responsibility to the cause of the Party and the people, all of you in the Party organizations at all levels across the city have fulfilled your duties and missions. You have delivered a commendable performance by ensuring the success of a series of important celebrations and events. You have demonstrated your loyalty and commitment to the Party by resolving many difficult and urgent issues. You have stepped forward and risen to challenges at critical moments, displaying strong political commitment, a pragmatic work conduct, and high morale. All this has fostered a lively atmosphere of unity, harmony and dedication.
Here, on behalf of the 12th CPC Beijing Municipal Committee, I would like to pay high tribute and express heartfelt thanks to all our Party members, officials, and people of Beijing, to retired senior officials and comrades, to all central Party and government departments and institutions, to the People's Liberation Army and the People's Armed Police Force units based in Beijing, to other provinces, autonomous regions and provincial-level cities, to other political parties, federations of industry and commerce, and public figures with no party affiliation, to our fellow countrymen and women in Hong Kong, Macao and Taiwan, and to overseas Chinese and foreign friends who have shown understanding for and given support to us as we do our work in Beijing.
There is much that we have learned from the journey we have traversed in the past five years.
First, we must bear in mind that Beijing is judged first and foremost by its political stance.
We should closely follow the Party Central Committee with Comrade Xi Jinping at its core in political stance, direction, principle, and path. We should follow the guiding principles that General Secretary Xi Jinping has laid out in his instructions on Beijing, and bear in mind the political imperatives and the larger interests in all work we do.
Second, we must keep in mind the strategic status of Beijing as China's capital and develop the city according to its role as the four centers that delivers four services.
We should see that Beijing's development is planned and advanced in a way that best meets our country's strategic needs. We should keep upgrading Beijing's function as China's capital and ensure its security and stability, so that it can better meet the priority needs of our Party and country.
Third, we must apply the new development philosophy to all areas throughout the capital's development.
We should embrace and boost the country's new development dynamics and pursue higher-quality development that is more efficient, equitable, sustainable, and secure.
Fourth, we must promote high-standard reform and opening-up.
We should make full use of the central authorities' policies in support of Beijing, deliver more benefits by furthering the reform, unleash greater vitality through further opening-up and foster all-round innovation spearheaded by innovation in the field of science and technology to boost productivity.
Fifth, we must strive to meet people's expectations for a better life.
We should ensure and improve people's living standards through development, enhance social equity and justice, and build an effective governance system for this super large city, so that the benefits of development will reach all the people in a fairer way.
Sixth, we must act on the general principle of making progress while ensuring a steady performance.
We should adopt a holistic approach, think in big-picture terms and work in a pragmatic way. We should act as a policy executor and improve approach to our work to ensure that all the decisions and plans made by the central Party leadership are fully implemented in Beijing.
Seventh, we must see that the Party exercises effective self-supervision and strict self-discipline in every respect.
We should see that the Party plays its key role of providing overall leadership and coordinating the efforts of all stakeholders, and improves its ability to govern and lead, so as to provide strong support for various development endeavors in the capital. The above valuable experience is of long-term relevance to us and it should be enriched in practice.
However, we should also be keenly aware of the many obstacles and challenges on our way ahead and that there is still room for improvement in our work.
We are yet to fully meet the expectation of our Party and people in strengthening Beijing's role as the four centers and its capacity to deliver four services.
Problems associated with a megacity remain formidable and resources available and environmental capacity to meet the needs of a large population remain insufficient. Traditional growth drivers now play a less important role in our city that takes a development approach with less input and relocates its functions non-essential to the capital elsewhere. But innovation is yet to become a driving force powerful enough to generate momentum for development. And there is a pressing need to break bottlenecks in high-tech sectors.
Insufficient development in urban and rural areas and uneven development between them and among different parts of the city remain an acute issue. More efforts should be made to improve people's well-being and public security.
Competence and work conduct of Party officials need to be improved in order for them to take up new tasks under new conditions. Improving Party conduct, tightening Party discipline and curbing corruption remain an arduous task, and more needs to be done to strengthen the Party. Ensuring strict self-improvement of the Party remains a long-term task. We must take these issues seriously and resolve them with effective measures.
II. Promoting the development of Beijing in the new era and striving to lead the country in fully building a modern socialist China
What is unfolding in the world has not been seen in the past 100 years, and China's rejuvenation proves to be an irreversible historical process. We have achieved the first centenary goal of building a moderately prosperous society in all respects, and we are embarking on a new journey toward the second centenary goal of building a modern socialist country in all respects.
General Secretary Xi Jinping is the core of the Party leadership who charts the course for us on this new journey. This leadership core is the choice of history and the Chinese people in response to the call of the times, and it underpins all our endeavors. Our work is guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, namely, Marxism of contemporary China and of the 21st century. It embodies all that is best in the Chinese culture and ethos in our times and charts the course for us to press ahead with conviction. The Party has made the decision to establish Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. This is the biggest political achievement, the most important historical experience and the most objective conclusion our Party has gained since the 18th CPC National Congress. This decision is of crucial importance for advancing the cause of the Party and our country in the new era and advancing the historic process of China's rejuvenation.
All of us in Beijing should act with a stronger sense of purpose, stay committed to this decision, resolutely uphold General Secretary Xi Jinping's core position in both the CPC Central Committee and the entire Party and uphold the CPC Central Committee's authority and its centralized, unified leadership. We should remain firm in supporting, trusting, following and upholding the leadership core. In all the work we do, we should translate Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era into concrete actions here in Beijing and deliver solid outcomes to meet people's expectation for a better life.
Beijing's role as our country's capital is critical to its growth and development; and our work in Beijing is important to China's fundamental interests. To develop Beijing and run it well is an important part of our endeavors to build a modernized system and capacity for governance in China. Entering the new era, Beijing has an even more important role to play in fulfilling the mission of our Party and the nation, and faces heavier tasks of delivering quality services to state activities as China's capital.
As China moves closer to the center stage of the world, Beijing will host more diplomatic events and other major events. We should thus do a better job in strengthening the city's planning and management, enhancing its cultural appeal and global image, and providing logistic support to China's participation in global governance.
In the face of a fast-unfolding technological revolution and industrial transformation, we need to speed up development of cutting-edge science and technologies, launch more trials of reform and opening-up, and achieve higher-quality development.
With global changes and Covid-19 unseen in a century as well as backlash against globalization, the world has entered a new stage of turbulence and change, one of increasing instability and uncertainties. All this has posed new challenges to us as we endeavor to ensure both development and security, and prevent and defuse major risks.
Looking back, Beijing has taken the lead in meeting the first centenary goal of building a moderately prosperous society in all respects. Going forward, we in Beijing should continue to spearhead efforts to attain the second centenary goal of basically realizing socialist modernization.
We should see that Beijing truly deserves to be the capital city of a great socialist country in pursuit of national rejuvenation and a world-class metropolis that is harmonious and livable. This is the call of the times; it is our historic mission entrusted by the Party and the people.
We should remain firm in our conviction, stay true to our original aspiration, and embark on the new journey with resolve. We will make every effort to live up to what is expected of our generation and make due contribution to realizing the Chinese dream of national rejuvenation.
The fundamental task facing us on the new journey is to boost Beijing's development in the new era.
Since the 18th CPC National Congress, Beijing has entered a new era in pursuing development as China's capital. General Secretary Xi Jinping, by making important instructions on Beijing, has charted the course for us, which leads to a major shift in the city's development philosophy and answers the question of "what kind of capital should we build and how to build it", a major issue of our time.
Large infrastructural construction started in Beijing in the 1950s under the leadership of the central Party leadership. A number of major projects, including the "ten landmark buildings"[12], Subway Line One, the Capital Steel Company, and Miyun Reservoir, were completed. These efforts were aimed at improving the city landscape of Beijing as the capital, boosting its economic growth, and presenting the remarkable achievements of the young People's Republic.
Amid the surging tide of the development of the socialist market economy in the 1990s, the Municipal Party Committee made the decision to foster a knowledge-oriented economy for Beijing underpinned by the development of high-tech industry. Efforts were made to upgrade Beijing's economic structure by giving priority to the development of the service sector. The goal was to explore a path of economic development that best suits Beijing's role as the nation's capital.
In promoting Beijing's development in the new era, the CPC Beijing Municipal Committee aims to strengthen the city's strategic role as China's political center, cultural center, center for international exchanges and innovation center. This will enable Beijing to better perform its functions as China's capital, achieve high-quality development and make new advances in playing its role as the capital, and meet the expectations of the Party and the people for its development.
The above evolving priorities for different periods of Beijing's development demonstrate our deepened understanding of the distinctive features of our work in the capital city. Promoting the capital's development is our overarching goal. We must make every effort in our work of the city to meet this goal.
Beijing's development in the new era is ultimately about improving its functions as China's capital.
It is about strengthening Beijing's role as the four centers, enhancing its capacity to deliver four services, better meeting the overall interests of the Party and the country, and our people's growing needs for a better life.
We should think, make decision and act with the overall interests of the Party and the country in mind, balance the development needs of Beijing both as a city in itself and as China's capital. We should be clear about what to reduce and what to increase, about the importance of relocating some non-essential functions elsewhere and upgrading the retained functions, so as to give full play to the roles of both the city as the capital and its two wings.
Beijing is, first and foremost, China's capital. Hence, all the plans and initiatives for Beijing's development must be aligned with and serve its functions as the capital. We should see that Beijing's service capacity, population size, resources and environment and urban layout are in keeping with the city's strategic role.
The development of Beijing as the capital in the new era should be high-quality development.
We should do what is called for in this new stage of development in our work, implement in both letter and spirit the new development philosophy, and leverage Beijing's strengths in science, technology and talents to embrace and facilitate the country's new development dynamics. This will unleash the great potential of Beijing as four centers which delivers four services.
The central Party leadership has drawn up the strategic blueprint for Beijing's development. We should implement in a well-coordinated way the Five Key Initiatives for development, namely, building Beijing into an international center for innovation, making progress in building the "two zones", turning Beijing into a global model city of digital economy, stimulating and creating new demand through supply-side structural reform, and making greater headway in Beijing-Tianjin-Hebei coordinated development through relocation of functions non-essential to the role of Beijing as the capital, so as to maintain high-quality development.
The development of Beijing in the new era is ultimately about delivering a good life to our people.
Everything we do in our work has much to do with the life of all families. We must put the people above all else, and actively address issues of concern to the people, including those on education, employment, health care, elderly care, housing, social insurance, environment and transportation. Nothing is too small or too trivial for us to attend to. We should deliver good services to the people and improve both facilities and services so as to provide better public services to meet people's living needs. Our people will thus feel more satisfied, happy and secure.
We should pursue the development of Beijing as the capital in the new era to a high standard.
A nation's capital should lead by example. As a pacesetter on all fronts, Beijing should play an exemplary role and keep to high standards. We should act with a strong sense of responsibility, be enterprising, strive for perfection, and pursue excellence. We should open new ground and deliver a good performance in the new era, so as to set an example for the whole country.
Our Party will convene its 20th National Congress in the second half of this year. It will be a highly important Congress held at a time as our Party is making solid progress on its journey toward the second centenary goal of building a modern socialist country in all respects. It will have a significant and far-reaching impact on the historical process of achieving national rejuvenation. We in the capital of Beijing, should take the lead in creating a sound political and social environment for the Congress and making sure the decisions and the guiding principles of the Congress are well understood and implemented.
The next five years will be a crucial period for Beijing to take the lead in the country in basically achieving socialist modernization. To fulfill this task, we must:
●Hold high the great banner of socialism with Chinese characteristics;
●Abide by Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of "Three Represents" and Sound and Balanced Approach to Development;
●Follow Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era;
●Implement the guidelines set forth by the Party at its 19th and 20th National Congresses;
●Implement the guiding principles from major policy statements on Beijing made by General Secretary Xi Jinping;
●Implement the Party's decision to establish Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and to establish Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding principle, and heighten awareness of the need to maintain political commitment, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership;
●Boost confidence in the path, theory, system and culture of socialism with Chinese characteristics, and uphold Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and uphold the Central Committee's authority and its centralized, unified leadership;
●Implement the five-pronged integrated plan;
●Advance the four-pronged strategy;
●Make progress and ensure stable performance, and implement the new development philosophy fully, and in both letter and spirit;
●Pursue Beijing's development as the nation's capital in the new era;
●Advance cultural, technological and green development in Beijing;
●Promote Beijing-Tianjin-Hebei coordinated development;
●Incorporate the Five Key Initiatives into the new development dynamics;
●Take solid steps toward high-quality development;
●Ensure both development and security and advance Beijing's reform, opening-up and other endeavors;
●Put in place a modernized governance system and strengthen governance capacity;
●Improve people's lives;
●Exercise full and strict self-discipline over Party organizations; and
●Make new advances in Beijing in fully building a modern socialist China.
Our development goals for the next five years are as follows:
●Further strengthen Beijing's strategic role as the four centers;
●Make new headway in building Beijing into a world-class cosmopolis that is harmonious and livable;
●Steadily advance Beijing-Tianjin-Hebei coordinated development;
●Further enhance Beijing's overall strength and competitiveness;
●Improve Beijing's overall living environment;
●Make new progress toward common prosperity; and
●Lay a solid foundation for Beijing to lead the country in basically achieving socialist modernization.
Enhance the functions of Beijing as the capital city.
Beijing will significantly boost its capacity to provide supporting services for the country's political center and its role of pacesetter as the country's cultural center. The role of Beijing as the national center for international exchanges will be fully strengthened. The city will basically turn itself into an international innovation center. Its institutions and mechanisms for delivering four services will be well in place.
Improve economic performance.
The Five Key Initiatives will be launched in a well-coordinated way to ensure smooth flow of economic activities. The foundation of the real economy represented by high-end, precision and sophisticated industries will be strengthened. A modernized economy with distinctive features of Beijing will basically take shape. Development between urban and rural areas and among different parts of the city will become more balanced. Substantial gains will be made in rural revitalization. We will make more breakthroughs in reforms of major sectors and key areas, and elevate the open economy to a new stage. Beijing's economic aggregate will pass the five-trillion-yuan mark, and its per capita GRP and labor productivity as measured by output per worker will remain the highest in China.
Promote Beijing-Tianjin-Hebei coordinated development.
Further progress will be made in relocating non-essential functions to enable Beijing to continuously lead development in the Beijing-Tianjin-Hebei region. The BMC and the Xiong'an New Area will achieve greater development as the "wings" of Beijing. Infrastructure connectivity, environmental protection, industrial layout, technological innovation, and sharing of public services in this region will be further enhanced, and significant advances will be made in building a modern metropolitan area around Beijing.
Improve people's well-being.
We will ensure higher and better-quality employment. Personal income will grow basically in step with economic growth. The urban-rural income gap will be further narrowed. The middle-income group will continue to expand. The Healthy Beijing initiative will be fully advanced, and the public health emergency response system will see major improvement. We will further improve public services in such sectors as education, social insurance, housing, elderly care, culture, and sports. The mechanism for swiftly responding to public complaints will be well in place and more efficient. Social services for improving people's well-being in seven aspects and meeting their expectations for a better life in five areas will be steadily enhanced.
Strengthen ecological conservation.
Green development will enjoy extensive public support, and green production and living will be readily accepted by the public. The use of energy and resources will become much more efficient. We will steadily reduce carbon emission from its peak which was reached earlier than other localities in China and take solid steps toward carbon neutrality. Total emissions of major air pollutants will continue to drop, and heavy air pollution will be basically eliminated. No water body will be of quality lower than Class V. An eco-friendly city with blue sky, clear water and abundant greenery will take shape.
Raise the governance capacity of Beijing as the capital.
The whole-process people's democracy will further develop. More progress will be made to develop Beijing into a pacesetter of rule of law in China. Foundational institutions for city governance in all sectors will take shape, and community-level governance and services will be steadily improved. Public civility will continue to be improved. Institutional mechanisms for forestalling and defusing major risks will be significantly improved, so will our capacity for public emergency response. Social harmony and stability in Beijing will be maintained.
Strengthen the Party.
We will fully meet the general requirements of strengthening the Party in the new era, improve the system and institutions of the Party leadership, improve the Party's organizational system, and raise the competence of Party officials and talents. We will continue to strengthen Party organizations at all levels, and make primary- and community-level Party organizations vanguards and Party members role models. New gains will be made in tightening discipline, improving conduct, fighting corruption, and fostering sound political conduct.
To accomplish our glorious mission and ambitious goals, we should maintain high morale and be enterprising. On the new journey, we should cherish the opportunity presented by this great era, vigorously promote the founding spirit of our Party, uphold truth and ideals, stay true to our original aspiration and founding mission, fight bravely without fear of sacrifice, remain loyal to the Party and live up to the people's expectation.
We should carry forward the spirit of the Beijing 2022 Winter Olympics, bear in mind the big picture, be confident and open, rise to challenges, pursue excellence, and create a better future together.
We should have a keen sense of responsibility and urgency; and we should never stop, never take a mistaken step and never miss a day's work, so as to make achievements worthy of our great country, our people and our times, and deliver a good performance to the Party and the people.
III. Strengthening the functions of four centers of Beijing and improving its four services in keeping with its strategic position as China's capital
The four centers are Beijing's strategic position set by the central Party leadership, and the four services are the basic functions Beijing should perform as the capital. All of us in Beijing should align our work with them, and we should continuously improve our city's functions so that it can better play its role as China's capital.
We will make every effort to provide services to our country's political center in Beijing.
The Development Control Plan for the Core Zone Serving Capital Functions will be strictly implemented to foster a safe and secure, efficient, and orderly environment of governance. Further steps will be taken to reconfigure functions of the core zone.
The density of population, building structures as well as business and tourist activities will be further lowered to cut the flow of people in the core zone over time. The management of the special layout of the core zone will be improved to shape a city landscape with unique historical and contemporary features, one of wider space, lower skyline, displaying the magnificence and solemnity of the city.
We will take solid steps to build Beijing into China's cultural center.
We will run well the Beijing Research Center of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and advance Marxist studies and the development of related disciplines. Guided by the core socialist values, we will foster patriotism, improve public civility and enhance political guidance in the new era, and we will better preserve the revolutionary heritage of Beijing.
We will rank city districts as measured by level of public civility and strive to be a national pacesetter of public civility.
We will act on the principle of no more demolition in the old town, keep the heritage of the central axis well preserved to apply for its inclusion in UNESCO World Cultural Heritage Site List. We will adopt new ways to vacate buildings that occupy sites of cultural heritage to protect such sites and put them to good use. We will keep old Beijing brands alive and further develop them and keep intangible cultural heritage well preserved.
We will take coordinated steps to advance the development of the Grand Canal Cultural Belt, the Great Wall Cultural Belt and the Western Hill-Yongding River Cultural Belt, and we will step up efforts to build the three hills and five gardens into a demonstration area of cultural heritage protection and utilization.
Beijing's press and publishing, radio, film, and television, literature and art, online audiovisuals, philosophy and social sciences will continue to flourish. We will implement the Cultural Masterpieces project, and make "Watch Outstanding Performances in Beijing" a well-recognized cultural brand. We will improve the network of public cultural facilities, encourage reading among Beijing's residents and make the capital a city of museums, and we will adopt new approaches in developing public cultural programs. We will promote digital development of the cultural sector, and foster new types and forms of cultural businesses.
We will boost the high-standard development of both tourism and culture by integrating the two and ensure the success of such events as the Beijing Culture Forum, the Beijing International Film Festival and the Beijing Design Week.
We will strengthen the role of Beijing as a center for international exchanges.
Facilities and capacity will be improved to strengthen logistic support for diplomatic events and major national events held in Beijing. We will upgrade the functions of the central area of the Olympic Park, and upgrade and expand the Beijing Yanqi Lake International Conference Resort. We will improve the capacities of the BMC, south Beijing and other areas to provide service for international exchanges and designate an area for hosting international organizations.
We will turn Beijing, a city with two international airports, into a global consumption center and a venue of major conferences and exhibitions. We will improve Beijing's international environment by building more international schools, hospitals and high-quality talent communities and improving Beijing's language environment for international exchanges. We will expand exchanges with our sister cities in other countries.
We will work faster to build Beijing into an international innovation center.
To better promote the major national strategies such as pursuing innovation-driven development, we will strive to become a global science center and a pacesetter in innovation.
We will boost national scientific and technological capabilities of strategic importance, build state laboratories with high standards, and develop the system of key national laboratories in Beijing. Intensified efforts will be made to develop Beijing Huairou Comprehensive National Science Center and world-leading new-type R&D institutes in the frontier sectors such as information technology and biotechnology.
We will continue to develop global frontier technologies and use research outcomes to serve the economy, promote national development and improve the life and health of our people. We will make breakthroughs in addressing bottleneck issues in core technologies, developing disruptive technologies, and making original innovations.
Beijing-based institutions of higher learning, research institutes, enterprises and hospitals will play a major role in innovation, and a number of frontier science centers, innovation consortia, and platforms for generic technology will be built. They will form an innovation mechanism featuring coordination between central and local governments, cooperation between government and enterprises, integration of research and production and international cooperation.
Zhongguancun Science City will remain a focus of our work, which will strengthen basic research and innovation in strategic frontier technologies, and foster clusters of artificial intelligence, blockchain technology and other emerging technologies. The Science City will fully leverage its strengths as a main incubator of technology innovation that fosters original innovation and proprietary technologies, and will become China's first world-leading science city.
We will strive to turn the Huairou Science City into an international research center of the century with major sci-tech infrastructure clusters through enhanced cooperation between the municipal government and research institutes.
The Beijing Future Science Park will be strengthened through cooperation between central and Beijing government departments and cooperation with universities in Beijing. It will become a global pacesetter for technological innovation with a cluster of pharmaceutical and health companies and world-leading energy companies in its life science valley, energy valley and university park.
The Beijing Economic-Technological Development Area and Beijing Shunyi Innovative Industrial Cluster Demonstration Zone will be turned into global production centers for high-end, precision and cutting-edge industries through commercializing the research outcomes of the Zhongguancun Science City, the Huairou Science City and the Beijing Future Science Park.
The Zhongguancun National Innovation Demonstration Zone will have our full support in conducting pilot reforms on developing high-technologies, deepening the coordinated development of its sub-parks, and building itself into a world-leading science park.
We will deepen reform in the science and technology management system, facilitate the marketing and application of advances in science and technology, energize innovators, strengthen intellectual property protection, and foster a sound environment for innovation and business start-ups.
We will strive to deliver quality four services.
We will strengthen mechanisms of providing regular services for major state activities and of support for and liaison with the central Party and government departments as well as military units stationed in Beijing. Public service facilities and conditions for the office area and living quarters of central Party and government departments will be improved. We will vigorously support key construction projects launched by central Party and government departments in Beijing, and assist renovation and management of old housing properties owned by the central authorities.
We will maintain close contact with colleges, universities and research institutes based in Beijing and deliver tailored services to them.
Government service windows at all levels will be improved to deliver good service. The "12345" hotline will be run well to address public concerns.
IV. Embracing China's new development dynamics to pursue high-quality economic development
We will take the lead in exploring the right way of creating new development dynamics and speed up efforts to build a modern economic system with distinctive features of the capital. A green and low-carbon development model driven by advanced economic sectors and innovation will be developed so that Beijing will better play its strategic role through economic development.
We will further strengthen and improve sectors of high-end, sophisticated and cutting-edge technologies.
We will give priority to developing advanced, intelligent and green technologies, foster advanced manufacturing, and raise market recognition of Beijing's smart manufacturing products. The role of integrated circuits, medicine and health and hydrogen energy in stimulating growth will be further boosted. More support will be given to competitive industries such as new energy vehicles and smart equipment manufacturing.
We will make advanced planning to develop future oriented industries such as optoelectronics, life sciences and low-carbon technologies. We will focus on both leading companies that can create an industry and set its standards, and new well-performing micro, small and medium-sized high-tech companies. We will foster more unicorn companies, specialized, high-end and innovation-driven businesses that provide distinctive products or services and benchmark factories in smart manufacturing.
We will consolidate and expand our strength in the modern service sector and make it a new hallmark of Beijing. We will enhance Beijing's role as China's center of financial regulation, launch a number of national level financial infrastructure projects, and ensure the smooth operation of the Beijing Financial Court. We will deepen the reform of NEEQ and support the growth of the Beijing Stock Exchange into the primary platform serving innovation-oriented SMEs. We will encourage more qualified companies to get listed. The capacity of information services will be scaled up. Business forms such as R&D design and business incubation will be further developed to serve technology companies. Business services will become high-end and international oriented. We will advance the development of key functional zones such as the Financial Street, the Central Business District and Lize Financial Business District, and pursue integrated development of advanced manufacturing and modern services to cultivate more globally competitive business clusters, each with an annual output value of over one trillion yuan.
We will develop the "two zones", CIFTIS, the Zhongguancun Forum and the Financial Street Forum to high standards.
We will carry out pilot program of aligning domestic rules with rules of high-standard international free trade agreements, and deepen institutional innovation and policy integration in areas in which we have strength such as technology innovation, digital economy and the opening-up of the services sector. We will build a digital trade port and a digital trade demonstration zone, further open key sectors including the financial and information industries, and advance the building of a national demonstration zone for the innovative development of trade in services.
We will pursue specialized and differentiated development in the seven precincts located in the three sections of the Beijing Pilot Free Trade Zone[13] and in key industrial parks to further open Beijing's services sector. We will develop CIFTIS, a golden brand of Beijing, into a leading global fair for trade in services. We will run the Zhongguancun Forum well and make it a platform for global exchange and cooperation on high-tech innovation. We will host the Financial Street Forum to a high standard to increase our capacity to boost international financial governance.
We will build Beijing into a global pacesetter of digital economy.
We will strengthen the role of digitization in empowering industries, the city and our daily lives, and develop Beijing into a global leader in digital economy. We will work faster to build new types of infrastructure including 5G, artificial intelligence and blockchain, and promote digital transformation of traditional infrastructure. Super-computing centers for the city will be established and data centers will be turned into smart computing centers. Breakthroughs in core technologies will be made in such fields as high-end chips and fundamental algorithms. We will pilot reforms to advance market-based allocation of data as a factor of production. The Beijing International Big Data Exchange will be developed to a high standard.
We will further improve the sectoral layout in which the city's southern part (Daxing District and the Economic and Technological Development Area) develops commercial spaceflight and rockets, while its northern part (Haidian District) develops satellite infrastructure. We will advance the building of an innovation center for the Beidou system and a center for commercial space industry.
We will carry out the action plan for building Beijing into a smart city and the "10-100-1000" project[14] for the development of application scenarios, and establish a city brain, namely, a smart municipal management system. More efforts will be devoted to building digital governments and digital communities and villages. We will actively participate in setting international rules and standards in the digital field and run well the Global Digital Economy Conference, the World Robot Conference and the World Intelligent Connected Vehicles Conference to be held in Beijing.
We will create new demand through supply-side structural reform.
We will speed up efforts to turn Beijing into a global consumption center by launching ten special programs[15], encourage brand name companies to open their first or flagship outlets in Beijing and build a number of consumption landmarks with global appeal.
We will foster new forms and models of consumption, upgrade service consumption in sectors such as culture, sports, healthcare and elderly care, and expand the size of such consumption. Night-time consumption will be boosted.
We will leverage investment's crucial role in upgrading supply-side structural improvement, and continue to make investment in infrastructure and increase investment in high-end, precision and cutting-edge industries, public programs and ecological conservation. We will also encourage investment from the non-government sector, and launch more REITs on the market.
We will further advance urban renewal to create more well-designed living spaces, advance the vacation of single-story residential courtyards upon applications by households in them and improve management of traditional courtyard houses redeveloped for mixed-use. We will continue to renovate run-down residential compounds, step up renovation of dilapidated housing, and support the redevelopment of old factory workshops and buildings into areas serving businesses up in the value chain. Workable practices such as "Jinsong model"[16] and "Shokai experience"[17] will be extended to attract more non-governmental funds and explore new mechanisms of renovation.
We will deepen key reforms in the economy.
We will advance the reform to streamline administration and delegate power, improve regulation, and upgrade services. Beijing will become a pacesetter as a pilot city in creating more favorable conditions for business operations, and continue to foster a world-class business environment. We will improve the policy of "service packages" and "steward services" for companies and build a cordial and integrity-based relationship between government and business. We will work unswervingly to consolidate and develop the public sector, and step up improvement of layout of the state sector, its structural adjustment and strategic reorganization. We will push ahead with reform in SOEs, strengthen oversight of state-owned assets, work to strengthen, expand, and increase the returns on state capital, and enhance the strength, quality, and size of SOEs.
We will be steadfast in encouraging, supporting and guiding the development of the non-public sector, improve systems supporting the growth of private businesses and small- and medium-sized enterprises, and implement policy measures such as tax and fee cuts to assist businesses and keep employment stable.
Inclusive finance and sci-tech innovation finance will be developed to further energize market entities. Reforms will be deepened in the fiscal, taxation, price, investment and financing systems; tax sources will be expanded, and performance-based budget management will be conducted across the board.
We will develop an open economy of higher standards.
We will further expand market access for investment and pilot the negative list management for cross-border trade in services to further liberalize and facilitate investment and trade.
We will speed up upgrading the infrastructure of the Beijing Capital International Airport, and start construction of the second phase of the Beijing Daxing International Airport and its supporting facilities to increase the two airports' passenger and freight carrying capacity and build them into world-class aviation hubs. We will upgrade the airport economic zones and build integrated bonded zones with distinctive features.
We will actively support and participate in the Belt and Road Initiative and encourage Chinese companies to go global. We will deepen all-dimensional cooperation with Hong Kong and Macao, and promote exchanges and cooperation with Taiwan.
We will promote all-round rural revitalization.
We will pursue integrated urban-rural development so that the urban areas of Beijing will facilitate the growth of its rural areas, which, in turn, can better support the development of the former. Priority will be given to rural development in terms of officials' assignment, resource allocation, investment and public services. We will develop modern urban agriculture, and build the High-Tech Farming Z-Park to make Beijing a center of seeds development.
Both the Party and government leadership will be held accountable for food security, and our self-supply of grains and non-grain food will be steadily improved. Reforms of contracted rural land, rural collective land for development purposes, and rural residential land will be deepened.
Villages with weak collective economy will be generally lifted out of such difficulty, and a long-term mechanism will be put in place to consolidate the progress made. We will launch a rural infrastructural development program and improve rural living environments on a continuous basis to create a livable environment for the rural people. Hospitals and schools in the main urban districts will pair up with schools and clinics in rural townships to speed up their development. We will improve rural governance featuring self-governance, rule of law, and rule of virtue.
We will pursue more balanced development between urban and rural areas and among different parts of the city.
We will develop peri-urban zones with emphasis on industrial upgrade and environmental improvement. High-quality development with reduced input will be enhanced in the greenbelt areas. We will roll out new action plans on an ongoing basis to foster high-quality development in southern Beijing, and we will launch more major projects in southern Beijing and channel quality resources there to gradually narrow the north-south gap in development in the city.
We will further develop western Beijing through economic transition and upgrading in keeping with its population size, resources available and environment capacity, to strengthen its role as the west gateway for Beijing.
We will increase the overall carrying capacity of new towns in the flatlands, shore up weak links in public services and infrastructure, support the new towns in undertaking functions and businesses that suit their specific conditions, and thus enable them to develop businesses with distinctive features. We will further develop small towns and build a proper number of high-standard micro city centers.
We will carry out large-scale ecological conservation; and no large-scale development will be carried out in areas under such conservation. The Beijing Municipal Regulation on Ecological Protection and Green Development of the Eco-Zones will be strictly implemented.
We will increase transfer payments for eco-conservation, reinforce paired collaboration between the plain area and the eco-zones and see that those who protect the environment receive due compensation.
V. Advancing coordinated development between Beijing, Tianjin and Hebei through relocation of functions non-essential to Beijing's role as the capital
We will continue to pursue Beijing's development as a part of Beijing-Tianjin-Hebei coordinated development. We will fully leverage the central role of Beijing in boosting development of regions around it, strengthen coordination with Tianjin and Hebei, and work with them to build a world-class city cluster as a new engine driving China's high-quality development.
We will continue the special program of upgrading urban management.
We will resolutely move general manufacturing enterprises out of Beijing. This policy will not change. Specialized regional marketplaces and logistics centers relocated outside of Beijing will not be allowed to return. More education, medical and other public services will be channeled to non-main urban districts. We will continue to update the List of Prohibited and Restricted Investment. Approval of applications for household registration will be tightened.
We will keep up efforts to improve urban and rural environment and remain firm in cracking down on illegal buildings and land use. We will see that districts in Beijing are generally free of illegal buildings, continue to keep streets free of vending, and stop illegal opening of shopfronts in residential buildings and illegal apartment leasing for group tenants. Progress will be made in upgrading the business mix of Dahongmen and Xinfadi. Vacated land will be first used to support functions of the central authorities, build public amenities or for greening purposes.
We will pursue high-standard development of the BMC.
We will fully implement the Development Control Plan for the BMC and the Decisions on Promoting High-Quality Development of the BMC, and take solid steps to set up a national demonstration zone for green development and a demonstration zone for integrated high-quality development of both Tongzhou District and its three neighboring counties of Hebei Province, to build the BMC into a pacesetter of Beijing-Tianjin-Hebei coordinated development. We will strive to complete the basic framework of the BMC with an annual investment of over 100 billion yuan. Construction of Phase II of the BMC administrative office area will be completed and the second group of municipal-level government bodies will move in. Major projects including the three cultural landmarks, namely, a theater, a library and a museum, the integrated transportation hub at the BMC station, the underground construction of part of the east section of the Sixth Ring Road, and the Tongzhou Weir flood control system will be completed.
The development of the Canal Business District, the high-end integrated circuit manufacturing base, and the National Cyber-security Industrial Park will be stepped up. We will plan and advance Phase II and III of the Universal Beijing Resort, and build a cultural and tourism zone of the BMC.
We will build a national green exchange. An urban green space landscape featuring one belt, one axis, two rings and one park[18] will take shape.
We will launch Zhangjiawan Design Town and Taihu Showbiz Town, upgrade Songzhuang Artistic Creation Town, and conserve the old town of Zhangjiawan. We will continue with the ecological rehabilitation and functional renewal of the old town in the BMC to upgrade the urban environment. We will advance coordinated high-quality development with the three neighboring counties of Hebei Province. We will jointly build the Chaobai River National Forest Park with them, and provide them with more public service resources in transport, industries, education and healthcare, so as to boost the region's coordinated development.
We will vigorously develop a modern metropolitan area for greater Beijing.
To build greater Beijing into a modern metropolitan area, we will relocate its non-capital functions, develop the expansive areas around the capital, and pursue coordinated development with Tianjin and Hebei. We will strengthen Beijing's commuting connectivity with its adjacent areas and enhance connection with them through the development of rapid regional transit systems.
We will improve public service facilities to foster urban integration. We will promote differentiated and coordinated development of Beijing, Tianjin and Xiong'an, Hebei by fully leveraging their respective strengths. We will work in close collaboration with Tianjin, address Xiong'an New Area's pressing needs for development and relocate to Xiong'an non-capital functions that meet its needs. We will assist in building a kindergarten, a primary school, a middle school and a hospital in Xiong'an and jointly develop a sub-park of the Zhongguancun Science Park there.
The business structure layout of key cities in the region will be upgraded to improve the supply chains and foster closer business collaboration.
We will fully upgrade transport connectivity in the region so that Beijing, Tianjin and Hebei will be better connected by rail. The regional road networks will be improved. The function of the Sixth Ring Road as a state expressway will be moved outward. We will strengthen coordinated development of maritime, road, rail and air transport in the region, and build a world-class airport and port cluster.
We will strengthen cooperation with neighboring provinces to prevent and treat air, water and solid waste pollution and improve the environment.
We will take coordinated steps to build pilot free trade zones in Beijing, Tianjin and Hebei and explore diversified approaches to business cooperation. We will build a community of innovation for the region and promote commercialization of Beijing's innovative technologies in Tianjin and Hebei. More basic public services will be shared.
We will fully tap the Olympic legacy.
We will make full use of the facilities and venues as well as the cultural heritage and human resources of the 2022 Winter Olympics to ensure that its legacy is used to the full. We will hold major sports events in these venues and open them to the public to ensure that the plans for post-Olympic use of the facilities and venues are followed through. We will develop winter sports sector to encourage public participation in ice and snow sports.
The cultural resources of the Games will be fully tapped to better present China to the world. We will promote volunteerism and see that motor vehicles yielding to pedestrians in crosswalks, a practice promoted during the Games, will be readily observed by the public.
We will open the Beijing Olympic Museum and Beijing Institute for International Olympic Studies. We will advance the transformation of the new Shougang area and turn it into a landmark for urban renewal that symbolizes the vision of embracing a shared future together.
We will build Yanqing into a beautiful Winter Olympic town and an international destination for leisure tourism, and we will join hands with Zhangjiakou to develop the Beijing-Zhangjiakou culture and sports tourism belt.
VI. Acting on the people-centered development philosophy, ensuring and improving people's well-being at a higher level
People's well-being is what matters most to our country, and we should always keep this in mind. We will improve people's lives to the best of our ability, provide better social services in seven aspects and meet their expectations for a better life in five areas. We should take solid steps to respond to people's concerns and deliver prosperity to all.
We will keep improving public services.
We will see that education performs its fundamental mission of fostering students' moral integrity and enhancing their well-rounded development. Comprehensive reform in education will be deepened to run it well to people's satisfaction. The twin pressures of homework and off-campus tutoring on students receiving compulsory education will be eased. In-school education will be improved. Efforts will be made to improve the mechanism for students' education in which schools, parents and the whole society play their due roles in educating students.
We will improve the vocational education and training system, and see that vocational education meets the need of the economy. More support will be given to institutions of higher learning in Beijing that are on the two first class lists to build them into world-class universities and develop first-class disciplines. We will deepen the reform to put Beijing affiliated universities in different development categories, and advance the building of Shahe and Liangxiang University Towns. We will see that our teachers have moral integrity and are competent and creative. Courses on moral and political education will be improved by adopting new teaching approaches while keeping to the right political direction. Institutional arrangement for lifelong learning will be put in place to encourage our people to engage in learning.
We will improve the government-led home-based eldercare services[19]. Public facilities will be renovated to be more accessible to senior citizens, and elderly care and medical services will be integrated to foster an elderly-friendly society. We will expand the silver economy and ensure that senior citizens have access to elderly care services and resources near their doorsteps.
The Healthy Beijing initiative will be advanced and the reform of medical and healthcare systems will be deepened. We will upgrade public hospitals and continue to improve medical services. A sound multi-tiered diagnosis and treatment system will be in place; quality medical resources will be more evenly distributed, and every district will have a standard maternal and child heath hospital. We will enhance community-level medical services to ensure people can access health services and get their illnesses treated close to home. The pre-hospital first aid system will be improved. We will support the preservation and the innovative development of traditional Chinese medicine.
We will adopt more supporting policies for childbirth and open more affordable childcare centers. We will promote sports development, and the fitness-for-all program will reach out to more people. We will implement the policy that housing is for living, not for speculation, and develop a mechanism for the long-term stable and healthy development of the housing sector. We will increase supply of government-subsidized housing and build a housing system featuring both housing rentals and purchases. We will ensure residents' access to daily life services within 15 minutes' walk and improve the quality and diversity of such services.
We will take solid steps to achieve common prosperity.
We will give top priority to employment and help university graduates, urban residents in difficulty and other priority groups find jobs. We will harness the role of business startups in boosting employment and encourage flexible employment. Vocational training will be enhanced. We will steadily increase the share of remuneration for work in the primary distribution of income and see that a mechanism is in place to achieve reasonable wage growth. We will give greater play to the role of income redistribution by means such as taxation, social insurance, and transfer payments and make it well-targeted. We will boost the income of rural people and low-income groups through multiple channels and gradually expand the middle-income group.
The multi-level social security system will be improved. Social insurance schemes for basic elderly care, basic medical care, work-related injury and unemployment will be improved. We will strengthen the capacity to provide social assistance and build more amenities at the community level. We will improve social security for people with disabilities and promote the development of barrier-free environments. We will support the development of charity.
More efforts will be made to promote east-west collaboration, paired-up assistance and cooperation among regions, and we will help localities that receive our assistance consolidate gains made in poverty alleviation as a part of their efforts to advance rural revitalization.
We will spare no effort to conduct Covid-19 control on a regular basis.
We will remain firm in implementing the fundamental policy of preventing both inbound cases and domestic resurgence of the virus and the swift Covid-19 clearance policy. We will see that local authorities, government bodies, employers and individuals all fulfill their respective responsibilities and that the principle of early detection, reporting, quarantine and treatment is strictly followed. We will take proactive steps and adopt swift, flexible, science-based and targeted measures to beat Covid-19.
We will give full play to the role of the joint mechanism for Covid-19 containment on access control to Beijing and the emergency response mechanism for handling Covid-19 risks. Any new case of infection, once detected, will be handled immediately to cut its transmission. We will carry out strict Covid-19 control to prevent community transmission and build a strong shield against the virus.
We will strengthen the public health emergency response system, and implement the special plan on building epidemic control facilities for the city. Reforms and standardization of disease prevention and control institutions will be carried out. Capacity for epidemic prevention and control will continue to be strengthened. We will strengthen research and manufacturing of vaccines and medicines for epidemics, and strive to make more breakthroughs in anti-epidemic technologies and apply them. Public sanitation will continue to be improved, and we will see that more communities and villages will be free of Covid-19.
We will deepen reform to ensure the performance of the mechanism of giving swift response to public complaints. This mechanism, which translates the Party's founding mission into an effective regular government practice, aims to improve primary- and community-level governance and public services under the guidance of the Party.
We will fully implement the Beijing Municipal Regulations on Giving Swift Response to Public Complaints, be people-oriented and attend to every issue they have raised. We will take concrete, compassionate and effective measures to resolve the pressing concerns of the people. At the same time, we will take proactive measures to address complaints before they are raised and tackle issues frequently raised by the people on a priority basis.
We will strengthen coordination between upper and lower authorities in the city, cross-departmental collaboration and public participation in conducting governance, give full play to the mechanism of giving swift response to community calls to empower primary- and community-level governance.
We will give full play to the principal role of the people in creating a model for super-large city governance based on this mechanism.
Smart technologies will be adopted to address public concerns and big data on people's lives will be put to good use. We will keep officials working on the ground motivated and see that their enthusiasm is not dampened.
VII. Pursuing green development and improving the ecological environment
We should bear in mind that lucid waters and lush mountains are invaluable assets and endeavor to make Beijing greener and make clear waters, green mountains and blue sky the defining feature of Beijing's landscape.
We will promote green, low-carbon and circular development.
We will transition from controlling the total amount and intensity of energy consumption to controlling the total amount and intensity of carbon emissions, make economic sectors green and low-carbon and develop green economy. We will strive to make breakthroughs and launch pilot projects in low-carbon technologies, and complete green, low-carbon and circular transformation of municipal-level industrial parks. A clean, low-carbon, safe and efficient energy system will be developed. We will build more green buildings, upgrade existing buildings to make them energy efficient, and develop ultra-low energy-consumption buildings in light of actual conditions. A simple, moderate, green and low-carbon way of life is encouraged.
We will step up efforts to prevent and control pollution.
We will keep our skies blue by conducting the "every microgram counts"[20] initiative and controlling both PM 2.5 and ozone pollution, to steadily improve air quality. Bulk cargo will be transported by railway instead of trucks. More petrol-fueled vehicles will be replaced by electric ones. We will launch a special initiative to control VOC pollution, and vigorously tackle dust pollution.
We will continue to keep our waters clear by implementing the action plan on sewage treatment in both urban and rural areas. Protection of the ecosystem of Miyun Reservoir area will be strengthened, and comprehensive treatment and ecological restoration will be conducted in the basins of Yongding River and other four major rivers. Strict measures will be adopted to prevent groundwater pollution. Water conservation will be stepped up. Steady progress will be made in keeping our land pollution-free by strengthening land pollution risk control and land restoration.
We will strengthen conservation of mountain, river, forest, farmland, lake, grassland, and desert ecosystems in a well-coordinated way.
We will keep expanding green space, and raise the forest cover to 45% over time. We will see that all districts, except the core zone, will meet the national forest city standards. We will continue to build Beijing into a national ecological conservation demonstration zone and a pacesetter for translating into practice the General Secretary's instructions on the importance of ecological conservation to economic development.
We will improve forests and wetlands and raise the carbon absorption capacity of the ecosystems. We will complete ecological restoration of closed mines and afforestation of all barren hills suitable for growing trees. We will build the Beijing national botanic garden system. Large-scale green spaces such as the Wenyuhe Park and Nanyuan Forest Wetland Park will be expanded, and a number of micro and small green spaces and mini parks will be built. We will strengthen the management of nature reserves, and build Beijing into a city of biodiversity.
We will see that the red line of ecological conservation is not crossed.
We will implement the special plan for ecological security and the plan for ecological restoration in territorial space. We will tighten space control over areas designated for ecological conservation, those for limited development and those for efficient urban development as well as their dividing lines. We will see that the red line of ecological conservation is not crossed, set the baseline for environmental quality, impose a ceiling on resource consumption and adopt a negative list of market access with environmental standards. We will practice the strictest farmland protection possible and improve the mechanism for coordination between and joint inspection by river, forest and farmland chiefs.
We will improve the institutional framework of ecological conservation.
We will assign responsibilities for environmental protection to both Party committees and governments and assign environmental protection responsibilities to officials in addition to responsibilities for their posts. The modern environmental governance system will be improved. The pollutant discharge permit system will be implemented across the board, and market trading of permits for energy and water consumption will be advanced.
We will improve the system of proprietary rights of natural resources, and strengthen assessment, monitoring, determination and registration of rights to natural resources. We will improve the system of compensated use of natural resources, the eco-compensation mechanism and the mechanism to realize the market value of ecosystem goods and services. Inspection on ecological protection will be tightened. The system of compensation for environmental damage and public interest litigation will be improved, and the accountability for ecological damage will be enforced.
VIII. Advancing socialist democracy and leading the country in practicing the rule of law
We should keep to the path of socialist political advancement with Chinese characteristics, and stay committed to both Party leadership, the running of the country by the people and law-based governance. We will give full play to the strengths of China's socialist system, and further enhance and develop a lively and dynamic political atmosphere of stability and unity.
We will further advance the whole-process people's democracy.
We will practice and improve the system of the people's congress, support the people's congresses and their standing committees in fully exercising powers in accordance with the law. We will strengthen the Party's leadership over legislation and give full play to the leading role of people's congresses. Priority will be given to adopting legislation urgently needed for Beijing and legislation in key and emerging sectors. We will ensure compliance with the Constitution, other laws and regulations, and see that the people's congresses fully and effectively exercise their power of oversight. We will see that the outreach practices of deputies to the people's congresses are enhanced so that they stay in close contact with the people.
We will continue the system of CPC-led multiparty cooperation and political consultation. The municipal- and district-level committees of the Chinese People's Political Consultative Conference (CPPCC) will maintain their distinctive feature of covering a wide range of social sectors and serve as an important channel of conducting consultative democracy and as a specialized body of political consultation. This will enable the CPPCC system to leverage its strengths to enhance Beijing's governance.
We will encourage CPPCC members to reach out to and serve people in various sectors, so as to give informed advice on policy making and forge extensive consensus. We will improve institutions of democracy at the primary and community level and widen channels to encourage the people to raise concern and put forward suggestions.
We will advance law-based governance of Beijing on all fronts.
We will follow statutory procedures in making major government decisions and ensure that law enforcement is conducted in strict accordance with the law. We will deepen all-round reform in both law enforcement and the judicial bodies, strengthen accountability checks and oversight on them. We will consolidate gains made in enhancing commitment of law enforcement and judicial personnel and improving their conduct, and see they are reliable and are worthy of the trust of the Party and the people.
We will improve the modern public legal service system, carry out the eighth five-year plan (2021-2025) for raising public awareness of the law, and ensure that the law is respected, learned about, observed and applied by the public.
We will consolidate and develop the broadest possible patriotic united front.
The Party's centralized and unified leadership over the united front will be strengthened. We will strengthen a broad united front, improve the mechanism of cooperation with other political parties, federations of industry and commerce, and non-party affiliated public figures, and forge extensive Party-centered unity.
We will give political guidance to non-Party affiliated intellectuals and leading figures in new social groups, and see that more non-Party affiliated public figures will come to the fore and better play their role. We will deliver a solid performance in handling ethnic and religious affairs in the new era and in work related to Hong Kong, Macao, Taiwan and overseas Chinese nationals.
We will fully support the modernization of national defense and armed forces.
We will implement the system of Party's leadership over armed forces, enhance national defense mobilization and the development of defense reserve forces, and raise public awareness on the importance of national defense. Military-civilian integration will be advanced. We will conduct extensive activities to promote mutual support between the military and civilians, improve services and benefits for veterans, and consolidate and strengthen unity between the military and the government and between the military and the people.
IX. Developing a good understanding of how to govern a super-large city and continuously modernizing the governance of Beijing
We should bear in mind that our city should be built by the people and for the people, improve law-based, precision and participatory city governance with meticulous efforts, establish an effective system for super-large city governance, and strive to make life in Beijing more healthy, convenient, comfortable and happy for its residents.
We will further implement the Master Plan of Development for Beijing (2016-2035).
Guided by the principle that the authority of capital planning lies with the Party Central Leadership, we will task the Capital Planning and Development Commission to lead this work and improve the coordination mechanism between the central authorities and the local government. Beijing's system of spatial planning for land use will be improved, and the key functional zone planning, planning for special programs and development control plans for street blocks will be better integrated. We will practice strict control on the population size and construction scale. We will link newly-added cropland quotas with the amount of land used for construction, so as to ensure that land for rural and urban construction will be cut in size but for better use. An appropriate amount of land will be vacated to leave space for future development, and regular check-ups and evaluations of the city's infrastructure will continue.
We will continue to address problems in planning and natural resources, stop unapproved housing building on farmland, consolidate gains made in curbing unapproved villa construction, and establish such long-term mechanisms as putting village land use under the management of district government to address land-related problems. We will stand on principle and say no whenever we should to uphold the authority of the city's planning.
We will upgrade the city's infrastructure.
We will increase strategic reserve of water resources, expand the capacity of the central route of the South-North Water Diversion Project, and plan the construction of the eastern route. Infrastructures such as the green electricity to Beijing transmission lines will be built. We will strengthen the contingent reserve of natural gas and the heating network, and boost capacity of waste treatment facilities. Underground spaces will be used to build an integrated network of utility tunnels. We will improve the citywide transport network, increase the density of urban road network and improve traffic flow on feeder roads. We will carry out construction of phase III rail transit, open more suburban railways and promote the integration of multiple transit networks.
We will advance precision governance of Beijing.
We will push ahead with the environmental improvement of backstreets and alleys and upgrade the living conditions there. We will create better public space and improve the design of street furniture. Public toilets will continue to be upgraded. We will push forward solid waste sorting to reduce waste at the source and improve public civility. We will tackle acute problems in property management and adopt a full range of measures to address problems in property management of old and run-down residential compounds.
Public transport will continue to be developed on a priority basis, and their routes and the layout of terminals will be improved. Pedestrian walks and bicycle lanes will be upgraded to create a convenient and pleasant environment for green travel. Parking lot management will be improved.
We will strengthen the foundation for primary- and community-level governance.
The Regulations on Sub-district Government Organizations will be implemented. Primary- and community-level governance will be strengthened. We will further reform the system for sub-district (township) administration and strengthen the integrated law enforcement teams. Fully urbanized townships will be turned into sub-districts in a prudent way.
We will assign more personnel to community offices, improve primary- and community-level governance, and give play to the role of social organizations, street heads, alley stewards and government-hired planning supervisors. Voluntary public order supervisors such as "Chaoyang residents"[21] and "Xicheng Dama"[22] will be fully mobilized. We will push forward the innovative "Count-Me-In" volunteer service initiative in the Huilongguan and Tiantongyuan areas, improve guidance through Party strengthening initiatives and encourage participation of residents and other stakeholders in improving governance of large communities.
X. Ensuring both development and security and resolutely safeguarding security and stability of Beijing
We should take a holistic approach to national security, be prepared to handle worst-case scenarios, stay alert against potential dangers, and take proactive steps to forestall and defuse risks and safeguard political security, social stability and people's lives in Beijing.
We will give top priority to maintaining political security.
We will improve coordination mechanisms for political security, strengthen the system of suppressing terrorism and violent crimes, and improve the crime response mechanism to forestall violent crimes and terrorist acts. We will strictly implement the system of responsibility for work on political education, strengthen oversight of the Internet and other fronts, and foster a positive and healthy online culture. We will improve our ability to foresee and mitigate risks.
We will better ensure safety and security in Beijing.
We will put in place an inter-agency coordination mechanism for ensuring safety and security in Beijing, and advance trials on modernizing municipal social governance. We will continue to apply the "Fengqiao experience" and build on it in the new era by better handling people's complaints. We will improve the mechanisms for resolving public disputes at the source through multiple channels so as to resolve problems at the community level as soon as they emerge.
We will strengthen the multidimensional and IT-supported smart system for crime prevention and control and continue to suppress organized crimes and local mafia on a regular basis. We will take targeted measures to deal with all types of crime in accordance with the law.
We will ensure that accountability for workplace safety is rigorously implemented, and give priority to identifying and removing potential dangers in key sectors. Food and drug safety monitoring will be strengthened.
We will forestall systemic risks.
We will see that the mechanism for coordinating local financial regulation and risk management plays its role, and forestall and mitigate risks in the financial and other sectors in a well-ordered way. We will strengthen supervision over business activities and data security of platform companies, and support healthy and well-regulated development of capital. We will better regulate government debt financing, defuse government debt risks, and prevent rise in debt in disguised forms. Our capability to conduct oversight in an open environment will be enhanced.
We will make Beijing a more resilient city.
A full range of indicators and criteria for building a resilient city will be adopted. We will improve the city's spatial layout for disaster prevention, see that emergency shelters are included in building public facilities, and promote the public use of civil air defense works. Pipelines such as those for gas transmission will be upgraded, so that the lifeline infrastructure of the city can better cope with emergencies.
We will strengthen the construction of disaster prevention projects and enhance response to extreme weather conditions by bolstering our capacity for forecasting and early warning. We will ensure the effective and smooth functioning of the command system for emergency response and coordination, improve the network for primary- and community-level emergency mobilization, response and services, and keep the public well-prepared in case of emergencies. The system of emergency rescue will be upgraded; we will see that our city always has enough reserve of emergency supplies and the capacity to produce daily supplies.
XI. Strengthening Party leadership over work in all areas in Beijing and exercising full and strict self-discipline over Party organizations and members
Ensuring Party leadership and that the Party exercises full and strict self-discipline in every respect is crucial to realizing our goals on the new journey. We should be keenly aware of the importance of conducting self-reform, and enhance our political awareness of the fact that full and strict self-discipline is a never-ending process. We should continue to advance the great new initiative of strengthening the Party in the new era, so as to provide political, theoretical and organizational support for Beijing's development in the new era.
We will ensure that the Party exercises overall leadership and coordinates the efforts of all stakeholders.
We will improve the systems for upholding the authority of the Party Central Committee and its centralized, unified leadership. We will improve systems for the Party to exercise its leadership in the following organizations: local people's congresses, government bodies and CPPCC committees, supervisory, adjudicatory, and procuratorial bodies, armed forces, people's organizations, enterprises and public institutions, community-level self-governance institutions and social organizations.
We will support trade unions, Communist Youth League organizations, women's federations, and other people's organizations in better playing their roles, and ensure overall Party leadership in all aspects and areas of work in Beijing. We will strengthen the role of the decision-making, deliberative, and coordinating institutions of CPC Beijing Municipal Committee and better regulate its working bodies. A sound framework for Party committees (Party leadership groups) will be developed at all levels to ensure observance of democratic centralism and well-informed, democratic, and law-based decision-making. Thus, the Party committes will have greater capacity to chart our course, craft overall plans, make decisions and ensure implementation.
We will take strengthening the Party as the overarching principle.
All Party members in Beijing should take the lead in upholding our Party's decision to establish Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and to establish Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guiding principle. We should heighten awareness of the need to maintain political commitment, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership. We should boost confidence in the path, theory, system and culture of socialism with Chinese characteristics. We should uphold Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and uphold the Party Central Committee's authority and its centralized, unified leadership.
Party members should continuously strengthen the capacity for political judgment, thinking, and implementation. Political oversight will be reinforced to see that major decisions and plans made by the Party Central Committee and the guidance given by General Secretary Xi Jinping in his remarks, instructions and written comments are fully implemented. Major issues and matters concerning Beijing's development as the capital will be submitted to the Party Central Committee in a timely manner for guidance and approval. We will tighten political discipline and rules, take stern actions against the seven types of misconduct[23], fulfill the three requirements[24] and stop four forbidden practices[25].
We will improve the Party's rules and regulations, implement the Code of Conduct for Internal Party Activities under New Conditions and ensure regular activities of the Party organization, including meetings of criticism and self-criticism among Party members in leadership positions, Party branch general meetings, meetings of the Party branch committee, Party group meetings, and Party lectures, and develop a positive and healthy atmosphere in the Party. Tenacious efforts will be made to strengthen the political work of Party organizations in institutions of higher learning.
We will intensify efforts to arm the Party members with the Party's thinking and theories.
We will equip ourselves with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, translate it into practice to guide our work, and make continued efforts to gain a good understanding of it and apply it effectively. We will see that all Party members gain a solid understanding of the Party Constitution and Party regulations, and ensure that Party members learn about the Party's history on a regular and long-term basis. We will see that all Party members in Beijing remain firm in their ideal and conviction, and enhance their commitment to the Party.
We will lead by example to ensure that Party committees and Party leadership groups at all levels gain a good understanding of Party theories. Lectures on new development dynamics will continue to be held. Training of Party members will be improved. We will organize study sessions to keep our people updated of the Party's latest theoretical development. We will strengthen support to leading think tanks and Party newspapers and periodicals in Beijing. The Beijing sub-portal of xuexi.cn, an online platform for learning about theory, will be put to better use.
We will build a strong contingent of Party officials.
We will follow clear-cut principles in selecting and appointing officials in the new era, with political commitment as the primary criterion, so as to produce a constant stream of dedicated, responsible and high-caliber officials with integrity.
We will make sure that those who are honest and hardworking and who are at the forefront of our endeavors are not sidelined or lose heart, while those who have committed misconducts will not be promoted. We will act in strict accordance with Party regulations on the selection, appointment and appraisal of officials, and improve the system of merits-based selection and appointment of officials. We will implement the program for strengthening Party and government leadership teams and see that leadership teams are well structured and deliver.
The Three-Year Action Plan for Strengthening Governance Capacity of Officials in Beijing will be carried out to enhance competence training for Party officials and strengthen their capabilities through carrying out major tasks on the ground. A regular mechanism to train and select outstanding young officials will be put in place. We will be both strict and caring toward Party officials, strengthen their management and supervision, and provide more incentives and protection for officials who do their work with a keen sense of responsibility. We will recruit public servants through more channels and improve their mix, and strengthen the leadership teams of enterprises and public institutions.
We will build a big pool of high-caliber talent.
The Party's overall leadership over talent will be strengthened. We will enhance both political guidance and services to get more talents involved in Beijing's development. We will cultivate and attract scientists working in strategic sectors, outstanding individuals and teams of technology innovation, young scientists and high-caliber engineers, and fully leverage their strengths. A strategic talent pool with desired age structure will be created for Beijing. Reforms of mechanisms of nurturing, using, evaluating and motivating talents will continue to create an internationally competitive talent management system that suits Beijing's conditions.
We will take solid steps to strengthen primary- and community-level Party organizations.
We will improve the system of Party-led primary- and community-level governance, and give full play to the role of such mechanisms as coordination committee on strengthening the Party and dual report[26]. Solid steps will be taken to boost rural revitalization through strengthening the Party. Efforts will be made to improve weak and poorly performing village Party organizations, and upgrade village organizations of different types. We will provide differentiated and targeted guidance for strengthening the Party in institutions such as Party and government bodies, state-owned enterprises, schools and public hospitals. We will press ahead with the reform to see that principals of primary and middle schools take full responsibility under the leadership of school Party organizations. We will improve the Party working committees on new economic and social organizations at both municipal and district levels, establish Party organizations in businesses of new forms and in people engaged in new types of employment, and explore an effective way of conducting governance in all sectors under the guidance of the Party organizations.
We will ensure that Party branches meet their standards in development and Party members are more competent, so that the Party's flag will fly high at every primary- and community-level Party organization.
We will keep improving our work conduct.
We will act in strict accordance with the central Party leadership's eight-point decision on conduct, and keep working to overcome acts of favoring form over substance, bureaucracy, hedonism and extravagance, and improve work conduct. We will upgrade relevant systems and mechanisms to guard against and overcome formalities for formalities' sake and bureaucracy, take resolute measures to hold accountable officials who fail to perform their duties, behave irresponsibly or engage in falsification, and continue to ease the burden of those working on the ground. We will promptly rectify misconducts causing grave public concern once they emerge, and resolutely prevent the resurgence of hedonism and extravagance.
We will give more priority to doing well work on the ground, and continue and refine such systems and practices as on-site meetings on advancing key tasks and monthly performance review meetings of heads of Party committees and leadership groups of the districts and municipal departments. We will strictly follow the Party's guideline of staying engaged with the people in the new era, improve investigation and research, maintain close ties with the people and solve their problems at their doorsteps. Party members will be urged to keep to the Party's good traditions and conduct, and a long-term mechanism will be put in place to improve their work conduct.
We will see that officials are deterred from committing corruption, cannot afford to commit it and have no desire to commit it.
We have secured a sweeping victory in cracking down on corruption and fully consolidated gains made in this struggle. However, the fight to prevail over corruption remains an intense one and it has acquired new features of the current period. We must see that no place is out of bounds, no ground left unturned, and no tolerance shown in the fight against corruption. We will maintain a powerful force to suppress and punish corruption and secure victory against corruption in this major political battle that we cannot and must not lose.
We will increase supervision to ensure effective oversight over the heads of leadership teams and the "key few" in leadership positions.
We will keep a close watch on priority areas and key projects that receive strong policy support, large investments and substantial resources, make targeted efforts for improvement, and step up investigation and punishment of corruption in hidden and new forms.
We will strengthen oversight over the mechanism of giving swift response to public complaints and over areas that are important to people's well-being, and suppress corruption that occurs on the people's doorsteps. We will continue efforts to repatriate fugitives, keep them from fleeing, and see that their illicit gains are returned. We will adopt a proactive approach in the fight against corruption by strengthening day-to-day management and supervision and making good use of the four forms of oversight[27] to ensure compliance with discipline. With multiple lines of defense in place, we will see that problems are addressed as soon as they emerge. Internal Party supervision will play the leading role in coordinating oversight of all types that covers all areas of our work on a regular and long-term basis.
We will intensify political inspection, ensure effective disciplinary inspections by the municipal Party committee, improve the system that enhances coordination in disciplinary inspections conducted at different levels, and rectify problems exposed in inspections.
We will further reform the disciplinary inspection and supervision systems and strengthen the relevant regulatory framework. Regular activities will be conducted to alert officials against misconduct and see that they draw lessons from corruption cases handled. All these efforts will foster ethical standards and a healthy political atmosphere of integrity.
We will see that Party leadership groups assume full responsibility of exercising strict Party discipline.
We should bear in mind that strengthening the Party is the most important achievement when it comes to delivering a good work performance, strictly observe the regulations on the responsibilities of Party committees (Party leadership groups) for exercising full and strict Party discipline, and see that Party committees (Party leadership groups) at all levels plan, advance and evaluate efforts to strengthen the Party together with those to promote social and economic development.
We will improve the mechanism of strengthening the Party by Party committees (Party leadership groups) under which the head of a Party leadership team is in charge of strengthening the Party and other members of the team fulfill their respective responsibilities for strengthening the Party in areas of work they cover.
We will improve performance evaluation of both enforcing Party discipline and strengthening the Party by Party committees (Party leadership groups), and we will improve performance evaluation of heads of Party committees and Party leadership groups on strengthening the Party at the primary and community level by their work reports, to see that inspections and evaluations function as important tools in assessing the political environment.
Comrades, Advancing Beijing's development in the new era and leading China in basically realizing socialist modernization is a lofty cause, and we need to build on past achievements and strive for new progress in advancing this cause. We should bear in mind our mission and forge ahead on this journey. We should forget ourselves when it comes to fame, but we should always have a sense of historical mission of contributing our due share to the success of our cause. We will forge ahead with resolve, pass the test, and score even greater victories on this new journey. We will stay true to the founding mission of the Party and always be at the service of the people. We will stand on their side, meet their expectations and work together with them. By doing so, we will create a mighty force that galvanizes all, and working together, we will deliver an even brighter future for the capital city of Beijing.
Let us rally more closely around the CPC Central Committee with Comrade Xi Jinping at its core, hold high the banner of socialism with Chinese characteristics, remain true to our Party's founding mission, and forge ahead with solid steps. Let us make good preparations for the upcoming 20th CPC National Congress with concrete actions and work tirelessly to make new advances in Beijing in fully building a modern socialist China.

[13] The three sections include a technological innovation section, an international business services section and a high-end industries section. The seven precincts are Haidian, Changping, Chaoyang, Tongzhou, Shunyi, Daxing and Beijing E-town precincts.
[14] The "10-100-1000" project refers to creating 10 scenarios demonstrating Beijing's charms and innovations, disseminating 100 applications in urban management and services, and expanding 1,000 enterprises with explosive growth potential.
[15] The "ten special programs" refers to building new consumption landmarks, cultivating brands, encouraging innovation-driven digital consumption, unleashing potential in cultural and tourism consumption, improving quality of sports-related consumption, upgrading consumption on education and healthcare, expanding higher-quality consumption at exhibitions, upgrading the modern distribution system, fostering a sound consumption environment, and coordinating consumption promotion efforts.
[16] "Jinsong model" is a classical model for renovating run-down residential compounds that fully leverages the role of non-governmental capital, a practice first piloted in communities in Jinsong.
[17] "Shokai experience" is a classical model for renovating run-down communities featuring active participation of SOEs, with Shokai Group as the trailblazer for the practice.
[18] The "one belt, one axis, two rings and one park" refers to an eco-conservation belt along the Grand Canal, an innovation-driven development axis along the Sixth Ring Road, a ring for green leisure tours and a ring for facilities and services, and the Central Green Forest Park.
[19] This eldercare service system is guided by the municipal government, coordinated at the district level, implemented by the sub-districts and townships and supported by communities. It enables elderly people to enjoy care and services in their neighborhood, at home and by their bedside as needed.
[20] The "every microgram counts" is a long-term initiative for controlling Beijing's air pollution. It uses a combination of targeted measures to achieve its purpose, including technology, enforcement and compliance, and management measures. Under this initiative, each and every microgram of emission reduction counts.
[21] "Chaoyang residents" refers to retirees in residential compounds wearing red armbands who oversee community management.
[22] "Xicheng Dama" is a nickname referring to a group of volunteers, usually retired women, who alert the police about public security risks in Xicheng District in Beijing.
[23] The "seven types of misconduct" refers to engaging in cronyism, discriminating against those who do not belong to their grouping; forming self-serving cliques; anonymously lodging false accusations and fabricating rumors; engaging in popularity-courting and the rigging of elections; promising others official posts and celebrating mutual appointments; acting willfully and feigning compliance with policies while acting in opposition to them; overestimating their influence and making presumptuous comments on the decisions of the Central Committee.
[24] The "three requirements" refers to obeying commands of the Party Central Committee with Comrade Xi Jinping at its core; building up a team of officials absolutely loyal to and trusted by the Party Central Committee to guard against potential risks; and generating more outcomes in Beijing in the process of applying to practice Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to better meet people's aspiration for a better life.
[25] The "four forbidden practices" refers to making presumptuous comments on the decisions of the Party Central Committee, feigning compliance and practicing double-dealing, conniving at and following wrong trends of thought, and engaging in clique activities.
[26] "Dual report" refers to a mechanism whereby primary-level Party organizations of businesses or public institutions report for duty to the Party committees or working commissions of the sub-districts (townships) where they are located; and Party members report for duty to the communities (villages) where they live.
[27] The "four forms of oversight" refers to criticism and self-criticism activities and oral and written inquiries which are to be conducted regularly, to ensure that those who have committed minor misconduct are made to "redden and sweat"; light penalties and minor organizational adjustments to official positions, which are to be applied in the majority of cases; heavy penalties and major adjustments to official positions, which are to be applied in a small number of cases; and investigation and prosecution, which are to be undertaken in a very small number of cases involving serious violations of discipline and suspected criminal activity.
