Property management is among the important "minor" details in high-quality city governance and the endeavor to build Beijing into a cosmopolis that is harmonious and livable. In implementing the  Beijing Municipal Regulations on Property Management, the city has delegated powers to sub-districts and townships, encouraged self-governance of property owners, emphasized the adoption of technology, and made strenuous efforts to tackle acute problems in property management. It has refined property management systems and mechanisms, strengthened refined management, constantly improved the people's living conditions and elevated the governance efficiency and service level, thus setting a new paradigm of property management within the framework of Party-building-led community governance.
