On September 25, the 19th meeting of the Standing Committee of the 16th Beijing Municipal People's Congress listened to a report from the law enforcement inspection team of the Standing Committee of Municipal People's Congress on the implementation of the Regulations for Ecological Conservation and Green Development in Eco-Conservation Areas.
The report stated that in 2024, the PM2.5 concentration in the ecological conservation area averaged 27.4 micrograms per cubic meter, 3.1 lower than the citywide average and a reduction of 3.4 micrograms per cubic meter compared to 2021. All five major rivers now flow continuously to the sea, while the water quality of Miyun Reservoir and Huairou Reservoir is stable at Grade II, and the proportion of healthy rivers and lakes has reached over 85%. All cross-boundary monitoring sections of major rivers meet standards; overexploited groundwater areas have been fully cleared; black, odorous water bodies and inferior Grade V water bodies are being dynamically eliminated.
The Biodiversity Conservation Plan (2021-2035) has now been formulated and implemented, with all nationally key protected wild animals species effectively safeguarded . Furthermore, the forest coverage rate in the ecological conservation area has increased to 66.7%, with continuous growth in forest stock volume and carbon sequestration capacity. Continued efforts in "greening every available space" and "adding green to reserved areas" have expanded per capita park green space in the ecological conservation area from 25.9 square meters in 2021 to 26.2 square meters in 2024, steadily expanding ecological shared spaces.
From 2021 to 2024, the ecological conservation area's share of the city's GDP increased from 4% to 4.3%. A number of major industrial projects in fields such as agricultural technology, life sciences, and artificial intelligence have been launched and put into operation, in line with the area's functional positioning.
