1. Overview

Shunyi Cluster is among the first group of integrated demonstration zones for opening up the services sector in Beijing and a vital part of China (Beijing) Pilot Free Trade Zone's International Business Services Area. It prioritizes the development plans of the Beijing Capital International Airport and encompasses functional areas such as Beijing Tianzhu Comprehensive Bonded Zone, Capital Airport Economic Demonstration Zone, China-Germany Industrial Park, and China International Exhibition Center. Covering an area of 28.5 square kilometers, the cluster secures a top rank among other clusters in Beijing.

2. Development Concept

The cluster operates under a "3+7+N" development concept, structured around two dimensions: industries and industrial parks. The "3" represents the efforts to leverage the three main industrial parks: The Beijing Capital International Airport Economic Zone, Beijing Tianzhu Comprehensive Bonded Zone, and China-Germany Industrial Park. The "7" highlights the innovative development of seven industries: aviation service, cross-border finance, cultural trade, business conference and exhibition, digital trade, healthcare, and international delivery and logistics. The "N" refers to the commitment to driving openness in various services industries across the cluster. Shunyi Cluster strives to take the lead in establishing a leading pilot innovation zone for airport economy with global significance and a demonstration zone for port-industry-city integrated development with international competitiveness.

3. Development Goals

Centered on institutional innovation, Shunyi Cluster aims to align with the highest level of standards and requirements, make bold attempts, and conduct independent reforms. In the next three to five years, it plans to form a range of mature, replicable, and promotable institutional achievements, transforming itself into a high-standard, high-quality free trade zone characterized by trade and investment convenience, an excellent business environment, a top-notch innovation ecosystem, concentrated high-end industries, sound financial services, active international economic exchanges, safe and efficient supervision, and prominent influence. These efforts seek to enhance Shunyi's leading role in the development of the "Two Zones".

Shunyi Cluster aims to improve the system and mechanism. The cluster will optimize policies, expand functions, innovate supervision, and form new advantages in comprehensive competition. The goal is to establish an institutional system of investment and trade liberalization and facilitation that aligns with internationally recognized regulations, and create a market-oriented, law-based, and internationally top-notch business environment.

Shunyi Cluster aims to optimize its functional platforms. With the Beijing Capital International Airport Economic Zone (Beijing Tianzhu Comprehensive Bonded Zone) as its focus, the cluster emphasizes the functional advantages of bonded zones to significantly boost international competitiveness and innovation, and develop a comprehensive bonded zone featuring trade in services. These efforts will support the capital airport to make significant progress in becoming a world-class international aviation hub and ensure the development of the aviation service industry clusters can serve as a national benchmark.

Shunyi Cluster aims to significantly improve the economic benefits. Shunyi District aims to target a total of USD 6.28 billion in actual utilization of foreign investment over the next five years. By 2025, the district anticipates its total import and export volume will exceed CNY 120 billion, which includes an annual import and export volume of over CNY 100 billion in the Beijing Tianzhu Comprehensive Bonded Zone. The annual revenue from maintenance in the bonded area is to reach CNY 300 million, along with CNY 700 million from research and development in the bonded area annually. The existing leasing trade volume is to reach CNY 10 billion, while annual sales from cross-border e-commerce are projected to hit CNY 5 billion. Furthermore, imports of pharmaceuticals and cultural artworks are expected to account for approximately 20 percent and 30 percent of China's total, respectively, with an average annual growth rate exceeding 10 percent. Over 2,500 new market entities are expected to be established within the Shunyi Cluster of the pilot free trade zone annually. Additionally, more than 50 cutting-edge, innovative, foreign-funded, and industry-leading projects and platforms will be reserved annually, with cumulative total investments surpassing CNY 100 billion. The added value of the services industry accounts for over 65 percent of the district's GDP.

As the influence of Shunyi Cluster continues to grow, it is committed to fostering economic growth in surrounding areas. It strives to explore unique development paths and collaborative cooperation with all clusters of China (Beijing) Pilot Free Trade Zone and all functional zones of high-end industries in Beijing, with the aim to build a high-standard opening up platform to promote the coordinated development of the Beijing-Tianjin-Hebei region.

Looking ahead to 2035, Shunyi Cluster aims to establish an environment where resources and development factors flow freely and conveniently. The development of the "Two Zones" in Shunyi is expected to create a new pattern of openness that effectively aligns rules, systems, and mechanisms with high-level international standards. This is set to position Shunyi as a key component in developing the center for international exchanges, the center for science and technology innovation, and the cultural center in the capital. The goal is to establish more mature and complete institutional achievements, enhance the core function of high-end resource allocation within the global services sector, and create a new hub for openness. In doing so, Shunyi will significantly contribute to China's profound development of the dual circulation new strategy.
