To achieve these targets, we must prioritize our efforts in the following ten areas:

1. Further implementing the Master Plan of Development for Beijing and striving for solid progress in Beijing-Tianjin-Hebei coordinated development

We will uphold Beijing's strategic positioning as the capital and fully leverage the central role of Beijing in boosting development of the entire region. We will accelerate the building of a modernized capital metropolitan area and further enhance the overall competitiveness of the region.

Ensure established plans guide development. We will improve the city's planning system and execution mechanisms and carry out an effective assessment of the Master Plan's second phase implementation. The spatial layout for accommodating the functions of the central authorities will be further refined. We will implement a three-year action plan to improve the overall environment of the core zone. Efforts will be intensified to promote application-based voluntary lease termination for single-story houses in the core zone and enhance maintenance of the fifth facade. We will improve living conditions and public order in the old town, and speed up the construction of major projects such as the Fourth Embassy Area and Beijing Yanqi Lake International Conference Resort to increase the city's capacity for international exchanges.

Continue the Relocation and Rectification for Improvement Program. Another 80 general manufacturing enterprises will be upgraded or moved out of Beijing. We will promote the high-quality transformation and development of Sinopec Yanshan Petrochemical Company, accelerate building of the new campuses of Beijing municipal universities, such as the Yanqing campus of North China University of Technology, and start construction of new hospital branch facilities, such as the Fangshan Branch of Xuanwu Hospital. A total of five million square meters of illegal structures will be demolished, and enforcement actions will be taken against five million square meters of unauthorized buildings. We will consolidate achievements in keeping streets free of vending, rectifying illegal group lease, phasing out non-compliant electric tricycles and quadricycles, and improving the environmental conditions of backstreets and alleys. We will coordinate the repurposing of vacated spaces to fill gaps in urban functions and support the development of high-end, precision, and cutting-edge industries.

Promote integrated development of the BMC and the Xiong'an New Area. We will provide assistance to ensure smooth relocation to Xiong'an of landmark projects owned by the central authorities, and scale up the capacity of Xiong'an sub-park of Zhongguancun Science Park. Development of the Beijing-Xiong'an talent and sci-tech innovation corridor will be under way. We will implement the Regulations on the BMC and maintain an annual investment on the order of 100 billion yuan for BMC development. We will advance the planning and construction of Subway Line M102, complete the comprehensive upgrade of Beijing Suburban Railway BMC Line (Beijingxi Railway Station to Liangxiang Station), construct the Sixth Ring Road High Line Park, and promote coordinated industrial development in the key interprovincial border region encompassing Beijing's Tongzhou District, Tianjin's Wuqing District, and Langfang City in Hebei. 

Develop a modernized capital metropolitan area. We will promote an integrated regional commuter network by ensuring smooth cross-border transit along Subway Line 22, with the Hongmiao-Pinggu section nearing operation, and optimizing Beijing-bound comprehensive checkpoints at Yingsi and Yongle. We will promote innovation in complementary urban functions across the area. The demonstration zone for cooperation between Beijing and Tianjin will be advanced. Support will be extended to joint industrial parks, including the Binhai-Zhongguancun Science Park in Tianjin. We will ensure coordinated industrial development across the region. We will actively develop the Beijing-Tianjin-Hebei international technological innovation center, and continue to step up the pace and scale of commercializing research within the region. Advanced manufacturing clusters in fields such as intelligent connected new energy vehicles will be strengthened. We will further explore a list-based management model for the mutual recognition of regulatory approvals and authorizations across Beijing, Tianjin, and Hebei. More public services such as education and medical services will be harmonized and shared across the region.

2. Strengthening the role of domestic demand as a primary driver while consolidating and building on the momentum of economic stability and growth

We will work to improve living standards while increasing consumer spending, and coordinate investments in physical assets and human capital, in a continued effort to reinforce domestic demand as the principal engine of economic growth.

Boost consumption. We will work out policies to boost income growth for both urban and rural residents, and increase people's spending power. We will strengthen efforts to transform Beijing into a global consumption center, improve commercial space planning, and upgrade traditional commercial areas. Local amenities will become more accessible in communities and featured neighborhoods. Goods consumption will be expanded and upgraded. We will enhance the implementation of the equipment upgrade and the consumer goods trade-in programs, and carry out the initiative to boost eco-friendly consumption. Efforts will be made to support consumption of big-ticket items like automobiles and home appliances and revitalize time-honored brands.

We will introduce policies to boost service consumption in areas such as health, eldercare, and childcare. Service platforms will be encouraged to innovate in service offerings, including domestic services. New growth drivers for service consumption will be fostered. We will promote deeper integration across the cultural, commercial, tourism, sports, and exhibition sectors, and extend the chain of large-scale event-driven consumption. New consumption scenarios in leisure, fashion, waterfront experiences, and winter sports will be fostered. The new one-stop departure tax refund services for foreign tourists will be better promoted. In a major drive to cultivate a robust sports event economy, we will make meticulous preparations for international events such as the World Athletics Championships and recreational sports events such as the Beijing Marathon.

Expand effective investment. The execution of projects aimed at implementing major national strategies and strengthening security capacity in key areas will be improved. We will move faster to advance priority projects such as the 300 key municipal-level projects, and front-load the launch of major projects under the 15th Five-Year Plan that are ready for implementation. We will expand our project pipeline, maintaining a three-to-one ratio of reserved projects to projects under execution. The investment structure will be optimized, and more investment will be allocated to promoting industrial development, improving people's lives, and upgrading consumption. The investment capacity of central institutions and municipal SOEs will be harnessed. We will invite private investors to invest in major projects totaling no less than 200 billion yuan. Supply of production factors will be enhanced. We will proactively seek diverse funding sources, including ultra-long special treasury bonds, and fully leverage the self-review and self-issuance mechanism for local government special-purpose bonds. The supply of premium land plots along subway lines and in key areas will be scaled up to develop more vibrant, mixed-use neighborhoods where people can work, live, shop, and access services.

3. Continuing the integrated development of education, science and technology, and human resources, and creating a competitive framework for fostering new quality productive forces

Leveraging innovation as a driving force, we will deepen reform of institutions and mechanisms pertaining to education, science and technology, and talent,  promote full integration of innovation chains with industrial chains, and strive for solid progress in making the city a hub of world-class universities, research institutes, businesses, and talent.

Accelerate the building of a high-quality education system. We will enhance the holistic approach to moral and political education, and further integrate values-based curricula across all educational levels, from elementary schools to universities. We will intensify efforts to improve students' physical and mental wellbeing through an integrated approach to education in morality, intellect, physical vigor, aesthetic sensibility, and practical work skills.

We will refine the mechanism for adjusting the supply of school places in basic education in response to changes in school-age population, and add another 10,000 secondary school places. We will promote high-quality, well-balanced development of compulsory education. We will extend the application of AI across all stages of schooling. We will coordinate and advance the policy to relieve students of excessive burdens from homework and off-campus tutoring, while improving the quality of education and teaching.

We will support Double First-Class universities located in Beijing in building themselves into world-class institutions and developing first-class disciplines. We will catalyze the high-quality development of Liangxiang and Shahe University Towns, and implement university-specific plans to promote technology transfer and commercialization. We will increase enrollment in vocational universities and expand pathways for students in integrated vocational and general education programs to grow and fulfill their potential. We will take comprehensive actions to train high-caliber teachers, and improve mechanisms for school-family-society collaboration in education.

Enhance efficiency of the system for technological innovation. We will advance action plans to sustain the city's leadership in basic research, and to achieve breakthroughs in core technologies in key fields. Efforts will be redoubled to bolster our strength in strategic science and technology resources, including national laboratories. We will establish new research and innovation platforms focused on sectors such as brain-computer interface and high-temperature superconductivity, and support enterprises in undertaking tasks in major science and technology programs.

We will continue to leverage the exemplary role of Zhongguancun, launch a new set of pilot reforms, and expedite efforts in building Zhongguancun into a world-leading science park. We will strengthen coordination among the Three Science Cities and One Demonstration Area. We will support Zhongguancun Science City in building a center for the AI industry, advance the development of high-end scientific instruments in Huairou Science City, and accelerate the development of the Nankou National Key Laboratory Base and the science base in Machikou of Beijing Future Science City. We will assist the Demonstration Area for Innovation-based Industrial Clusters in commercializing research from the three science cities.

We will see that major scientific and technological advances can enter practical application quickly and efficiently. We will build up the service capabilities of platforms for proof-of-concept, pilot-scale testing, and incubation, and enhance the protection and commercialization of intellectual property. We are committed to developing world-class science and technology journals and fostering an innovation ecosystem with greater global influence.

Build Beijing into a reservoir of best minds. We will strive for faster progress in building novel educational entities, including Zhongguancun Academy and National Graduate Colleges for Engineers, support Beijing-based universities in piloting the establishment of such national-level colleges, and encourage enterprises to set up postdoctoral workstations. We remain committed to bolstering collaboration between industries, universities, and research institutes on talent cultivation.

We will fully advance the special talent recruitment program and the initiative to recruit experts in core technologies in key fields, bringing more high-caliber talent to the city. We will foster a youth-friendly policy system, put in place ten supportive measures covering housing and entrepreneurship services, among others, and further develop model areas for youth-focused innovation and entrepreneurship ecosystem. We will fully unleash the potential of the youth in innovation and creativity.

Develop stronger high-end, precision, and cutting-edge industries. We will reinforce the foundations of the real economy, promote scale-up and mass production in key integrated-circuit projects, and advance the development of BioPark to high standards. We will drive key projects in critical fields, such as green and advanced energy, new energy vehicles, robotics, and commercial spaceflight by mobilizing their entire industrial ecosystems.  

We will take solid steps to build Beijing into a global leader in the digital economy, and promote the development of new types of infrastructure, such as intelligent computing power. We will advance the AI Plus Initiative across the board, and build national pilot testing centers for AI application. We will advance the development of pioneering zones for future industries, and cultivate new growth drivers such as 6G technology, quantum technology, and biomanufacturing. We will upgrade traditional industries, while advancing the digital transformation of the manufacturing industry.

Modern service industries will be boosted. We will provide efficient services for Beijing to function as the national financial regulation center, and strengthen the coordinated development of Financial Street and Lize Financial Business District. The Beijing Stock Exchange will be supported in providing better listing and financing services for SMEs. We will speed up the development of the Zhongguancun Experimental Zone for Innovation Finance and refine the coordination mechanism for financing private businesses, especially micro and small ones. These efforts aim to help the financial sector better serve the real economy.

We will develop the Beijing International Demonstration Zone for Integrated Legal and Commercial Services to provide more international business services. We will encourage enterprises in technological services to keep building their innovation capabilities and promote the integrated development of modern services and advanced manufacturing.

4. Advancing in-depth reform and high-standard opening up to further enhance the momentum and vitality of high-quality development

We will press ahead with critical reform tasks, promote opening up, and better align institutional arrangements across the board with the capital's development needs.

Energize all market entities. We will refine the mechanism for Beijing to contribute to the unified national market, advance comprehensive reform trials for the market-based allocation of production factors and ensure greater market access for new sectors and new forms of business. We will conduct fair-competition reviews of policies and measures on a regular basis, and comprehensively address unhealthy rat race competition. We will deepen the reform of state-owned assets and enterprises, focusing on improving the investor oversight system and advancing comprehensive reforms of subsidiaries, so as to strengthen SOEs' core functions and competitiveness. We will advance the category-based reform of public institutions as a way to improve the efficiency and quality of public services. We will implement the Private Sector Promotion Law, support private enterprises' participation in major national projects, steer the platform economy toward well-regulated growth, and foster win-win development among platform enterprises, platform-based businesses and their workers.

Deliver government services with greater warmth and responsiveness. The All-in-One-Go government services will expand to cover more than 30 additional scenarios, including the construction and operation of parking facilities. We will standardize the special procedures in government service delivery. We will strengthen integrated oversight and advance the standardization of off-site monitoring. We will enhance the assessment of quality and efficiency of Scan-to-Inspect and refine the whole-process supervision. We will issue timely updates on application-free service items, improve the service response mechanisms, expand the coverage of the Whitelist of Enterprises under Minimal Regulatory Intervention, and focus on addressing enterprises' practical problems.

Establish Beijing as a new benchmark for opening up. We will continue to develop the Two Zones, align with high-standard international economic and trade rules, and roll out the phase 3.0 work plan for greater openness in the services sector. We will explore the establishment of coordinated development areas for the pilot free trade zone, enable comprehensive bonded zones to pursue distinctive development paths, and expand the openness of key industrial parks. We will enhance both quality and performance in foreign trade and support leading industries, such as automobile and biomedicine, in expanding product exports. We will pursue innovative development in digital and green trade and increase the export of services.

We will expand international flight routes at our aviation hubs and strengthen modern logistics systems. We will fully leverage the opening-up platforms such as CIFTIS, the Zhongguancun Forum, the Financial Street Forum, and the Beijing Culture Forum, and facilitate the launch of more high-quality foreign-funded projects in our city. We will improve cooperation mechanisms with Hong Kong and Macao across the board, and promote exchanges and cooperation with Taiwan. We will improve comprehensive overseas services for enterprises operating overseas, and actively support high-quality Belt and Road cooperation, pioneering new pathways for China's opening up and development.

5. Increasing and diversifying the supply of quality cultural products and services, and enhancing the capital's influence as the national cultural center

We will harness the power of culture to enrich minds and public life, and empower the city's economic and social development. We will boost the capital's cultural development, making greater contributions to building China into a country with a strong culture.

Vigorously develop advanced socialist culture. We will promote and practice the core socialist values, develop the Research Center of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to high standards, intensify the study, research, and exposition of the Party's new theories, and contribute to the advancement of philosophy and social sciences. We will further develop the three major revolutionary cultural zones, and build patriotic education bases to high standards. We will strive for solid progress in promoting civic standards in the new era, advance volunteer services, advocate civic-minded behaviors such as courteous cycling and driving, and promote a culture of virtue.

Enhance systematic protection of cultural heritage. We will reinforce the holistic conservation of the Old City, actively develop the heritage area of Beijing Central Axis into a national demonstration area for cultural heritage protection and utilization, and promote the opening of the Zhengyangmen Gate Tower to the public and the renovation of the Yongdingmen Gate Tower. We will complete the renovation of the Great Wall Museum of China and reopen it to the public. We will advance the nomination process of the Liulihe archaeological site on UNESCO World Heritage List, and seek the inscription of Yunju Temple's Collection of Buddhist Literature on UNESCO Memory of the World International Register. We will better preserve the historic network of routes in western Beijing known as the Jingxi Ancient Road, and improve the environment in and around the Three Hills and Five Gardens. We will complete our tasks in the fourth national survey of cultural properties, and promote the preservation and development of intangible cultural heritage, so as to keep the city's history and culture alive.

Ignite cultural creativity. We will continue to establish Beijing as a capital of performing arts. We will develop a number of performance hubs and distinctive clusters, host more large-scale performances, and organize more events under the Civic Life series. We will boost the impact of the Watch Outstanding Performances in Beijing program and the Grand Audiovisual Beijing program, and bring forth a wave of high-quality literary and artistic works. We will advance the development of the National Cultural Industry Innovation Experiment Zone, and upgrade cultural industry parks, such as those dedicated to digital advertising. We will continue to build Beijing into a city of museums and launch a series of high-profile and special exhibitions to raise the visibility of our cultural heritage. We will extend public reading programs to develop Beijing as a city of readers and create diverse reading spaces tailored to local conditions. We will ensure the success of events such as the Beijing International Film Festival and the Beijing Music Festival.
