REPORT ON THE WORK OF THE GOVERNMENT

Delivered at the Fourth Session of

the Sixteenth Beijing Municipal People's Congress

Fellow deputies,

On behalf of the People's Government of Beijing Municipality, I will now report to you on the work of the government for your deliberation and approval. I also invite comments from members of the Beijing Municipal Committee of the Chinese People's Political Consultative Conference (CPPCC).

I. A Review of Our Work in 2025

The year 2025 marked the final year of implementing the 14th Five-Year Plan. General Secretary Xi Jinping placed great importance on our work in the capital. After hearing the debriefing on the commemorative events marking the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, he made important remarks, commending the service and support we delivered. He sent a congratulatory message to the 2025 China International Fair for Trade in Services (CIFTIS), charting the course for greater openness in Beijing's services sector. During a voluntary tree planting activity in the capital, he gave instructions on building a Beautiful Beijing. His care and expectations for the capital have greatly inspired us in Beijing, motivating us to move forward with a renewed sense of purpose and to strive for new progress.

Over the past year, we have been working under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, as well as the direct leadership of the CPC Beijing Municipal Committee. We have also received support and supervision from the Beijing Municipal People's Congress and its standing committee. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we have thoroughly applied the principles established at the 20th CPC National Congress and the successive plenary sessions of the 20th CPC Central Committee. Fully implementing General Secretary Xi's directives on Beijing's development, we have concentrated on bolstering Beijing's position as the Four Centers and improving our ability to provide the Four Services. We have incorporated the Five Key Initiatives more deeply into the new development pattern and ensured both development and security. Despite mounting pressures, our economy has remained resilient and is advancing toward innovation-driven and higher-quality development. Overall social stability has been maintained. We have successfully fulfilled the tasks and targets set at the third session of the 16th Municipal People's Congress. In 2025, the city's Gross Regional Product (GRP) stood at 5.2 trillion yuan, up by 5.4%, 0.4 percentage points higher than the national growth rate. General public budget revenue increased by 4.8%, surveyed urban unemployment rate was 4.1%, and per capita disposable income rose by 4.4% in real terms. The Consumer Price Index (CPI) was generally stable. The city's per capita GRP and labor productivity measured by output per worker remained the highest among provincial-level jurisdictions in China, while energy consumption, water usage, and carbon emissions per 10,000 yuan of GRP remained the lowest nationwide.

Last year, we accomplished the following work:

1. We further strengthened Beijing's capacity to serve as the capital.

We provided quality service for the commemorative events marking the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War. A highly efficient and coordinated command system was established for these events. Through multiple rounds of comprehensive and specialized rehearsals, we ensured efficient organization and seamless workflows, keeping the city's operations stable and orderly. Overall, we successfully fulfilled our mission, delivering error-free service for these national-level events.

We improved our ability to support the functions of central authorities. We completed with high standards another three-year action plan for fulfilling the Development Control Plan for the Core Zone Serving Capital Functions, creating a more secure and favorable working environment for the central Party and government bodies. The China National Convention Center Phase II and the Capital International Exhibition & Convention Center officially opened. We delivered quality services to major international events, including the Global Leaders' Meeting on Women. Beijing's role as the national center for international exchanges was further strengthened.

We continued the Relocation and Rectification for Improvement Program. Another 104 general manufacturing enterprises were upgraded or moved out of Beijing. A total of 20.49 million square meters of illegal structures were demolished. Application-based voluntary lease termination was completed for 2,006 households in single-story dwellings in the city's core zone. Construction began for projects such as the Fangshan campus of Beijing University of Technology and the Yizhuang branch of Beijing Children's Hospital.

We rendered full support for the development of the Xiong'an New Area. We provided services for the relocation of central state-owned enterprises (SOEs) to Xiong'an, including Sinochem Holdings and China Huaneng Group. The Xiong'an sub-park of Zhongguancun Science Park welcomed 132 new tenant enterprises. Air-rail integration was improved on the Beijing-Xiong'an Express Line and the Beijing-Xiong'an Intercity Railway. Service capabilities of the Three Schools and One Hospital were enhanced.

We advanced the development of the Beijing Municipal Administrative Center (BMC) to high standards. The partial undergrounding of the Sixth Ring Road east section was completed and the route is now open to traffic. The Beijing Tongzhou Railway Station entered service. A number of municipal SOEs, including Beijing Tourism Group, moved to the BMC. The comprehensive reform pilot on the market-based allocation of production factors in the BMC was approved by the central government.

We advanced coordinated development with Tianjin and Hebei across key sectors. We took solid steps to further build the demonstration zone for high-quality, integrated development between Beijing's Tongzhou District and the three neighboring counties in Hebei Province. The Baimiao South and Baimiao North checkpoints were upgraded. Development of the Beijing-Tianjin cooperation demonstration zone gathered pace. The Binhai-Zhongguancun Science Park in Tianjin added 689 newly registered enterprises. The contractual value of technology transfers from Beijing to Tianjin and Hebei reached 99.6 billion yuan, representing a growth of 18.1%. Through joint efforts, the three localities have successfully addressed 36 specific bottlenecks across the industrial chains of key sectors, including biomedicine. We initiated construction of the Beijing facility of the Beijing-Tianjin-Hebei technology hub for intelligent, connected new energy vehicles. The Beijing-Tangshan Intercity Railway and the Chengde-Pinggu Expressway opened to traffic. A total of 308 public service items can now be processed via self-service channels anywhere in the Beijing-Tianjin-Hebei region, overcoming administrative barriers to better serve residents of the three localities.

2. We accelerated the cultivation of new quality productive forces through innovation.

We continued to scale up Beijing's capacity as an international center for innovation. We commissioned permanent venues for three national laboratories, and put into operation major science and technology infrastructure facilities, including the Ground-based Space Environment Monitoring Network. Trial operation was launched for three interdisciplinary research platforms, including one on brain cognition mechanisms and brain-computer integration. We made significant headway in developing the national key laboratory clusters in areas such as Nankou and Machikou in Changping District. Coordination between academia and industry was further enhanced in higher education parks and university towns. Construction commenced on the Regional University-Industry Technology Transfer Center (Beijing). The spatial layout was optimized for the Zhongguancun National Innovation Demonstration Zone. A number of platforms for proof-of-concept, generic technology, product pilot-scale testing, incubation and transfer were launched. We stepped up original and pioneering research efforts, and achieved breakthroughs in 210 core technologies in key fields. According to the Nature Index, Beijing topped the global science cities rankings for the ninth consecutive year. Beijing accounted for nearly half of all newly elected academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering.

We accelerated the development of high-end, precision, and cutting-edge industries. The integrated circuits industry expanded by over 20%, and the annual production of new energy vehicles was close to 700,000 units. Approval was granted for the market launch of 34 innovative drugs and device products, and another eight multinational pharmaceutical companies were attracted to the BioPark. The number of national high-tech enterprises in the city surpassed 30,000.

We fast-tracked the building of Beijing into a global leader in the digital economy. Major progress was made in building the critical ecosystem for Artificial Intelligence (AI). Pilot-scale testing bases for AI application in healthcare, manufacturing and science have been set up in Beijing. The city maintained its leading position nationwide in the number of registered and launched large language models. We established the Beijing Data Group and put into operation the Beijing Digital Intelligence Innovation Center. The value added of the city's digital economy grew by 8.7%.

We advanced the robust growth of future industries. We hosted the Humanoid Robot Marathon and the 2025 World Humanoid Robot Games, both of which were first of their kind in the world, drawing global attention. We pioneered the deployment of the small-scale 6G experimental network. Reusable rocket Zhuque-3 reached orbit on its first flight. New advances in brain-computer interface technology continue to emerge.

We sustained the sound development of the modern services sector. The three major sectors—software and information, sci-tech services, and business services —together accounted for more than 50% of Beijing's economic growth. The financial sector has become increasingly effective in supporting the real economy. A total of 288 companies were listed on Beijing Stock Exchange, with their total market capitalization exceeding 860 billion yuan. The scale of sci-tech innovation bonds issued in Beijing ranked among the top nationwide. A cumulative total of 35 national-level flagship funds were launched in Beijing. Eight municipal-level government funds dedicated to high-end, precision and cutting-edge industries catalyzed more than 100 billion yuan in private investment. As we made thorough efforts to build the High-Tech Farming Z-Park and position Beijing as a center for seed development, we expanded the acreage for both grain crops and vegetables.

3. We further deepened reform and opening up.

We worked to ensure effective implementation of reform measures in key fields, delivering real results. We took active steps to contribute to and integrate into the building of a unified national market. A series of targeted initiatives, such as removing barriers to market entry, were steadily advanced. The fair competition review system has been fully implemented at both municipal and district levels. We advanced the reform of SOEs with solid efforts. Substantive progress was made in the strategic restructuring of municipal SOEs in the cultural sector. Enterprises affiliated with municipal government agencies and public institutions have been brought under unified supervision. Micro-, small- and medium-sized enterprises accounted for nearly 80% of government procurement contracts. Inclusive loans to micro and small businesses surpassed one trillion yuan.

We continued to foster a world-class business environment. We rolled out a cumulative total of 119 major items under All-in-One-Go government services, reducing average processing time and required documents by 58% and 52% respectively. The average number of on-site inspections of business operations per month was reduced by 42.9%, while the share of off-site inspections rose to 70.6%. The number of companies included in the Whitelist of Enterprises under Minimal Regulatory Intervention reached 550,000, accounting for more than 20% of all Beijing-based businesses. We handled 648,000 service requests from enterprises under the city's service package program and from hotline callers, representing an increase of 107.2%.

We intensified overall efforts to further develop the Two Zones. We launched a strategic initiative to improve the China (Beijing) Pilot Free Trade Zone. We essentially completed the tasks under the phase 2.0 work plan for greater openness in the services sector, and maintained the top position in the national comprehensive assessment for four consecutive years. The E-Town Comprehensive Bonded Zone began operation, and the Tianzhu Comprehensive Bonded Zone ranked first nationwide in orphan drug imports. The number of newly established foreign-invested enterprises increased by 19.5%. With our active efforts to explore overseas markets through Belt and Road cooperation, the China-Central Asia freight train made its inaugural departure from Beijing, and the city's exports reached a record high.

We worked to upgrade new supply and unlock new demand. Adapting to local conditions, we leveraged national policies aimed at strengthening major national strategies and security capacity in key areas, as well as programs for equipment upgrade and consumer goods trade-ins. Through proactive efforts, we secured financial support in various forms, including ultra-long special treasury bonds. We advanced the self-review and self-issuance pilot program for local government special-purpose bonds. Investment and financing systems and mechanisms were refined. Major projects with a total investment of around 235 billion yuan were offered to private investors. We redoubled our efforts to transform Beijing into a global consumption center and advanced reforms to provide more convenient city services for people from outside the Chinese mainland. Inbound visits increased by 39%. With tourist arrivals and tourism revenue hitting record highs, the city saw vigorous consumer spending growth in digital, green, and health sectors, alongside a 5% increase in service consumption.
