6. Accelerating the transformation of the development model of Beijing as a super-large city, and advancing precision governance

We will continue to tap the full potential of Beijing, improve the system for city governance, and strengthen coordination to build Beijing into a people-centered modern city that is innovative, livable, beautiful, resilient, culturally rich, and smart.

Advance urban renewal. Guided by the established plans, we will continue to implement the Regulations on Urban Renewal, and improve the toolkit of policy incentives. We will provide greater support in terms of quotas on development capacity as well as fiscal and financial policies, and encourage mixed-use land development. A dedicated task force for coordination will be established to expedite project launch and implementation. Efforts will be made to promote cluster-based renewal of mixed-use neighborhoods where people can work, live, shop and access services. We will inspect 507 units of old and dilapidated buildings and sub-standard housing to address potential hazards, complete the renovation of over 300 old residential compounds, and install more than 800 elevators in old residential buildings. We will implement the third action plan to improve public services and infrastructure in the Huilongguan and Tiantongyuan areas and continue to renovate urban villages.

Upgrade city operations and management. We will reinforce efforts to guarantee critical government functions and services. We will enhance an energy supply system featuring diversified and complementary sources, and improve the mechanism for coordinated dispatch and supply of heat, electricity and gas. We will rehabilitate 1,000 kilometers of aging pipelines and actively address the safety hazards posed by rising groundwater table. We will further standardize the management of street furniture, and improve the environment of 20 key areas. We will make consistent efforts on waste sorting and property management, improve the system for managing recyclables in municipal solid waste sorting, and install smart recycling terminals in 3,000 residential neighborhoods. Property services will be introduced to another 800 aging residential compounds.

Develop an integrated modern transport system. We will advance the integration of transit networks to improve connections between subway lines and buses, extend the total length of in-service urban rail transit lines by over 40 kilometers, and ensure that 93% of bus-to-rail transfers are within 50 meters. We will launch a special campaign to regulate e-bike riding and parking, and expand the comprehensive traffic management in key areas near schools, hospitals, scenic spots, and business districts. Ground connectivity at the capital's eight main train stations and two airports will be upgraded. We will complete 30 municipal-level congestion relief projects, and connect 50 dead-end roads. Another 35,000 parking spaces for motorized vehicles and 30,000 electric vehicle charging facilities will be created. We will connect traffic signals at another 1,000 intersections to the central network, bringing the total number to 8,000, further improving traffic efficiency.  

Build Beijing into a high-standard digital and intelligent city. We will strive for extensive progress in the development of a pilot zone for market-based data allocation, and national centers for data management, data resources, and data trading. We will complete the tasks under the national pilot program for data infrastructure to high standards, and build a national data industrial cluster and industry-specific high-quality datasets. We will support the development of the Beijing Data Group and Beijing International Data Exchange. We will maximize the potential of Jingtong Jingban, Jingzhi, and other smart terminals, pioneer pilot applications of large AI models in government services, and drive the digital and intelligent transformation of urban governance and frontline operations. A host of smart-city application scenarios will be launched to provide more convenient services to our people.

7. Modernizing agriculture and rural areas, and advancing coordinated urban-rural and regional development

We will refine the institutional arrangements for the mutually reinforcing development of urban and rural areas, in which the urban center drives suburban growth and the suburbs serve the city's needs. We will consolidate the foundations of agriculture, delivering greater prosperity to rural areas, and continuously improving farmers' livelihoods.

Enhance the quality and performance of modern urban agriculture. We will implement the Beijing Farmland Protection Plan (2023-2035), consolidate farmlands and promote appropriately scaled farming operations. We will create 120,000 mu (8,000 hectares) of high-standard cropland, and keep grain acreage above one million mu (66,667 hectares) and vegetable production around two million metric tons. We will advance the development of the High-Tech Farming Z-Park and position Beijing as a center for seed development, advance construction of the National Agricultural Science and Technology Innovation Platform, and cultivate globally leading enterprises in the seed industry. We will work toward the designation of a National Agricultural High-Tech Demonstration Zone in our city, develop modern protected agriculture and smart agriculture, and promote the deep integration of the primary, secondary and tertiary industries in rural areas.  

Advance the building of a beautiful and harmonious countryside. We will build the third group of model villages and clusters under the 100+1,000 Villages rural revitalization program. We will improve the living environment in rural areas, add another 300 kilometers of beautiful rural roads, strengthen the construction, management and maintenance of rural infrastructure, and extend more urban public services to rural areas. We will complete the new round of elections for village Party organizations and villagers' committees, consolidate the foundation for rural governance, and enhance social etiquette and civility in rural areas. We will ensure that policies aimed at strengthening agriculture, benefiting farmers, and achieving rural prosperity deliver greater outcomes. We will steadily advance the pilot program of extending second-round rural land contracts by another 30 years upon expiration. We will encourage professionals of all backgrounds to offer services, start businesses, or seek employment in rural areas. We will promote the development of rural tourism and other rural industries that benefit local people. We will develop the brand of Beijing Premium Agricultural Produce, boost new types of rural collective economies, and adopt all means necessary to steadily increase rural incomes.

Promote the coordinated development of key areas. We will create vibrant urban areas, improve the urban environment along the Tongzhou section of the Grand Canal, and enhance urban design around the Two Parks and One River areas. We will advance the development of the Dahongmen museum cluster around the southern section of the Central Axis and strengthen the urban functions of the Olympic Park's central area. We will accelerate the high-quality development of new towns in the flatlands by boosting their dominant industries. The eco-compensation mechanism will be upgraded to advance the green development of eco-conservation areas. We will refine the policy system for providing regular assistance and complete the tasks under east-west collaboration and paired assistance initiative.

8. Improving the supply of public services and tackling matters that directly impact people's daily lives and for which they feel a genuine, personal concern

We will continue to prioritize people's wellbeing and take more practical actions to further raise the quality of life.

Promote high-quality and full employment. We will carry out special programs to stabilize, expand, and improve the quality of employment and create at least 280,000 urban jobs. We will work to ensure stable employment for key groups such as college graduates, and provide a minimum of 100,000 jobs for these graduates. We will work to prevent zero-employment households from emerging on an ongoing basis, strengthen community-based employment services, and standardize the casual labor markets. We will better protect the rights and interests of people in flexible employment and new forms of employment, and ensure harmonious and stable labor relations.

Improve healthcare for all. We will better allocate health and medical resources. The Tongzhou branch of the Children's Hospital of Capital Institute of Pediatrics will be substantially completed, and the new site of the Beijing Center for Disease Prevention and Control will be put into use. We will accelerate the site selection and development of the new campus of Beijing Anding Hospital. We will advance the coordinated development of medical insurance, medical services, and medical products. Two-way referrals within medical consortia will be more standardized and smoother. The number of tightly-knit urban healthcare consortia will increase by at least five, expanding their presence to over 80% of the districts. Ninety percent of village clinics will operate under the management framework of township medical centers. We will advance development of the health information platform, while enhancing and expanding the mutual recognition and interoperability of electronic health records as well as lab test and examination results. We will strengthen services in geriatrics, pediatrics, mental health, and hospice care, promote the preservation and innovative development of traditional Chinese medicine (TCM), and enhance its role in preventive care. We will improve the first aid system and blood supply systems, and enhance our capability to respond to public health emergencies.

Improve the multi-tiered social security system. We will improve eldercare and childcare, fully implement relevant laws and regulations on eldercare services, and further develop insurance schemes for long-term care. We will set up 20 local eldercare service centers and add 5,000 home-based care beds for senior citizens. We will continue to implement policies including childcare subsidies, maternity insurance, and parental leave. We will support eligible kindergartens in providing nursery services, and raise the share of affordable nursery care slots to 68% of all nursery slots. We will advance Beijing's development as a municipality-wide child-friendly city, and foster an enabling environment for women's development. We will continue our efforts to create a barrier-free environment, ensuring accessible travel for people with disabilities. We will promote the targeted expansion of corporate annuity schemes and the private pension system, improve the multi-tiered and categorized social assistance system, and strengthen the safety net for people in difficulty. We will focus on stabilizing the real estate market, and promote the healthy development of the home rental market. We will increase the supply of affordable dormitory beds, private rooms, and full apartments to address the housing difficulties faced by young people and improve the housing conditions of essential urban services personnel. Gaps in the supporting facilities for newly developed residential areas will be addressed, and more quality homes will be built.

Further advance reform to ensure swift responses to public complaints. We will improve the functions of the public service hotline and promote its standardization and digital-intelligent transformation. By focusing on one key issue per month, we will address 11 thorny problems, including inadequate regulation of the domestic services market. We will work to ensure the success of the Forum on Swift Response to Public Complaints, enhance research on relevant practices and theories, and expand the Forum's global influence. We will continue to support the public policy dialogue TV program A Step Forward.

9. Further coordinating efforts to reduce pollution, cut carbon emissions, and expand green development to build a Beautiful Beijing featuring harmony between humanity and nature

Upholding the notion that lucid waters and lush mountains are invaluable assets, we will improve the city's environment across the board, and accelerate the building of Beijing into a green, low-carbon, and livable home for our people.

Continue the critical battle against pollution. We will raise the adoption rate of new energy in vehicles and non-road mobile machinery, and foster more green enterprises in key sectors. Dust control will be advanced with precision, and joint prevention and control across regions will be strengthened to further consolidate our gains in air quality improvement. We will continue to implement the Regulations on Water Sources Protection at the Miyun Reservoir, improve rural sewage treatment, and create another five exemplary cases under China's Beautiful Rivers and Lakes initiative. We will work to achieve full-route navigability from the northern moat to the Beijing Section of the Grand Canal. We will enhance cross-regional collaboration to tackle water pollution and solid waste pollution, step up the control and treatment of new pollutants, and make fresh progress in building a waste-free city.

Accelerate efforts to build Beijing into a garden city. Leveraging the city's natural endowment of mountains and rivers, we will strengthen the comprehensive ecological restoration in the northeastern Taihang Mountains, speed up the building of a belt of forest and wetland parks around the capital, advance the consolidation and optimization of nature reserves, and enhance Beijing's ecological functions as a municipality-wide forest city. We will better showcase the capital's distinctive character and urban identity, implement projects to divert water into parks and green spaces within the greenbelt areas, and advance the development of large country parks, including those in the Nanyuan area and along the northern section of the Central Axis. A total of 40 waterfront spaces at water conservancy facilities will be open to the public.

We will build an additional 1,000 kilometers of greenways, and connect all sections of the waterfront promenade system along the Qinghe River. The Chinese rose plantings along the Fourth Ring Road will be connected to form a continuous floral belt. We will further integrate open parks into the city's urban fabric, and develop a number of park-centered leisure hubs featuring green spaces and clear waters that are vibrant destinations for the public. To better meet the people's aspirations for a higher quality of life, we will prioritize the construction, management and upgrading of pocket and small parks close to residents' homes. Allergen control in the spring and autumn seasons will be effectively strengthened. Another 100 previously underutilized urban corners and narrow spaces will be turned into high-value micro public spaces, known as the golden corners and silver edges, and 50 community mini-gardens will be added. We will promote home gardening in both urban communities and rural areas to enhance the living environment of residents.

Take proactive and measured steps toward carbon peaking and carbon neutrality. We will step up efforts to make Beijing a global pacesetter in the green economy, and cultivate a portfolio of robust green industries, such as hydrogen power, energy storage, energy conservation, and environmental protection. We will drive the green transition of traditional industries through advanced low-carbon technologies, and advance the development of the nationally designated zero-carbon industrial park. We will speed up the establishment of a framework for controlling the total amount and intensity of carbon emissions. The application of green electricity will be expanded, and the scale of externally sourced green electricity will reach 45 billion kilowatt-hours. Eco-friendly ways of work and life will be widely promoted.

10. Fostering a resilient city in all aspects and fortifying the capital's safety shield

We will integrate development with safety and security, minimize accidents and losses, and safeguard high-quality development with high-level security.

Bolster our ability to respond to extreme weather conditions. We will implement strict measures on flood control, evacuation, and disaster relief. Sensing and early warning of extreme weather events will be strengthened. Contingency plans for mountain flash floods will be tailored to each village. We will construct emergency shelters and other facilities, and further enhance our capacity for disaster prevention, mitigation, and relief. Post-disaster recovery and reconstruction will be advanced with all-out efforts. We will carry out rehabilitation and upgrades of mountain flash flood channels and expedite the repair and restoration of houses and facilities damaged by floods. We will ensure that flood prevention capabilities in the northern mountainous areas are fully restored to and even surpass the pre-disaster levels before the next flood season.

We will expedite the development of a high-standard, watershed-based flood control system, advance the comprehensive management of the Chaobai River and press ahead with major water conservancy projects such as the Erdaohe Reservoir. We will enhance the resilience of infrastructure along key river basins, including roads, power supply, and communications networks. We will intensify the management of urban sites prone to waterlogging and improve the public infrastructure network for both regular and emergency use, further enhancing the city's ability to withstand and recover from disasters.

Strengthen workplace safety and fire safety. We will continue to advance the three-year drive to address the root causes of workplace accidents and ensure production safety, and see that all safety responsibilities are strictly fulfilled. Key sectors, including transport and construction, will be put under tighter safety regulation. We will strengthen whole-of-chain, integrated supervision over high-risk areas such as urban gas use and hazardous chemicals. We will comprehensively identify and address fire hazards at key sites, including nursing homes, schools, hospitals, and high-rise buildings. High-risk operations and behaviors, such as hot work in crowd-prone spaces and charging electric bikes in prohibited scenarios or locations, will be effectively controlled. We will strictly implement fail-safe measures such as the mandatory requirement of dual evacuation routes. We will enhance command and firefighting capabilities in response to both urban and forest fires.

Maintain law and order in Beijing. We will, as always, prioritize political security, reinforce security in the low-altitude airspace, and ensure security in key locations and during major events. We will proactively and prudently defuse economic and financial risks. Cybersecurity and data security will be strengthened, and personal information will be better protected. We will apply and further develop the Fengqiao model to enhance community-level governance in the new era, and address public complaints in strict accordance with the law. We will take a holistic approach to ensuring law and order through consistent efforts to combat organized crime, root out local criminal gangs, and crack down on telecom and online fraud as well as other prevalent criminal activities. We will advance the development of Safe Schools and Safe Hospitals, strictly prevent extreme incidents, tighten whole-process supervision over food and drug safety, and build a safer Beijing that can give our people a strong sense of security and satisfaction.

We will fully support the modernization of national defense and armed forces. Military-civilian integration will be further advanced. We will intensify efforts in national defense mobilization, and continue to refine the civil air defense framework. Better support will be provided to service personnel and their families, as well as ex-service members. The rock-solid unity between the military and the government and between the military and the people will be consolidated and strengthened. We will strive for new progress in the high-quality development of ethnic affairs, religious affairs, and overseas Chinese-related work in the new era.

Fellow deputies,

To meet this year's goals and tasks and get the 15th Five-Year Plan off to a good start, we must continue to strengthen internal capacity building in the government.

Strengthen the political character of being loyal to the Party. We must bear in mind that Beijing is judged first and foremost by its political commitment. We should stay committed to the Party's decision to establish Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and to establish the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; uphold Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole, and uphold the Central Committee's authority and its centralized, unified leadership; and closely follow the Party Central Committee with Comrade Xi Jinping at its core in thinking, stance, and action. We will implement the Party Central Committee's decisions and plans to the letter, and keep to the highest standards as we rectify problems reflected in the feedback from the central inspections.

Adhere to the fundamental principle of law-based government administration. We in the government must readily subject ourselves to the oversight of the Municipal People's Congress and its Standing Committee in terms of the performance of our duties and the legality of our actions. We will also put our work under the oversight of the Municipal CPPCC Committee. We will seriously address the motions and recommendations raised by deputies to the Municipal People's Congress and proposals made by the Municipal CPPCC Committee. We will advance legislation pertaining to the private sector, food safety, and other key areas, ensure strict, procedure-based, impartial, and non-abusive law enforcement, and carry out the ninth five-year plan for raising public legal awareness.

Deliver better outcomes in performing our duties. We will engage in extensive research and fact-finding activities to understand the real situation, take concrete measures, and deliver solid outcomes. The government will continue to practice frugality, push forward the zero-based budgeting reform, improve mechanisms for managing government debt, and strengthen the system of budgetary expenditure standards and cost-performance management. More fiscal funds will be directed to where they are needed most and to areas vital to people's livelihoods.

Consolidate the political culture of integrity and honesty. We will steadfastly implement the Central Party leadership's eight-point decision on improving conduct, and establish a correct understanding of what it means to perform well and act accordingly. We will redouble efforts to rectify misconduct and corruption that directly affect people's lives, and ease the burdens on frontline workers. Oversight exercised through auditing, statistics, and fiscal and accounting functions will be leveraged more effectively, and the exercise of power will be better regulated, especially in key areas. We will take coordinated steps to ensure that officials do not dare to, are unable to, and have no desire to commit corruption. We will advance Beijing's clean government initiative to higher standards and uphold political integrity.

The blueprint is laid out; only hard work will translate it into a better future. Let us rally more closely around the CPC Central Committee with Comrade Xi Jinping at its core, continue to forge ahead with resolve, and strive for new advances in Beijing on the Chinese path to modernization. Together, we will make fresh, greater contributions to building China into a great country and advancing national rejuvenation
