1. Overview

Daxing Cluster, part of the High-end Industrial Area in the China (Beijing) Pilot Free Trade Zone, covers 10.36 square kilometers in total (including the internal roads covering 0.1 square kilometers, with a length of 2 kilometers). The cluster is bounded by four roads: Beijing-Kowloon Railway to the east, Daqing-Guangzhou Expressway and China National Highway 106 to the west, Guihuaheng Second Road to the north, and Yufa Road and Guihua Yuyong Road to the south.

2. Development Goals

Daxing Cluster strives to facilitate the implementation of Beijing's initiatives for driving the development of the Integrated National Demonstration Zone for Opening up the Services Sector. The cluster aims to continuously strengthen the reform of management systems and mechanisms for the service industries, expedite the piloting of opening-up policies and innovative measures, and further optimize the market-oriented, law-based, and international business environment of Beijing. The cluster is also expected to continuously expand the scale of emerging fields such as digital economy, digital trade, and aviation services, while significantly enhancing the competitiveness of industries like culture-relevant technologies, financial services, design services, and information services, to help the service industries reach a new stage of development. The cluster seeks to align with high-level international standards to coordinate the progress in promoting coordinated pilot institutional openness and other tasks. It prioritizes swift implementation of policies and measures that benefit business entities, and aims to develop a new group of institutional innovation cases that can be replicated and promoted in Beijing and across China. In the next three to five years, the cluster strives to form a sound opening-up policy system for the service industries, highlighting trade and investment facilitation. Besides, the cluster aims to significantly enhance the openness and agglomeration capabilities of zones like the Economic Zone of Beijing Daxing International Airport, China-Japan Innovation Cooperation Demonstration Zone, Daxing Economic Development Zone, Daxing Biomedicine Industrial Base, and Daxing International Hydrogen Energy Demonstration Zone. By 2030, the cluster will embrace streamlined and convenient investment and trade processes and a safer, more orderly flow of development factors. An open system for the service industries that aligns with high-standard international economic and trade rules will be basically established. As a result, the Economic Zone of Beijing Daxing International Airport can play a more vital role in leading the opening-up process and the open development of the service industries will become further energized. The cluster strives to become a pivotal hub and strategic link in the new pattern of international-domestic dual circulation development.

3. Development Details

Guided by the innovative development concept, Daxing Cluster fully implements the central government's coordinated development strategy for the Beijing-Tianjin-Hebei region and overall plan for the China (Beijing) Pilot Free Trade Zone. The cluster will be in line with the international advanced rules, achieve more internationally competitive achievements regarding institutional innovation, make the most of policy dividends, and promote quality, efficiency and driving force innovation in economic development. It aims to create a hub leveraging global innovation resources through the coordinated development of the Economic Zone of Beijing Daxing International Airport, the China (Beijing) Pilot Free Trade Zone, and the Comprehensive Bonded Zone of Beijing Daxing International Airport, to transform itself into a platform for commercialization of scientific and technological achievements, a hub for strategic emerging industries and high-end international functional institutions, and to consequentially create a high-level opening up platform for the coordinated development of the Beijing-Tianjin-Hebei region.
