Beijing Pioneers 'Certificate-Free' Service Model

Since 2025, Beijing has taken the lead in piloting the "Four Exemptions from Submission" reform initiative in the Beijing Economic-Technological Development Area (Beijing E-Town). This initiative targets three categories of scenarios including high-frequency administrative matters, critical procedures, and integrated services. It gradually exempts the submission of government-issued licenses and certificates, approval documents that can circulate internally among government departments, materials previously submitted by applicants, and reports issued by social service institutions. The initiative promotes the digital application of certifications and documents, allowing for a more flexible, convenient, and efficient business environment.

To date, the reform has been implemented across various sectors, including approval for business market entry and operation, public services, construction, transportation, and public health. It covers 108 high-frequency and on-going matters, such as company establishment and registration, as well as the establishment and modification of retail units for publications.

In the industrial and commercial sector, the "exemption from submission" service for enterprise registration record queries has now been introduced. Legal representatives and shareholders can access records without needing to submit any documents, while authorized representatives only need to present a letter of authorization. This has improved processing efficiency by around 67 percent compared to traditional methods.
