From September 1, Beijing will expand the scope of its specialized credit report inquiries.In addition to administrative penalties, the reports will also indicate whether an entity has been listed as a seriously discredited entity in seven sectors: public finance, social security, emergency management, market regulation, statistics, taxation, and court enforcement. The range of sectors covered by the reports has been extended to 45, with three newly added areas: education, commerce, and court enforcement.
Since September 1, 2023, Beijing has implemented a credit-based certification substitution initiative, allowing a single credit report to replace a stack of compliance certificates. By September 1, 2024, the credit report had undergone comprehensive expansion in terms of covered sectors, applicable entities, and scope of use, encompassing administrative penalty information across 42 sectors. This year, the Notice on Fully Replacing Proof of No Illegal or Non-Compliance Records with Specialized Credit Reports (关于全面推行以专项信用报告替代有无违法违规记录证明的通知) was issued, formally renaming the "special credit report" to "specialized credit report" and introducing further optimizations and upgrades to the service.
