On October 11, as part of the 2026 Beijing Forum on Swift Response to Public Complaints, a screening of the documentary film Hotline Beijing 2 was held in Beijing.
Two years ago, the documentary film Hotline Beijing, produced by China Media Group (CMG), used calls from residents to Beijing's "12345" citizen service hotline as its narrative thread to explore Beijing's innovative efforts to deepen the "Swift Response to Public Complaints" reform. After its release, the film grossed more than 80 million yuan, setting a new box-office record for Chinese documentaries over the past five years. It was also screened in cities such as New York, Los Angeles and St. Petersburg, and won several awards, including the Best Documentary Award at the China Golden Rooster Awards. Through authentic footage, it illustrated a people-centered approach to development and struck a strong chord with audiences at home and abroad.
As a sequel, Hotline Beijing 2 features interviews with nearly 100 people from all walks of life, presenting reform and innovation in a city built for its people from an international perspective and through authentic, true-to-life accounts. With no narration and a purely observational approach, it uses real-life stories to explore the common challenges posed by urban development, illustrate China's principle that "cities should be built by the people and for the people" and highlight the far-reaching impact and valuable lessons of the 12345 hotline and the "Swift Response to Public Complaints" reform for urban governance around the world.
Since 2019, Beijing has used the 12345 Citizen Service Hotline to pursue the "Swift Response to Public Complaints" reform, exploring a new approach to modernizing megacity governance driven by residents' concerns. Over the past seven years, the 12345 hotline has handled about 200 million requests, with both the resolution rate and the satisfaction rate exceeding 97 percent.
The 2026 Beijing Forum on Swift Response to Public Complaints is being held from October 12 to 13 under the annual theme of "Digital Intelligence Era and People's City".
