Experience has shown that about 60 percent of requests can be resolved during the initial call, and matters that do require further action are followed up and monitored within 15 days. In practice, city authorities are making a fundamental shift: they are no longer limited to receiving and handling residents' complaints, but are using AI to make urban governance more targeted. The rollout of a range of digital tools rests on the same foundation: reliable data, clear processes, and the effective implementation of procedures for handling requests.

Minsk hopes to learn from China's best practices in smart city development to become a safer and more livable city.
