Beijing Tops List! China's 'Dual Carbon-Society-Governance' City Index Report Released

Renmin University of China recently released the "Dual Carbon-Society-Governance" City Index Report of China, which assesses the sustainable development trends of the country's 296 prefecture-level and provincial-level cities, whereby Beijing ranked first nationwide.

The report introduced an innovative evaluation framework encompassing three indicators, namely "Dual Carbon", "Society", and "Governance". Among them, the "Dual Carbon" indicator emphasizes the coordinated advancement of carbon reduction, pollution control, green expansion, growth, and security; the "Society" indicator evaluates the accessibility and quality of urban public services, the coverage level of social security, social safety and fairness, and community cohesion, among others, emphasizing equitable and sustainable public welfare; and the "Governance" indicator focuses on government efficiency, the rule of law environment, policy stability, and public participation.

Beijing, Shenzhen, Shanghai, Guangzhou, Hangzhou, Nanjing, Jinan, and Chengdu ranked among the top cities on the list. Beijing claimed the top spot thanks to its comprehensive advantages in the exploration of carbon reduction pathways, the improvement of the quality of public services, and the refinement of social governance, among others. Beijing has been proceeding with emission reduction through relieving itself of the functions nonessential for its role as a capital, phasing out high-energy-consuming enterprises, and simultaneously developing green industries such as new energy, energy conservation, and environmental protection. It also holds an advantage in the medical field, being home to the country's top-tier Grade A tertiary hospitals, high-end medical talents, and cutting-edge diagnostic and treatment technologies. Additionally, the city also has established a comprehensive and refined grassroots governance mechanism, which achieves closed-loop management of full process covering the reception and the resolution of public inquiries, requests and complaints, demonstrating strong capabilities in risk prevention and emergency response.
