The Registration of the Transfer of Motor Vehicles

When the ownership of a registered motor vehicle is transferred, the current owner shall submit the relevant materials to the designated place for the inspection of the motor vehicle and apply for the registration of transfer within 30 days from the date of delivery of the motor vehicle.

Materials to be submitted for the registration of transfer:

1. The identity documents of the current motor vehicle owner;

2. If the application is filed by an agent, the identity documents of the agent shall be submitted (if the agent is a unit, the identity documents of the person who files the application shall also be submitted), as well as the written letter of authorization of the motor vehicle owner;

3. The motor vehicle registration certificate;

4. The vehicle license;

5. The vehicle license plate;

6. The poofs of provenance of the ownership transfer of the motor vehicle;

7. For motor vehicles under Customs supervision, the Certificate of Deregulation of Vehicles Supervised by the Customs of the People's Republic of China, or a transfer certificate approved by the customs shall also be submitted;

8. If the ownership of the motor vehicles of embassies (consulates) is transferred to units or individuals other than embassies (consulates), a payment or exemption certificate for vehicles purchase tax shall also be submitted;

9. For motor vehicles that have not been inspected before the due date, the owners shall also submit the conformity certificate on the technical inspection of safety on motor vehicles, the payment or tax exemption certificate of vehicle and vessel tax and the certificate of compulsory insurance for vehicle traffic accident liabilities;

10.  If small and micro passenger service vehicles are transferred to or out of Beijing, the notice on confirming the configuration or updated indicators of small buses of Beijing shall also be submitted;

11.  If a motor vehicle is transferred to Beijing, the documentation of the motor vehicle shall also be submitted.

Process:

Acceptance of applications and the review of application materials - collecting application materials and including them into the system once they are verified as meeting relevant requirements - charging fees - issuing vehicle license plates.

Locations:

1. Motor vehicles of embassies (consulates), foreign personnel, or institutions shall apply for the registration of transfer in the Office of Vehicle Management of Beijing Municipal Traffic Management Bureau (hereinafter referred to as the "Office of Vehicle Management"). Motorcycles with the Jing A license plate and motor vehicles whose uses have been changed into safeguarding public security, putting out fires, giving first-aid, and providing engineering rescue after transfer shall be inspected in the Shenghua Testing Field, the Huaxiang Second-hand Motor Vehicles Trading Market, the Beichen Yayuncun Second-hand Motor Vehicles Trading Market, the Xinfadi Second-hand Motor Vehicles Trading Market, and the Shunyi Sub-market of the Second-hand Motor Vehicles Trading Market (for those motor vehicles whose invoices are issued in the aforementioned four second-hand trading markets shall be inspected to their corresponding trading market). After passing the inspection, the applications for the registration of transfer can be handled in the Office of Vehicle Management; The registration of transfer of the motor vehicles whose owners have applied for the Residence Permit for the Residents of Hong Kong, Macao and Taiwan can also be handled in one of the branches of the Office of Vehicle Management;

2. The registration of transfer of other motor vehicles can be handled in one of the branches of the Office of Vehicle Management;

3. The registration of transfer of second-hand motor vehicles that have been traded in the Beijing Second-hand Motor Vehicles Trading Market, the Beichen Yayuncun Second-hand Motor Vehicles Trading Market, the Shengxin Second-hand Motor Vehicles Trading Market, and the Xinfadi Second-hand Motor Vehicles Trading Market shall be handled in the service window of the vehicle management offices of the aforementioned four second-hand trading markets.

4. The users of the APP named "Traffic Management 12123" who have been interviewed and have signed relevant documents can select vehicle license plates through the APP.

Monday to Friday: 8:30-18:00; The office hours of the Office of Vehicle Management and its branches on Saturday and Sunday: 9:00-16:00 (except for national statutory holidays)

Time Limit:

The registration of transfer within the administrative areas of Beijing shall be handled within one working day, while the registration of transfer to or out of Beijing shall be handled within three working days.

Fees:

5 CNY per piece for temporary vehicle license plates; 100 CNY per pair for the reflective license plates of cars; 35 CNY per pair for the reflective license plates of motorcycles; 50 CNY per pair for the reflective license plates of trailer-trucks; 40 CNY per pair for the reflective number plates of three-wheeled cars and low-speed trucks; 10 CNY per vehicle license.

Requirements of application:

1.  The motor vehicle has been registered in Beijing (motor vehicles registered in other provinces and cities and transferred into Beijing are excluded);

2. The domicile of the current motor vehicle owner is within the administrative area of Beijing (except for those applying for relocation to other provinces and cities);

3. Motor vehicles registered in other provinces, cities, or autonomous regions and whose owners apply to transfer their motor vehicles to Beijing shall comply with the environmental protection regulations of Beijing;

4. The application materials prescribed by laws and regulations shall be submitted;

5.  For those who apply for the registration of transfer of small and micro passenger service vehicles (except for those applying for relocation to other provinces and cities), they shall hold a valid notice on confirming the configuration or updated indicators of passenger service vehicles of Beijing;

6. The motor vehicle has been submitted for inspection.

The situations where the applications for motor vehicle registration will not be accepted:

1. The certificates and proofs submitted by the motor vehicle owner are invalid;

2. The information of the motor vehicle is inconsistent with the documentation of the motor vehicle;

3. The motor vehicle is under the customs supervision, but the customs has not released the supervision or approved the transfer of such motor vehicle;

4. The motor vehicle has been mortgaged or pledged;

5. Motor vehicles are involved in the unresolved road traffic safety violations or traffic accidents;

6. Failure to conduct technical inspection of safety after the due date;

7. The proofs of provenance of the motor vehicle are altered, or the owner of the motor vehicle recorded on the proofs of provenance does not match what is stated on his/her identity documents;

8. The motor vehicle will be discarded as unserviceable in less than one year in accordance with the Regulations on Compulsory Standards for Motor Vehicles Scrapping;

9. The motor vehicle has been seized or detained by the People's Courts, the People's Procuratorates, or administrative law enforcement departments in accordance with the law;

10. The motor vehicle has been stolen or robbed;

11. The motor vehicle owner fails to submit the notice on confirming the configuration and updated indicators of small passenger service vehicles of Beijing when applying for the registration and filing of small and micro passenger service vehicles;

12. Other situations that do not comply with laws and administrative regulations.

Definition of the following terms:

1. Motor vehicle owners refer to the individual or unit that owns the motor vehicle.

2. Individuals refer to the residents and military personnel (including armed police) in the Chinese Mainland, the residents of Hong Kong Administrative Region, Macao Administrative Region and Taiwan, overseas compatriots and foreigners;

3. Units refer to government agencies, enterprises, public institutions and social organizations, as well as foreign embassies and consulates in China, foreign offices in China, and representative offices of international organizations in China.

Definition of the identity documents:

1. The identity documents of government agencies, enterprises, public institutions, or social organizations refers to their Organization Code Certificate, or such documents as the unified social credit code certificate, the letter of authorization with their official seal, and the identity documents of the entrusted person. If a motor vehicle owner is an internal department of these kinds of units and is not qualified for obtaining the Organization Code Certificate, the Organization Code Certificate of its superior department can be used as its identity documents. If the aforementioned kinds of unit have been cancelled, revoked or bankrupt, and the registry certificates, license plates and vehicle licenses of the motor vehicles they operate need to be replaced and renewed, the identity documents of cancelled enterprises shall be the cancellation certificate issued by the administrative department for industry and commerce. The identity documents of the revoked government agencies, public institutions, and social organizations shall be the relevant certificates issued by their superior competent authorities. The identity documents of bankrupt enterprises shall be the relevant certificates issued by a legally established property liquidation institution;

2. The identity documents of foreign embassies, consulates, representative offices of international organizations in China refer to the certificates issued by themselves;

3. The identity documents for residents of the Chinese Mainland refer to their Resident Identity Card or Temporary Resident Identity Card;

4. The identity documents  for military personnel (including armed police) refer to their Resident Identity Card or Temporary Resident Identity Card. Before their Resident Identity Card is issued, it refers to the valid military documents issued by the army such as the Army Identity Card, the Civilian Cadres Card, the Soldiers Card, the Certificate of Emeritus, the Certificate of Retirement, as well as the domicile certificate issued by the unit above the regimental level they are serving in;      

5. The identity document for the residents of the Hong Kong Administrative Region and Macao Administrative Region refers to the Residence Permit for Hong Kong and Macao Residents. For those who have not applied for the Residence Permit for Hong Kong and Macao Residents, their identity documents shall be the Exit-entry Permit for Travelling to and from Hong Kong and Macao or the Home-visiting Certificate for Hong Kong and Macao Compatriots that they hold upon their entry into the Chinese Mainland, the Hong Kong Permanent Identity Card and Macao Permanent Identity Card, as well as the (temporary) residence certificate issued by the public security organ;  

6. The identity document for the residents of Taiwan refers to the Residence Permit for Taiwan Residents. For those who have not applied for the Residence Permit for Taiwan Residents, their identity documents shall be the Mainland Travel Permit for Taiwan Residents with a valid term of five years and issued by the public security organ, or the People's Republic of China Travel Document issued by the Ministry of Foreign Affairs and the (temporary) residence certificate issued by the public security organ;

7. The identity documents for overseas compatriots refer to the Passport of the People's Republic of China and the (temporary) residence certificate issued by the public security organ;

8. The identity documents for foreigners refer to their passport or other travel documents, a valid visa with at least 3 months of period of stay, a stay permit they hold upon their entry into China, as well as the residence registration certificate issued by the public security organ;

9. The identity documents for the personnel of foreign embassies, consulates, representative offices of international organizations in China refer to the valid identity documents issued by the Ministry of Foreign Affairs.

Domicile refers to:

1. The domicile of a unit is the address of its main office;

2. The domicile of an individual is the address recorded on his/her identity documents. The domicile of the Mainland Chinese residents living in the place of temporary residence is the address recorded on the (Temporary) Residence Permit issued by the public security organ.

The proof of provenance of motor vehicles refers to:

1. For motor vehicles purchased in China, the proof of provenance is the national unified invoice for the sales of motor vehicles. For a motor vehicle purchased abroad, it is the invoice and its translated version issued by the vehicle sales unit. However, the motor vehicles under Customs supervision do not need to provide the proof of provenance;

2.  For the motor vehicles transferred through mediation, ruling or judgment by the People's Courts, the proof of provenance is the effective Mediation Agreement, Judicial Award or Judgment and the corresponding Notice of Assistance in Enforcement issued by the People's Courts;

3. The proof of provenance of the motor vehicle transferred through the arbitral ruling of an arbitration institution is the Arbitration Award and the Notice of Assistance in Enforcement issued by the People's Courts;

4. For motor vehicles that are inherited, gifted, won or acquired in accordance with divorce agreements, or agreements on mortgaging motor vehicles for debt payment, the proofs of provenance are the documents concerning inheritance, gifting, winning prizes, divorce agreements, and agreements on mortgaging motor vehicles to pay off debts, and the Notary Certificate issued by notarial departments;

5. For motor vehicles included in the asset restructuring or overall asset trading, the proof of provenance is the approval document of asset authorities;

6. For unregistered motor vehicles purchased by government agencies, enterprises, public institutions or social organizations and allotted to their subordinate units, the proof of provenance is the national unified invoice for sales of motor vehicles and the allotment certificate issued by the departments.

7. For stolen motor vehicles returned by the public security organs and the claims of the original motor vehicle owners have been settled, the proof of provenance is the Certificate of Transfer of Rights and Interests.

Other regulations:

1. During the application for the registration of transfer, if the current motor vehicle owner is a unit and the domicile is not within the jurisdiction of the vehicle management office, he/she can submit the Organization Code Certificate or a duplicate of the unified social credit code certificate, the letter of authorization with their official seal, and the identity documents of the entrusted person as the identity documents of the motor vehicle owner.

2. The motor vehicle transferred to Beijing shall meet the environmental protection standards of the State and Beijing municipality. Trams, wheeled self-propelled mechanic vehicles, and trailers cannot be transferred to Beijing.

A. To apply for the registration of motorcycles with the Jing A license plate, the motor vehicle owner shall submit a certificate of deregistered or transferred motorcycles;

B. If the units in the charge of the Office of Controlling Purchasing Power of Social Organizations of the Beijing Municipal Finance Bureau (hereinafter referred to the "Office") apply for the registration of passenger service vehicles shall submit the certificate issued by the Office;

3. When the motor vehicle transferred out of Beijing is returned to the city because it does not meet the local pollutant emission standards established by provinces and cities of which the motor vehicle is transferred to in accordance with the law, it shall be accepted with a certificate issued by the vehicle management office of the place it is transferred to, and its documentation and computer information shall be restored.

4. When the original motor vehicle owner fails to provide the current motor vehicle owner with the motor vehicle registration certificate, the license plate or the vehicle license when the motor vehicle is confiscated and auctioned by the People's Courts, the People's Procuratorates and administrative law enforcement departments in accordance with the law, or is transferred in accordance with arbitration by an arbitration agency in accordance with the law, or through mediation, the ruling or judgment of the People's Courts, the current motor vehicle owner shall, when registering the transfer, present the Notice of Assistance in Enforcement issued by the People's Courts as proof that the motor vehicle registration certificate, the license plate or the vehicle license have not been obtained yet, or the certificate issued by the People's Procuratorates or the administrative law enforcement departments as proof that the motor vehicle registration certificate, the license plate or the vehicle license has not been obtained yet, so that the current owner can apply for transfer registration and a replacement motor vehicle registration certificate.

5. After the registration or deregistration of transfer of a motor vehicle, the original owner of the motor vehicle may apply for the use of original license plate number when applying for the registration of transfer of the motor vehicle. But the following requirements shall be met:

A. The application shall be filed within two years after the registration or deregistration of transfer;

B. The owner of the motor vehicle has owned the original motor vehicle for more than one year;

C. The road traffic safety violations and traffic accidents involving the original motor vehicles shall have been unresolved.
