Reinstatement of Cancelled Driving Privileges

A motor vehicle driver whose driving license is cancelled because it has not been renewed for more than one year after the expiration date, but has been cancelled for no more than two years, can apply for reinstatement of the cancelled driving privilege after passing the examination on road traffic safety laws, regulations and related knowledge. For a motor vehicle driver who is over 70 years old and whose driving license has been cancelled due to his/her failure to submit the Certificate of Fitness within one year after the end of a scoring period, or a motor vehicle driver who holds the driving license to drive small automatic transmission cars for the disabled and whose driving license is cancelled due to his/her failure to submit the Certificate of Fitness within one year after the end of three scoring periods, if his/her driving license has not expired or has expired for no more than one year, he/she can apply for reinstatement of the cancelled driving privilege after submitting the Certificate of Fitness.

1. The poof of identity of the motor vehicle driver;

2. If the driver holds the driving license to drive small automatic transmission cars for the disabled, he/she shall submit the Certificate of Fitness issued by the medical institutions designated by the Beijing Municipal Health Commission; otherwise, he/she shall submit the Certificate of Fitness issued by the medical institutions at or above the county level designated by the Beijing Municipal Health Commission or the medical institutions at or above the regiment level designated by armed forces and armed police force;

3. Four photos of the motor vehicle driver. (The photo requirements are as follows: the applicant's ID photo shall be straight-edged, bareheaded, front-facing, half-length, full-color and against a white background, and shall be taken within 6 months before applying for a driving license. The applicant shall not wear uniforms when taking the photo; the portrait shall be clear and stereoscopic, have a natural appearance and be without obvious distortion. The dimensions of the photo shall be 32 mm×22 mm (equivalent to 1 inch). The head width shall range from 14 mm to 16 mm, and the head length, from 19 mm to 22 mm).

Procedures:Acceptance of applications and the review of application material; collecting the application materials and including them into the system once they are verified as meeting relevant requirements; charging a fee and issuing driving licenses if the applicant does not need to take an examination; charging a fee and issuing driving licenses after the applicant passes the examination if the applicant needs to take an examination.

Time Limit:

The application shall be handled within one working day when the applicant passes the examination.

Locations:

1. The applications of foreigners shall be handled in the Office of Vehicle Management;

2. The applications of other personnel can be handled in any branches of the Office of Vehicle Management at their own will.

Fees:

1. 10 CNY per motor vehicle driving license

2. 50 CNY per person per time for the examination on road traffic safety laws, regulations and related knowledge (Subject 1).

1. Examination:

A. An applicant whose driving license is cancelled because his/her driving license has not been renewed for more than one year after its expiration date shall take the examination on road traffic safety laws, regulations and related knowledge (Subject 1), and pass the examination within two years after the date that his/her driving license has been cancelled;

B. The duration of the examination is 30 minutes;

C. If an applicant cheats during the examination, he/she shall be disqualified from the examination, and shall apply for the reinstatement of his/her driving privileges again.

2. Definition of proof of identity:

A. The  proof of identity for residents of the Chinese mainland refers to their resident identity card or temporary resident identity card; 

B. The proof of identity for servicemen (including armed police) refers to their  resident identity card or  temporary resident identity card. For those who have not applied for the resident identity card, their proof of identity shall be such valid military documents as the army identity card, the civilian cadres card, the soldiers card, the certificate of emeritus, the certificate of retirement, as well as the domicile certificate issued by the unit above the regimental level they are serving in;  

C. The proof of identity for the residents of the Hong Kong Special Administrative Region and Macao Special Administrative Region refers to the Residence Permit for Hong Kong and Macao Residents. For those who have not applied for the Residence Permit for Hong Kong and Macao Residents, their proof of identity shall be the Mainland Travel Permit for Hong Kong and Macao Residents that they hold upon their entry into the Chinese mainland or the People's Republic of China Travel Document issued by the Ministry of Foreign Affairs, the Hong Kong Permanent Identity Card and Macao Permanent Identity Card, as well as the residence registration certificate issued by the public security organs;    

D. The proof of identity for the residents of Taiwan refers to the Residence Permit for Taiwan Residents. For those who have not applied for the Residence Permit for Taiwan Residents, their proof of identity shall be the Mainland Travel Permit for Taiwan Residents with a valid term of five years and issued by the public security organs, or the People's Republic of China Travel Document issued by the Ministry of Foreign Affairs as well as the residence registration certificate issued by the public security organs; 

E. The proof of identity for overseas Chinese refers to the Passport of the People's Republic of China and the residence registration certificate issued by the public security organs;

F. The proof of identity for foreigners refers to their passport or other travel documents, a valid visa, a stay permit or residence permit with at least 3 months of period of stay they hold upon their entry into China, as well as the resident registration certificate issued by public security organs; the proof of identity for those foreigners who have obtained the permanent residence permit in China refers to their Foreigner's Permanent Residence Card. 

G. The proof of identity for the personnel of foreign embassies, consulates, representative offices of international organizations in China refers to the valid identity documents issued by the Ministry of Foreign Affairs.
