This service item is applicable in the following situations that meet the requirements for the application of temporary vehicle license plates: the motor vehicles are not sold; the motor vehicles are obtained by such means as purchasing, allotting, and gifting, but have not been registered; new vehicles for export; the motor vehicles are used for scientific research and type tests; the applications for the registration of special motor vehicles are not accepted because the axle load, total mass and outline dimensions of such vehicles exceed the national standards); the application materials required by laws and regulations can be submitted.
1. Identity document(s) of the motor vehicle owner;
2. If the application is filed by an agent, the identity document(s) of the agent (or of the handler in the case where the application is filed by an agency) is needed as well, along with a power of attorney from the motor vehicle owner; for an unregistered motor vehicle (with the exception of unsold vehicles) owned by an individual who has applied for the agent services online through the "Jiaoguan 12123" App, the power of attorney is not necessary.
3. The certificate of compulsory insurance for vehicle traffic accident liabilities;
4. For motor vehicles that are not sold or the special vehicles whose axle load, total mass and outline dimensions exceed the national standards, the owners shall submit the conformity inspection certificate of the vehicle when it leaves the factory or the import certificate of the imported vehicle;
5. For motor vehicles which are obtained by such means as purchasing, allotting and gifting and have not been registered, the owners shall submit the proof of provenance of vehicles, the conformity inspection certificates of the vehicles when they left the factory or the import certificates of the imported vehicles;
6. The owners of export motor vehicles must submit technical safety inspection conformity certificates issued by the corresponding motor vehicle manufacturers along with the motor vehicle export certificates;
7. The owners of motor vehicles used for scientific research or type tests must submit written applications and the technical safety inspection conformity certificates issued by the relevant scientific research or type test entities, or technical safety inspection conformity certificates issued by the corresponding motor vehicle manufacturers;
8. Drivers eligible for motorcycles whose license plate numbers begin with "Jing A" must also submit proof that the "Jing A" motorcycle of the same vehicle type has been deregistered or transferred out of the city.
Procedures:
Acceptance of applications and the review of application materials- Collecting application materials and recording them in the system once they are verified as meeting relevant requirements- Making and issuing temporary vehicle license plates.
Locations:
1. Applications for temporary vehicle license plates for unsold motor vehicles and those unregistered after being acquired through purchasing, allotment, or gifting can be made at branches of the Office of Vehicle Management of Beijing Traffic Management Bureau, vehicle management stations of traffic units of public security organs in the administrative area of Beijing, or Beijing Government Service Center; drivers eligible for the "Jing A" license plate may receive temporary vehicle license plates from the Office of Vehicle Management of Beijing Traffic Management Bureau (hereinafter referred to as the "Office of Vehicle Management");
Residents of China's Hong Kong SAR, Macao SAR and Taiwan, as well as foreign nationals may apply for temporary vehicle license plates at the Office of Vehicle Management; holders of the Residence Permit for Hong Kong, Macao, and Taiwan Residents may apply for temporary vehicle license plates in the Office of Vehicle Management and its branches.
Vehicle management service stations of the authorized automobile dealers may process applications for temporary vehicle license plates. Users of the "Jiaoguan 12123" App can apply for temporary license plates through the App (with the exception of motor vehicle owners who must apply to the Office of Vehicle Management as stipulated in the first paragraph of this Article).
2. The owners of special motor vehicles used for scientific research or type tests, or vehicles unregistered because their axle load, total mass, and outline dimensions exceed the national standards, may apply at the Office of Vehicle Management for temporary vehicle license plates.

1. Definition of the imported motor vehicles:
A. Cars imported through customs at designated ports of the State;
B. Other motor vehicles imported through customs at other ports of the State;
C. Motor vehicles under customs supervision;
D. Motor vehicles which are without legal import documents, are smuggled, or are illegally assembled by imported key components and parts and therefore are confiscated by law enforcement agencies authorized by the State.
2. Definition of the import certificates for imported motor vehicles:
A. The import certificate for an imported car is the Certificate of Importation of Cargo issued by customs at any of the designated ports of the State;
B. The import certificate for any other imported motor vehicle is the Certificate of Importation of Cargo issued by customs at any of the other ports in China;
C. The import certificate of a motor vehicle under customs supervision is the Notice of the People's Republic of China on Applying for (Canceling) Vehicle License Plates for Inbound (Outbound) Vehicles under customs Supervision issued by customs of the administrative area of supervision;
D. The import certificate of a motor vehicle which has no legal import document, is smuggled, or is illegally assembled by imported key components and parts and therefore is confiscated by a law enforcement agency authorized by the State is the Certificate of Confiscation of Smuggled Cars and Motorcycles issued by the authority concerned.
3. Motor vehicle owners refer to the individuals and entities that own motor vehicles.
A. Individuals refer to the residents and military personnel (including armed police) in the Chinese mainland, the residents of Hong Kong SAR, Macao SAR and Taiwan, and overseas Chinese and foreigners residing abroad;
B. Entities refer to government agencies, enterprises, public institutions and social organizations, as well as foreign embassies and consulates in China, resident offices in China of foreign institutions, and representative offices of international organizations in China.
4. Definition of identity documents:
A. The identity documents of a government organ, enterprise, public institution, or social organization include its Organization Code Certificate, business license or Social Organization Legal Entity Registration Certificate, a letter of authorization with its official seal, and identification of the entrusted handler;
B. The identity documents of a foreign embassy, consulate, or representative office of an international organization in China include the supporting documents provided by such entities;
C. The identity document for a resident of the Chinese mainland is a Resident ID Card or Temporary Resident Identity Card;
D. The identity documents for military (including armed police) personnel include a Resident ID Card or Temporary Resident ID Card, or a military officer ID card, civilian cadre ID card, soldier ID card, certificate of emeritus or certificate of retirement, a domicile certificate and others issued by the units above the regimental level they are serving in before the issuance of their Resident ID Cards;
E. The identity document for a resident of Hong Kong SAR or Macao SAR is a Residence Permit for Hong Kong and Macao Residents. A valid Mainland Travel Permit for Hong Kong and Macao Residents, Travel Document of the People's Republic of China issued by the Ministry of Foreign Affairs and a residence registration certificate issued by a public security organ can also be used;
F. The identity document for a resident of Taiwan is a Residence Permit for Taiwan Residents. A Mainland Travel Permit for Taiwan Residents valid for five years issued by the public security organ, a Travel Document of the People's Republic of China issued by the Ministry of Foreign Affairs and a residence registration certificate issued by a public security organ can also be used;
G. The identity documents for an overseas Chinese include a Passport of the People's Republic of China and a residence registration certificate issued by a public security organ;
H. The identity documents for a foreigner include a passport and other travel documents, a valid visa with at least three months of period of stay or a stay/residence permit, and a residence registration certificate issued by a public security organ;
I. The identity documents for personnel of foreign embassies, consulates, and representative offices of international organizations in China are the valid identity documents issued by the Ministry of Foreign Affairs.
5. Definition of domiciles:
A. The domicile of an entity is the address of its main office;
B. The domicile of an individual is the address registered as his/her home address in Beijing or recorded on his/her identity document(s). The domiciles of the residents living in other cities of the Chinese mainland are the address recorded on the (Temporary) Residence Certificate issued by the public security organs.
6. Definition of the proof of provenance of motor vehicles:
A. For a motor vehicle purchased in China, the proof of provenance is the national unified invoice for the sales of the motor vehicle; for a motor vehicle purchased abroad, the proof of provenance includes the invoice and its translated version issued by the vehicle dealer; however, the proof of provenance is not needed for the motor vehicles under customs supervision;
B. For the motor vehicles transferred through mediation, ruling or judgment by the people's courts, the proof of provenance is the effective Mediation Agreement, Judicial Award or Judgment and the corresponding Notice of Assistance in Enforcement issued by the people's courts;
C. The proof of provenance of the motor vehicles transferred through the arbitration ruling of arbitration institutions includes the Arbitration Awards issued by arbitration institutions and Notices of Assistance in Enforcement issued by people's courts;
D. For motor vehicles that are inherited, gifted, won, or acquired in accordance with divorce agreements or agreements on mortgaging motor vehicles for debt payment, the proof of provenance includes the documents concerning inheritance, gifting, winning prizes, divorce agreements, and agreements on mortgaging motor vehicles to pay off debts, and the Notary Certificates issued by notarial authorities;
E. For motor vehicles included in the asset restructuring or overall asset trading, the proof of provenance refers to the approval documents of asset authorities;
F. For unregistered motor vehicles purchased by government agencies, enterprises, public institutions and social organizations and allotted to their subordinate units, the proof of provenance includes the national unified invoices for sales of motor vehicles and the allotment certificates issued by such entities.
7. Definition of the certificates of the whole motor vehicles on being qualified when they left the factory:
A. For an automobile, motorcycle, or trailer produced by a motor vehicle factory, the certificate is the Conformity Inspection Certificate of the Whole Motor Vehicles issued by the factory;
B. For a motor vehicle modified with a domestically-produced or an imported chassis, the certificate on being qualified is the Conformity Inspection Certificate of the Motor Vehicle Chassis issued by the motor vehicle chassis manufacturer or the import certificate of imported motor vehicle chassis, and the Conformity Inspection Certificate of the Whole Motor Vehicles issued by the motor vehicle tuning factory;
C. For a motor vehicle modified with a domestically-produced or an imported whole vehicle, the certificate on being qualified is the Conformity Inspection Certificate of the Whole Motor Vehicles issued by the motor vehicle manufacturer or the import certificate of imported motor vehicles, and the Conformity Inspection Certificate of the Whole Motor Vehicles issued by the motor vehicle tuning factory;
D. For an unregistered domestically-produced motor vehicle that has been detained, confiscated and auctioned by a supervisory authority, people's courts, people's procuratorate or administrative law enforcement agency in accordance with the law, if its owner cannot provide the Conformity Inspection Certificate of the Whole Motor Vehicles, the certificates issued by the responsible people's court, people's procuratorate or administrative law enforcement agency can be used instead.
