Beijing's AI Sector Attracts Over 95 Billion Yuan in Financing in H1 2026

In the first half of this year, the financing volume of Beijing's artificial intelligence (AI) industry exceeded 95 billion yuan, accounting for over 30 percent of China's total. Doubao recorded over 382 million monthly active users, with the average daily volume of token calls exceeding 180 trillion, helping the company secure an overwhelmingly leading position in this regard.

The Several Measures of Beijing Municipality on Accelerating AI Agent-Driven Development (the Measures for short) was issued on July 23. The document covers a package of policies centered on four aspects—technology, applications, industry and ecosystem. It also requires each district to identify one priority area for advancing the implementation of relevant applications and embedding agent capabilities into intelligent terminal hardware.

The Measures focuses on four key priorities.

I. Technology-led Actions: Enhance the capabilities of foundation models and intensify research on shared technologies for the harness layer.

II. Application-oriented Actions: Accelerate the deployment of agent-native applications and promote the integration of AI agents with smart devices.

III. Industry-led Actions: Support new startup models such as OPC (one person company), boost the development of the token economy, and cultivate emerging business models such as TaaS (Token as a Service), AaaS (Agent as a Service) and RaaS (Result as a Service).

IV. Ecosystem-centered Actions: Build open-source communities with global influence, improve the public service system to support relevant companies' global expansion, and support the development of token factories.
