(I) Overview

Beijing expanded Huairou Science City by adding approximately 32.7 square kilometers of land from the Miyun District to it in 2017, bringing the total area of Huairou Science City to 100.9 square kilometers. This expansion has positioned it as a crucial component of Beijing's "Three Cities and One Area" initiative aimed at establishing a globally influential science and technology innovation center. As a vital part of Huairou Science City, the east area offers a solid foundation for scientific research and industrial development by leveraging its advantageous geographical location and abundant land resources.

(II) Functional Positioning

The east area of Huairou Science City primarily focuses on two major directions of earth system science and medicine and health. It is equipped with major scientific infrastructure, R&D platforms, research universities (colleges), achievement commercialization services, supporting residencies, and comprehensive service functions. Guided by the scientific and smart development axis of Xitong Road, plans are underway to create two centers: the Yunxi Huoli Center and Yunxi Smart Port (Tongjunzhuang Railway Station Micro-Center). Additionally, three functional areas are established: the Basic Innovation Agglomeration Area, the Renewal Vitality Promotion Area, and the Comprehensive Innovation Development Area. By gathering research entities like the Chinese Academy of Sciences, Tsinghua University, and Peking University, along with large-scale scientific facilities and research resources, the east area aims to advance industries related to environmental science, medicine and healthcare, and technology services.

(III) Development Situation

The eastward expansion of Huairou Science City brings high-end innovative resources and new industrial development opportunities. Leading research institutes such as the Institute of Tibetan Plateau Research of the Chinese Academy of Sciences and the Research Center for Eco-Environmental Sciences of the Chinese Academy of Sciences have established a presence in the area, significantly enhancing its scientific research capabilities and technical support. Moreover, the east area is accelerating the commercialization and industrialization of scientific and technological achievements, establishing service platforms and incubators that provide comprehensive assistance to enterprises operating here. Numerous large-scale scientific facilities and research projects are in progress. It is expected to make world-class scientific and technological breakthroughs to enhance the regional economy and align with national strategies. Notably, the Earth System Science Numerical Simulator Facility has begun operations ahead of schedule. Several basic scientific and educational facilities will be put into operation soon.

Miyun District is actively optimizing the environment and improving essential services such as power supply, housing, healthcare, and education to better accommodate scientific researchers. Regarding healthcare, the Huaimi Medical Center project is progressing steadily. In the education sector, the Beijing Second Experimental School is working with prestigious schools, with its school-running plan undergoing the approval process. The experimental school is expected to infuse additional vitality into the east area of Huairou Science City.
