Beijing has established an intellectual property (IP) service industry with a complete range of services, a complete chain, and high-quality and reasonable prices. By the end of 2023, there were a total of 1,042 agencies in Beijing (excluding patent agencies for national defense and patent agencies from Hong Kong SAR, Macao SAR, and the Taiwan region), accounting for about 18 percent of China, along with 12,128 licensed patent agents (excluding patent agencies for national defense and patent agencies from Hong Kong SAR, Macao SAR, and the Taiwan region), accounting for about 31 percent of China. Most international innovation entities often settle patent-relevant issues in China through Beijing's IP service agencies. The city's IP service industry provides all kinds of market entities with various services concerning, such as, patents, trademarks, copyrights, geographical indications, integrated circuit layout design, new varieties of plants, commercial confidentiality, and anti-unfair competition, covering different types of services that concern IP agencies, laws, information, training, operation, consultancy, etc., and serving clients from over 100 countries and regions worldwide.

In 2019, the city set up Beijing (ZGC) International Intellectual Property Service Hall in the Intellectual Property Mansion, gathering the city's high-quality IP service resources and building a platform connecting innovative enterprises with professional IP service organizations. By the end of 2023, over 100 IP service organizations at home and abroad have applied to settle in Beijing (ZGC) International Intellectual Property Service Hall.
