A foreign patent agency applying for setting up a resident representative office in China shall submit the following documents to the China National Intellectual Property Administration: 

1. The application form signed by the main person-in-charge of the foreign patent agency for setting up a resident representative office in China;  

2. The power of attorney issued by the foreign patent agency to the initially appointed chief representative and representatives of the representative office. The power of attorney shall clarify the scope of business of the representative office and the representatives; 

3. Other materials required by China National Intellectual Property Administration.
